CALL TO ORDER
Mayor De Ruse called the meeting to order at 6:30 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada,
INVOCATION
The invocation was delivered by Mayor Pro Tem Sarega.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Boy Scout Troop 438.
ROLL CALL
City Council was present with Councilmember Eng, Councilmember Lewis, Councilmember Otero, Mayor Pro Tem Sarega, and Mayor De Ruse.
The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager/City Clerk Anne Haraksin, and City Attorney James Markman.
PUBLIC COMMENT
Jeff Deal addressed the City Council regarding the selection of Mayor to serve the upcoming year.
John Sarega addressed the City Council regarding the selection of Mayor.
CONSENT CALENDAR
Councilmember Otero moved and Councilmember Eng seconded to approve the following consent calendar items:
6.1 APPROVAL OF MEETING MINUTES
The City Council approved the minutes of the regular City Council meeting of March 26, 2024. Mayor De Ruse abstained.
6.2 APPROVAL OF WARRANT REGISTER
The City Council approved the warrant register dated April 9, 2024 in the total amount of $2,762,791.50.
6.3 SINGLE AUDIT REPORT FOR FISCAL YEAR 2022-23

The City Council received and filed the Single Audit Report for Fiscal Year 2022-23.

SPECIAL ITEMS
7.1. RESOLUTION NO. 24-02 RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON MARCH 5, 2024 AND DECLARING
THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW
City Manager Boynton reported that on October 10, 2023, the City Council adopted Resolution No. 23-30 calling for a General Municipal Election to be held on March 5, 2024 for the purpose of electing Councilmembers representing Districts 3, 4 and 5. He said only one resident, Steve De Ruse, submitted nomination papers to qualify as a District 4 candidate and only one resident, Anthony Otero, submitted nomination papers to qualify as a District 5 candidate. He said that pursuant to the Elections Code, the City Council adopted Resolution No. 23-38 on
December 19, 2023 appointing Steve De Ruse as a Member of the City Council representing District 4 for a four-year term and appointing Anthony Otero as a Member of the City Council representing District 5 for a four- year term. He said on March 5, the General Municipal Election for Council District 3 was conducted. He said the Los Angeles County Registrar- Recorder/County Clerk conducted a canvass of the results and certified the results as shown in Exhibit "A" of Resolution No. 24-02, which indicates that Ed Eng received the highest number of votes in Council District 3.

7.2. OATH OF OFFICE ADMINISTERED TO NEWLY ELECTED
COUNCILMEMBERS
The City Clerk administered the Oath of Office to Councilmembers Steve De Ruse, Ed Eng, and Anthony Otero.
7.3. CITY COUNCIL REORGANIZATION
Assistant City Manager/City Clerk Haraksin initiated the procedure for reorganization of City Council.
Councilmember De Ruse moved and Councilmember Otero seconded to nominate Councilmember Sarega to serve as Mayor for the upcoming year.

AYES: Councilmembers De Ruse, Eng, Otero, Sarega

Councilmember Eng moved and Councilmember De Ruse seconded to nominate Councilmember Lewis to serve as Mayor Pro Tem for the upcoming year.

Field Deputy Ivan Sulic, on behalf of Los Angeles County Supervisor Janice Hahn, presented a certificate of recognition to outgoing Mayor Steve De Ruse.
Los Angeles County Sheriff's Department Sergeant Oscar Rodriguez presented a certificate of recognition to outgoing Mayor Steve De Ruse.
Representatives of the La Mirada Chamber of Commerce presented a recognition plaque to outgoing Mayor Steve De Ruse.

9. CITY ATTORNEY ANNOUNCEMENTS
City Attorney Markman congratulated the appointed and elected Councilmembers and Mayor Sarega.
10. CITY MANAGER ANNOUNCEMENTS
City Manager Boynton thanked Councilmember De Ruse for his year serving as Mayor. He also congratulated Mayor Sarega and Mayor Pro Tem Lewis.
11. ADJOURNMENT
There being no further business to come before the Council, the City Council adjourned the meeting at 7:23 p.m.
