LA MIRADA CITY COUNCIL
MARCH 26, 2024 - 6:30 P.M.
CALL TO ORDER
Mayor Pro Tem Sarega called the meeting to order at 6:30 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California.
2. INVOCATION
The invocation was delivered by Pastor Richard Velasquez of Olive Branch Calvary Chapel.
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by La Mirada Ebell Club.

The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager/City Clerk Anne Haraksin, and City Attorney Craig Fox.
APPEARANCES, PRESENTATIONS, AND PROCLAMATIONS
5.1 RECOGNITION OF A CITY EMPLOYEE FOR YEARS OF SERVICE The City Council recognized Paul Castillo for his years of service and the Mayor Pro Tem, on behalf of the City Council, presented him with a service award pin and a certificate of appreciation.
5.2 INTRODUCTION OF A NEW FULL-TIME CITY EMPLOYEE
The City Council welcomed Blanca Nunez and the Mayor Pro Tem, on behalf of the City Council, presented her with a $40 gift certificate to Panera Bread restaurant, a voucher for two tickets to the La Mirada Theatre for the Performing Arts, and two passes to Splash! La Mirada Regional Aquatics Center.
PUBLIC COMMENT
La Mirada Library Manager Allison Ortiz announced that the library received a Library Innovation Lab Award. She also provided information on upcoming programs and services.

Councilmember Eng moved and Councilmember Lewis seconded to approve the following consent calendar items:
7.1 APPROVAL OF MEETING MINUTES
The City Council approved the minutes of the Study Session meeting of March 12, 2024 and the minutes of the regular City Council meeting of March 12, 2024.
7.2 APPROVAL OF WARRANT REGISTER
The City Council approved the warrant register dated March 26, 2024 in the total amount of $1,996,343.65.
7.3 CAPITAL IMPROVEMENT PROJECT NO. 2022-02, SLURRY SEAL OF
ROSECRANS AVENUE FROM VALLEY VIEW AVENUE TO EAST CITY
LIMITS, LA MIRADA BOULEVARD FROM LEFFINGWELL ROAD TO
ALONDRA BOULEVARD, AND HILLSBOROUGH DRIVE FROM BEACH
BOULEVARD TO EAST CITY LIMITS - REVIEW OF BIDS AND AWARD
OF CONTRACT
The City Council awarded the contract for Capital Improvement Project No. 2022-02, Slurry Seal of Rosecrans Avenue from Valley View Avenue to East City Limits, La Mirada Boulevard from Leffingwell Road to Alondra Boulevard, and Hillsborough Drive from Beach Boulevard to East City Limits, to Roy Allan Slurry Seal, Inc. in the amount of $1,032,261.06; authorized the City Manager to execute the contract on behalf of the City; authorized the City Manager to approve addendums to the existing on-call engineering contracts for construction inspection and testing services in an amount not to exceed 20 percent of the construction cost; and authorized the City Manager to approve additional work up to 20 percent of the construction cost.
7.4 CAPITAL IMPROVEMENT PROJECT NO. 2022-09, CITY HALL ROOF
REPLACEMENT - REVIEW OF BIDS AND AWARD OF CONTRACT
The City Council awarded the contract for Capital Improvement Project No. 2022-09, City Hall Roof Replacement, to Chapman Coast Roof Company, Inc., in the amount of $838,698; authorized the City Manager to execute the contract on behalf of the City; authorized the City Manager to approve addendums to the existing on-call engineering contracts for construction support services in an amount not to exceed 20 percent of the construction cost; and authorized the City Manager to approve additional work up to 20 percent of the total construction cost. 2 Minutes Regular Meeting March 26, 2024

7.5 CAPITAL IMPROVEMENT PROJECT NO. 2021-08, CREEK PARK
VEHICLE BRIDGE REPLACEMENT - REVIEW OF BIDS AND AWARD
OF CONTRACT
The City Council awarded the contract for Capital Improvement Project No. 2021-08, Creek Park Vehicle Bridge Replacement, to Los Angeles Engineering, Inc., in the amount of $1,798,000; authorized the City Manager to execute the contract on behalf of the City; authorized the City Manager to approve addendums to the existing on-call engineering contracts for construction support services in an amount not to exceed 20 percent of the construction cost; and authorized the City Manager to approve additional work up to 20 percent of the total construction cost.
7.6 AWARD OF CONTRACT FOR THE INDEPENDENCE CELEBRATION
FIREWORKS DISPLAY
The City Council approved the selection of Fireworks & Stage FX America to produce the fireworks display for the Independence Celebration event in the amount of $26,000 and authorized the City Manager to execute the agreement with Fireworks & Stage FX America, on behalf of the City.
7.7 INVESTMENT REPORT FOR THE CITY OF LA MIRADA FOR THE MONTH ENDING FEBRUARY 2024
The City Council received and filed the Investment Report for the month ending February 2024.
7.8 MONTHLY TREASURER REPORT FO THE PERIOD ENDING JANUARY 2024
The City Council received and filed the City of La Mirada Monthly Treasurer Report for the period ending January 2024.
