City Manager Boynton introduced the item. Senior Administrative Analyst Mark Rounds and Climatec Director Ashley Cascio were present to give a report.

City's utility usage and conduct a citywide assessment of aging infrastructure in the areas of heating, ventilation and air conditioning (HVAC), lighting, building controls, roofing, and water heating. He said renewable energy solutions, such as solar and electric vehicle (EV) charging stations, were also assessed.

Senior Administrative Analyst Rounds said that several scope additions have been incorporated into the scope of work, which include: redesign of HVAC and building automation systems at the La Mirada Theatre for the Performing Arts instead of a like-for-like replacement of existing systems to address inherent comfort and zoning issues; addition of HVAC to the Theatre rehearsal hall and Phantom Projects facility; sports lighting at the fields at Los Coyotes School; roof replacement at the La Mirada Community Gymnasium; and pool pumps at Splash! La Mirada Regional Aquatics Center. He said there also has been a seven percent inflationary increase on construction costs since the preliminary scope of work was Minutes of the Study Session Meeting

developed six months ago, and the cost of the turnkey program is now $15,787,867.

Climatec Director Ashley Cascio provided additional information on the revised scope of work and funding plan. She said the City could work with a single design/build implementer for the comprehensive modernizations, provided the savings generated by the program pay for the cost of the improvements. She said the City could fund these projects through American Rescue Plan Act stimulus funds as well as City reserves. She said the entire program could take approximately 18-24 months to complete with construction beginning as early as Spring 2022.

Members of the City Council reviewed, discussed, and expressed support for the proposed energy conservation and infrastructure renewal program.

4.2 PROPOSED RESIDENTIAL AND COMMERCIAL REFUSE RATE

ADJUSTMENTS
City Manager Jeff Boynton introduced the item.

Senior Administrative Analyst Marlin Munoz said on March 14, EDCO submitted a letter requesting an adjustment of its residential and commercial rates. He said for the residential request, EDCO is proposing an adjustment of 3.62 percent based on the CPI, fuel and disposal fees.

He said the rates would be $28.87 for residential monthly service and $17.36 for monthly service for seniors, which is an increase of $1.01 and $.61, respectively. Additionally, a typical three-yard bin serviced once weekly would increase by $9.64 per month for a total of $212.66 for commercial accounts.

Senior Administrative Analyst Munoz said he reviewed and verified the requested adjustment and supporting documentation. He said if approved, the new rates would become effective July 1, 2022 for commercial accounts, and residential accounts would be deferred to July 1, 2023, to help offset the economic impact of the recently implemented SB 1383 organics program.

The City Council discussed the proposed adjustments of residential and commercial refuse rates.

5. CITY MANAGER'S REPORT
City Manager Boynton reported on Governor Newsom's Executive Order which calls on State agencies to identify and provide State-owned land where shipping containers could be stored on a temporary basis to ease the logistic challenges experienced at the ports of Los Angeles and Long Beach. He said the City received an email from Caltrans notifying the City that parcels are being Minutes of the Study Session Meeting
