Creative Bus Sales Inc. under the CALACT/MBTA Purchasing Cooperative was adopted by the City Council on March 22, 2022. He said that on September 9, CALACT and Creative Bus Sales notified City staff of a force majeure event that was leading to the cancellation of the City's Starcraft and Startrans Ford transit vehicle order. He said the cancellation was attributed by the vendor to extended Ford assembly plant shutdowns and delays in the manufacturing of needed chassis. Additionally, unable to fulfill orders for the current model year, Ford transferred all orders to the next model year with no price protection and increased the cost of all orders. He said revised quotes from Creative Bus Sales have been received and the estimated cost of the six vehicles is now $768,107.69, which is a $166,791.07 increase from the original quote of $601,316.62. He said the proposed Resolution No. 22-26 would waive the formal bid process and authorize the purchase of six transit vehicles from Creative Bus Sales Inc. in the not to exceed amount of $806,513.07. He said a contingency of five percent was added to the new quote to account for possible increases in vehicle costs due to supply chain issues and unforeseen delays.
