8.1 RESOLUTION NO. 24-01 RE-APPROVING GENERAL PLAN
AMENDMENT NO. 2023-1 - HOUSING ELEMENT UPDATE 2021-2029:

A REQUEST TO AMEND THE GENERAL PLAN TO UPDATE THE
HOUSING ELEMENT TO REFLECT THE 6TH HOUSING CYCLE FROM
2021-2029 AS REQUIRED PURSUANT TO STATE LAW
2 Minutes Regular Meeting March 12, 2024
La Mirada City Council
City Manager Boynton introduced the item. He reported the item had been discussed at a number of public meetings. He said the item was adopted by the City Council in November 2023 and submitted to the State of California Housing and Community Development (HCD) for final review.

He said the HCD conducted its final review and gave concurrence that with a few minor modifications and following Council reapproval it could be signed off by HCD.

Community Development Director Manuel Muñoz presented information on the item. He said the Housing Element Update -5th Draft received conditional approval from HCD on January 29 with minor modifications.

He said the edits include changes to the Affirmatively Furthering Fair Housing (AFFH) matrix to strengthen housing mobility and placed-based strategies; additional outreach
Homesharing Program and information packets for faith-based sites; the initiation of a 2025 update for the General Plan's Mobility Element; creation of more Middle Housing Capacity; changes to the site inventory analysis included in Appendix A; and changes to Appendix B to modify the site inventory.

Mr. Muñoz said the proposed General Plan Amendment complies with all required findings included in Resolution No. 24-01. He said the Negative Declaration remains unchanged from its initial adoption on November 28, 2023. He reported that staff has already begun the implementation of the Housing Element by awarding a Professional Services Agreement to RRM Design Group to start the city's Objective Design Standards.

Mayor De Ruse opened the Public Hearing.

Jack Miranda spoke in opposition to the item and advocated for housing.

Mayor De Ruse closed the Public Hearing.

Members of the City Council inquired about rezone program and requested clarification on the location of the eight sites that were eliminated.

Mr. Muñoz responded and said the goal is to complete the rezoning of properties by the end of this year. He provided information on the location of the eight properties that were eliminated.

Councilmember Lewis moved and Mayor Pro Tem Sarega seconded to affirm that the Negative Declaration is the appropriate environmental document; and adopt Resolution No. 24-01 re-approving General Plan Amendment No. 2023-1 and a Negative Declaration for the 2021-2029 Housing Element Update of the City of La Mirada General Plan. 3 Minutes Regular Meeting March 12, 2024
