REVIEW AND DISCUSSION

5.1 STATUS OF THE SIXTH PLANNING CYCLE HOUSING ELEMENT
UPDATE
City Manager Jeff Boynton provided an update on the status of the Sixth Planning Cycle Housing Element. He said the Planning staff and the City's consultants continue to work on completing the State-mandated Housing Element Update for the 2021-2029, 6th Planning Cycle. He said based on the two comment letters received from Housing and Community Development (HCD) dated July 25 and December 12, 2022, the City's Housing Element Update needs additional analysis and strategies to plan for and accommodate the 1,962 residential units required by the Regional Housing Needs Assessment (RHNA). He said the Planning Division has been working on several public outreach events and providing education information, completing the Affirmatively Furthering Fair Housing analysis, and updating the available housing sites inventory analysis.

Minutes of the Special Meeting
April 19, 2023
City Manager Boynton introduced consultant Veronica Tam with Veronica Tam & Associates (VTA). She gave a presentation on the analysis of the Housing Element status, meeting the key challenges for the RHNA, the changes to State Housing Element Law for the 6' Cycle update, and the RHNA status update. Ms. Tam said the next steps would be to revise the City's draft Housing Element and identity potential housing sites to satisfy the City's RHNA requirement.

City Manager Boynton said due to the extensive revisions required, the Housing Element would likely be reviewed by the Planning Commission and City Council in late summer/early fall. He said prior to that, the document would be provided to HCD for review. He said a formal certification of the Housing Element document by HCD would not occur until after any required rezoning of properties to satisfy the City's RHNA requirement.

Members of the City Council and Planning Commissioners reviewed and discussed the presentation on the Sixth Planning Cycle Housing Element Update.

ADJOURNMENT
There being no further business, the City Council and Planning Commission adjourned the meeting at 8:18 p.m.
