4.2 STATUS OF THE SIXTH PLANNING CYCLE HOUSING

ELEMENT UPDATE
City Manager Jeff Boynton introduced the item.

Community Development Director Gabriel Bautista provided information on the status of the Sixth Planning Cycle Housing Element Update. He said the revised draft Housing Element Update was submitted to State Department of Housing and Community Development (HCD) for review on May 3, and is expected to take at least 60 days to receive an update. He said one of the primary requirements of the Housing Element document is to show where 1,962 housing units can be accommodated in the City as determined by the Regional Housing Needs Assessment (RHNA) process.

He said City staff and the consultant explored the potential units that could be developed pursuant to the current housing densities established within the Imperial Highway Specific Plan (ISP) and the Infill Housing Overlay areas.

Community Development Director Bautista said pursuant to the current housing densities permitted within the ISP, the potential number of units that may be developed totals 806 units. He said a total of 1,160 housing units could still be developed on the remaining available acreage within the Infill Housing Overlay Areas. He said the ability to plan for the number of units assigned to the City as part of the RHNA process is an important part of the Housing Element Update, and the programs proposed to facilitate the development of the assigned units and preserve existing units, for all income categories, is also important to HCD. He presented current and proposed programs in the Housing Element Update.
