REPORT to the MAYOR and MEMBERS of the CITY COUNCIL
From the CITY MANAGER
DATE: January 13, 2026
SUBJECT: Amendment to the Fiscal Year 2025-26 Compensation Plan to Reflect New State Minimum Wage and Adjustment
of Part-Time Parks and Recreation Lifeguard
Classifications
ISSUING DEPARTMENT: Human Resources
SUMMARY:

Issues:

1. Should the City Council adopt the attached resolution, approving salary adjustments to the Compensation Plan for FY 2025-26 to reflect California’s new state minimum wage, effective January 1, 2026?

2. Should the City Council adopt the attached resolution approving salary adjustments to the Compensation Plan for FY 2025-26 to the part-time Lifeguard positions in the Parks and Recreation Department? Recommendation:

1. That the City Council adopt the attached resolution, approving salary adjustments to the Compensation Plan for FY 2025-26 to reflect California’s new state minimum wage, effective January 1, 2026.

2. That the City Council adopt the attached resolution approving salary adjustments to the Compensation Plan for FY 2025-26 to the part-time Lifeguard positions in the Parks and Recreation Department.

Fiscal Impact:

Positions impacted by the minimum wage increase are included in the budget for Fiscal Year 2025-26 Budget.

Page 15 of 42 ends

Report to Mayor and Councilmembers
Date: January 13, 2026
Page: 2 of 4
The proposed salary adjustment to the part-time lifeguard positions can be absorbed within the existing Parks and Recreation budget through vacancy savings. No additional appropriation is requested at this time.

City’s Strategic Goals:
 Ensure a strong financial outlook through careful planning, sustainable service levels, and fiscal sustainability.
 Nurture an organizational culture where employees are recognized for the delivery of high-quality services to the community.

BACKGROUND:

Minimum Wage: On January 14, 2025, the City Council approved the minimum wage update from $16.00 to $16.50 per hour, effective January 1, 2025.

On January 1, 2026, the minimum wage for the State of California increased from $16.50 to $16.90 per hour for all employers. This increase impacts the minimum range and steps of temporary employee positions such as interns, Lifeguard Aide, and Recreation Aide.

The compensation plan must be updated to reflect this change. The fiscal impact was included in the Fiscal Year 2025-26 Budget.

Part-time Lifeguard Positions: The City relies on part-time lifeguard staff to operate pool facilities safely and effectively. The Lead Lifeguard classification plays a critical role by providing on-deck supervision, training support, and operational leadership during aquatics programming.

During recent recruitment efforts, staff was unable to attract qualified applicants for the Lead Lifeguard position. Given the competitive labor market for aquatics professionals and increasing wage pressure among neighboring agencies, staff initiated a salary survey to assess whether compensation was contributing to recruitment difficulties.

DISCUSSION:

Minimum Wage: The minimum wage increase for the State of California impacts parttime positions with hourly rates tied to the statutory minimum, as well as the higher classifications in the series. For example, with the minimum wage increase to Recreation Aide range impacts the hourly wage ranges for the higher-level part-time Recreation Leader and Recreation Specialist positions.

Part-time Lifeguard Positions: Staff conducted a salary survey comparing the City’s

Page 16 of 42 ends

Report to Mayor and Councilmembers
Date: January 13, 2026
Page: 3 of 4
part-time Lead Lifeguard hourly rate with similar classifications at comparable public agencies. The survey findings showed the City’s Lead Lifeguard rate is approximately five percent (5%) below the market mean and approximately 2% below the market median.

To address this issue, staff recommend a five percent (5%) hourly wage increase for the Lead Lifeguard classification, bringing the position closer to the market average and addressing the recruitment difficulties.

Because Lead Lifeguard wages are directly tied to the hourly rates of subordinate classifications, this adjustment will result in the following corresponding increases to the lower level Lifeguard/Instructor and Lifeguard Aide part-time positions.

Current Hourly
Minimum/Maximum
Proposed Hourly
Minimum/Maximum
Lead Lifeguard $18.20 – $22.12 $19.11 – $23.23
Lifeguard/Instructor $17.33 – $21.07 $18.20 – $22.12
Lifeguard Aide $16.50 – $20.07 $17.33 – $21.07
CONCLUSION:

Staff recommends the City Council adopt the attached resolution approving salary adjustments to the Compensation Plan for FY 2025-26 to the part-time lifeguard positions in the Parks and Recreation Department and adopt the attached resolution approving salary adjustments to the Compensation Plan for FY 2025-26 to reflect California’s new state minimum wage.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA MESA

APPROVING SALARY ADJUSTMENTS TO THE PART-TIME LIFEGUARD POSITIONS IN THE FISCAL YEAR 2025-2026 COMPENSATION PLAN WHEREAS, the City of La Mesa is a general law city which derives its power from state law and uses State Governmental Code to enumerate the City’s powers and form of government.

The City of La Mesa employs a Council-Manager form of government. In this arrangement, the City Council is responsible for determining policy, and the City Manager ensures that such policy is implemented; and

1. During recent recruitment efforts, staff was unable to attract qualified applicants for the Lead Lifeguard part-time position.

2. The City has conducted a salary survey comparing the City’s Lead Lifeguard hourly rate with similar classifications at comparable public agencies.

3. The survey findings showed the City’s Lead Lifeguard rate is approximately 5% below the market mean and approximately 2% below the market median.

4. This Resolution adopts a five percent (5%) increase to the Lead Lifeguard position salary range from $18.20 – $22.12 per hour to the new range of $19.11 - $23.23 per hour.

5. The Lead Lifeguard wage is directly tied to hourly rates of subordinate classification, and the salary adjustment results in increases to the Lifeguard/Instructor position salary range from $17.33 – $21.07 per hour to the new range of $18.20 - $22.12 per hour; and Lifeguard Aide from $16.50 – $20.07 per hour to the new range of $17.33 – $21.07 per hour.

BACKGROUND:

In May 2024, the City advertised RFQ 25-01 for as-needed engineering consultant services. DISCUSSION:

Kimley-Horn and Associates has provided on-call Traffic Engineering services for the past year. Change Order No. 1 will extend their support through the end of fiscal year 2026.

CONCLUSION:

Staff recommends that the City Council adopt the attached resolution authorizing Contract Change Order No. 1 with Kimley-Horn and Associates for on-call Traffic Engineering services in the amount of $49,000.

SUBJECT: CONSIDERATION OF APPOINTING AND/OR REAPPOINTING

COUNCILMEMBERS TO OUTSIDE BOARDS, COMMISSIONS, AND

COMMITTEES, AND TO COUNCIL AD HOC AND STANDING

SUBCOMMITTEES
According to Council policy adopted in December 2011, the Council shall review and consider outside appointments during the first regularly scheduled City Council meeting in January of each year. Attached is a list of Council assignments to outside boards, commissions and committees, and to the Council ad hoc and standing subcommittees from 2025.

The Council shall make the appointments and/or reappointments to the Metropolitan Transit System (MTS) and the San Diego Association of Governments (SANDAG). The Mayor shall make all other appointments and/or reappointments with the approval of the City Council.

At the present time the Fair Political Practices Commission (FPPC) authorizes councilmembers to participate and vote on their appointments to outside boards and commissions irrespective of the fact that such appointments may result in income to the councilmember. In order to exercise such authority, a Form 806, as provided by the FPPC, must be completed and made available on the City’s website. Following the appointments and/or reappointments at the January 13th Council meeting, a Form 806 will be prepared and posted.

Staff recommends the Mayor and Council appoint and/or reappoint Councilmembers to the outside boards, commissions and committees, as well as the Council ad hoc and standing subcommittees.
