MINUTES OF THE
REGULAR MEETING OF THE
LA MIRADA CITY COUNCIL
JULY 11, 2023 – 6:30 P.M.
1. CALL TO ORDER
Mayor De Ruse called the meeting to order at 6:3 0 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California.
2. INVOCATION
The invocation was delivered by Pastor Ruben Sandoval of Living Word Christian Center.
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by a representative of VFW Post 9148.
4. ROLL CALL
City Council was prese nt with Councilmember Eng, Councilmember Otero, Mayor Pro Tem Sarega, and Mayor De Ruse responding to roll call .
Councilmember Lewis was absent.
The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager/City Clerk A nne Haraksin, and City Attorney James Markman.
5. APPEARANCES, PRESENTATIONS, AND PROCLAMATIONS
5.1 PROCLAMATION FOR PARKS AND RECREATION MONTH
The City Council proclaimed July 2023 as Parks and Recreation Month in the City of La Mirada and the Mayor, on behalf of the City Council, presented a proclamation to Community Services Director Oliver Osuna.
5.2 INTRODUCTION OF NEW FULL-TIME EMPLOYEES
The City Council welcome d Melissa Skau and Andre s Lemus and the Mayor, on behalf of the City Council, presented them with a $40 gift certificate to Panera Bread restaurant, a voucher for t wo tickets t o the La Mirada Theatre for the Perform ing Arts , and two passes to Splash! La Mirada Regional Aquatics Center.
6. PUBLIC COMMENT
Rich Trujillo thanked the City Coun cil for its partnersh ip with the La Mirada Chamber of Commerce.
Alexa Martinez expressed support for the proposed Santa’s Holiday Caravan.

7. CONSENT CALENDAR
Councilmember Ote ro moved and Councilmember Eng seconded to approve the following consent calendar items:
7.1 APPROVAL OF MEETING MINUTES
The City Council approved the minutes of the Special Joint Meeting of the City Council and Planning Commission held on June 27, 20 23 and the minutes of the regular City Council meeting of June 27, 2023.
7.2 APPROVAL OF WARRANT REGISTER
The City Council approved the warrant register dated July 11, 2023 in the total amount of $4,218,850.08.
7.3 APPROVAL OF USE OF FACILITY – LA MIRA DA HIGH SCH OOL FOOTBALL BOOSTER CLUB EVENT AT SPLASH! LA M IRADA
REGIONAL AQUATICS CENTER BUCANEER BAY
The City Council approved the use of facility for the Buccaneer Bay waterpark at Splash! La Mirada Regional Aquatics Center for the La Mirada High School Football B ooster Club recreational even t and waived all fees associated with the requested use.
7.4 CAPITAL IMPROVEMENT PROJECT NO. 2022 -03, CITY HALL FOUNTAIN RENOVATION – FINDING THAT PURSUANT TO THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT OF 1970, THE
PROJECT IS CATEGORICALLY EXEMPT UNDER SECTION 15301
CLASS 1 (C) AND APPROVAL OF PLANS AND SPECIFICATIONS
The C ity Coun cil found that pursuant to the California Environmental Quality Act of 1970, the project is categorically exempt un der S ection 15301 Class 1 (c) and will have no significant effect on the environment; approved the plans and specifications for Capital Improvement Project No. 2022-03, City Hall Fountain Renovation; and authorized the City Clerk to advertise for sealed bids.
7.5 CAPITAL I MPROVEMENT PROJECT NO. 201 8-03, IMPERIAL
HIGHWAY PAVEMENT REHABILITATION FROM VALLEY VIEW
AVENUE TO WICKER DRIVE - REVIEW AND APPROVAL OF
CONTRACT CHANGE ORDER
The City Council authori zed the City Mana ger to execute a contract change order in the amount of $206,519.40.

3 7.6 CAPITAL IMPROVEMENT PROJECT NO. 2023-04, BEHRINGER PARK
IMPROVEMENTS PRELIMINARY RENOVATION PLAN AND FINAL
DESIGN – APPROVAL OF AN AMENDMENT TO THE ON-CALL
PROFESSIONAL SERVICES AGREEMENT WITH DAVID VO LZ
DESIGN
The City Council approve d and authorize d the City Manag er to execute an a mendment to the On -Call Professional Services Agreement between the City of La Mirada and David Volz D esign to provide professional de sign se rvices for CIP No. 2023-04, Behringer Park Improvement s Preliminary Renovation Plan and Final Des ign, based on the David Vol z D esign proposal dated May 5 , 20 23, in the amount of $408,499 and authorized the City Manager to approve additional professional servi ces to David Volz Design, if required, for up to 20 percent of the authorized contract amount.
7.7 CAPITAL IMPROVEMENT PROJECT NO. 2 023-05, LEFFINGWELL
ROAD LANDSCAPE AND MEDIAN IMPROVEMENTS PROJECT FROM
TELEGRAPH ROAD TO STAMY ROAD – APPROVAL OF AN
AMENDMENT TO THE ON-CALL PROFESSIONAL SERVICES
AGREEMENT WITH WILLDAN ENGINEERING
The City Council approved and authorize d the City Manager to execute an amendment to the On -Call Professional Services Agreement between the City of La Mirada and Willdan En gineering to provide professional design se rvices for CIP No. 20 23-05, Leffingwell Road Landscape and Median Improvements Project from T elegraph Road to Stamy Road , based on the Willdan Engineering proposal dated May 5 , 20 23 in the amount of $216,956 and authorized the City Manager to approve additional professional services to Willdan Engineering if required, for up to 20 percent of the authorized contract amount.
7.8 CAPITAL IM PROVEMENT PROJECT NO. 201 8-02, ALONDRA
BOULEVARD PAVEMENT REHABILITATION FROM VALLEY VIEW
AVENUE TO MOTTLEY DRIVE - ACCEPTANCE OF WORK AND
APPROVAL OF CONTRACT CHANGE ORDER
The City Council accepted the improvem ents constructed by R.J. Noble Company; authorized the City Manager to execute the Balancing Contract Change Order in the amount of $100,707.67; authorized the City Clerk to file a Notice of Completion w ith the County Recorder ; and authorized the payment of retention monies pursuant to the agreement.
