REGULAR MEETING OF THE
LA MIRADA CITY COUNCIL
JANUARY 9, 2024 - 6:30 P.M.
CALL TO ORDER
Mayor De Ruse called the meeting to order at 6:30 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California.
INVOCATION
The invocation was delivered by Pastor Jim Clark of Grace Evangelical Free Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by representatives of the La Mirada Chamber of Commerce.
ROLL CALL
City Council was present with Councilmember Eng, Councilmember Lewis, Councilmember Otero, Mayor Pro Tem Sarega, and Mayor De Ruse responding to roll call.
The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager/City Clerk Anne Haraksin, and City Attorney James Markman.
APPEARANCES, PRESENTATIONS, AND PROCLAMATIONS
5.1 RECOGNITION OF THE BENTON MIDDLE SCHOOL MOCK TRIAL
TEAM
The City Council recognized the Benton Middle School Mock Trial Team and the Mayor, on behalf of the City Council, awarded the students with Certificates of Recognition. Norwalk-La Mirada Unified School District Board Vice President Narcis Brasov, Superintendent Dr. John Lopez, Benton Middle School Principal Robin Ridgeway, and Mock Trial Coach Dr. Jodie Kim were also present to recognize the students.
6. PUBLIC COMMENT
Jack Miranda invited election candidates to attend a Kiwanis meeting. He also spoke regarding item 7.1 on the agenda.

7.1 APPOINTMENT TO THE GREATER LOS ANGELES COUNTY VECTOR
CONTROL DISTRICT

City Manager Boynton presented a report on the item.
Councilmember Lewis provided information on the role of a Trustee for the Greater Los Angeles County Vector Control District.
City Councilmembers asked applicants Chris Pflanzer and Matthew Wight questions pertaining to their interest and availability.
Mayor Pro Tem Sarega moved and Councilmember Eng seconded to appoint Matthew Wight to serve on the Greater Los Angeles County Vector Control District Board of Trustees for a four-year term.

Mayor De Ruse moved and Councilmember Eng seconded to reappoint Harry Scott to the Historical Preservation Advisory Council for a term expiring in June 2025.

The City Council approved the minutes of the Special Meeting of December 19, 2023.
8.2 APPROVAL OF WARRANT REGISTER

The City Council approved the warrant register dated January 9, 2024 in the total amount of $4,404,004.97.
8.3 MONTHLY TREASURER REPORT FOR THE PERIOD ENDING
OCTOBER 2023
The City Council received and filed the City of La Mirada Monthly Treasurer Report for the period ending October 2023.
8.4 CAPITAL IMPROVEMENT PROJECT NO. 2023-01, CARPET AND
FLOORING REPLACEMENT AT VARIOUS CITY FACILITIES - REVIEW
OF BIDS AND REJECTION OF ALL BIDS
The City Council rejected all bids for Capital Improvement Project No. 2023-01, Carpet and Flooring Replacement at Various City Facilities.
8.5 CAPITAL IMPROVEMENT PROJECT NO. 2021-04, NEFF HOUSE,
GEORGE HOUSE AND CARRIAGE BARN EXTERIOR SURFACE
REPAIR AND PAINT - APPROVAL OF BALANCING CHANGE ORDER
AND ACCEPTANCE OF WORK
The City Council authorized the City Manager to execute the Balancing Contract Change Order in the amount of $24,390; accepted the improvements constructed by Color New Co.; authorized the City Clerk to file a Notice of Completion with the County Recorder; and authorized the payment of retention monies pursuant to the agreement.
8.6 AGREEMENT WITH THE LA MIRADA ARMADA FOR USE OF SPLASH!
LA MIRADA REGIONAL AQUATICS CENTER
The City Council authorized the City Manager to execute an agreement with the La Mirada Armada for use of Splash! La Mirada Regional Aquatics Center on behalf of the City and authorized the City Manager to renew the agreement for three additional one-year terms.
