MINUTES OF THE
REGULAR MEETING OF THE
LA MIRADA CITY COUNCIL
JUNE 13, 2023 – 6:30 P.M.
1. CALL TO ORDER
Mayor Otero called the meeting to order at 6:3 0 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California.
2. INVOCATION
The invocation was delivered by Pastor Javier Toyos of La Mirada Church of the Nazarene.
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by a representative of the La Mirada Arts Colony.
4. ROLL CALL
City Council was prese nt with Councilmember Eng, Councilmember Lewis, Councilmember Sarega, Mayor Pro Tem De Ruse, and Mayor Otero responding to roll call.
The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager/City Clerk A nne Haraksin, and City Attorney James Markman.
5. PUBLIC COMMENT
Jeff Deal addressed th e City Council and spoke about the impor tance of good leadership.
6. CONSENT CALENDAR
Councilmember Lewis moved and Councilmember Eng seconded to approve the following consent calendar items:
6.1 APPROVAL OF MEETING MINUTES
The City Council approved the minutes of the Special Joint Meeting of the City Council and Plann ing Commission on May 23, 2023 and th e minutes of the regular City Council meeting of May 23, 2023.
6.2 APPROVAL OF WARRANT REGISTER
The City Council approved the warrant register dated June 13, 2023 in the total amount of $1,448,961.84.

2 6.3 APPROVAL OF A LEASE AGREEMENT WITH C3 TECH
The City Council approved a lease agreement with C3 Tech for ten Canon copiers and authoriz ed the City Manager to execute the agreeme nt on behalf of the City.
6.4 CAPITAL IMPROVE MENT PROJECT NO. 2021-05, NEIGHBORHOOD SLURRY SEAL AREA 3 – ACCEPTANCE OF WORK
The City Council accepted the improvements constructed by All American Asphalt; authorized the City Clerk to file a Notice of Completion with the County Recorder; and authorized the payment of retentio n monies pursuant to the contract.
6.5 CAPITAL IMPRO VEMENT PROJECT NO. 2021 -04, NEFF HOUSE,
GEORGE HOUSE AND CARR IAGE BARN EXTE RIOR SURF ACE
REPAIR AND PAINT – REVIEW OF BIDS AND AWARD OF CONTRACT
The City C ouncil awarded the contract for Capital Improvement Project No. 20 21-04, Neff House, George House and Carriage Barn Exterior Surface Repair and Paint, to Color New Co. in the amount of $ 272,750; authorized the City Manager to execute the contract on behalf of the City; authorized the City Manager to approve addendums to the on -call consulting services agreements for construction support services in an amount not to exceed 20 percent of the construction cost; and authorized the City Manager to approve additi onal work up to 20 percent of the total construction cost.

Councilmember Eng moved and Mayor Pro Te m De Ruse seconded to approve the following consent calendar items:

The Successor Agency approved the warrant register dated June 13, 2023 in the total amount of $8,015.00.

8.1 CITY COUNCIL REORGANIZATION
Assistant City Manager/ City Clerk Haraksin initiated the procedure for reorganization of City Council.
Councilmember Lewis moved and Councilmember Eng seconded to nominate Councilmember De Ruse to serve as Mayor for the upcoming year.

Councilmember Otero moved and Councilmember Eng seconded t o nominate Councilmember Sarega to serve as Mayor Pro Tem for the upcoming year.

4 10. CITY ATTORNEY ANNOUNCEMENTS
City Attorney Markman congratulated Mayor De Ruse and Mayor Pro Tem Sarega and thanked outgoing Mayor Otero.
11. CITY MANAGER ANNOUNCEMENTS
City Manager Boynton thanked Councilmember Otero for his year serving as Mayor. He also congratulated Mayor De Ruse and Mayor Pro Tem Sarega.
12. ADJOURNMENT
There being n o fur ther business to come before the Council, the City Council adjourned the meeting at 6:56 p.m.
