4. REVIEW AND DISCUSSION

4.1 HOUSING ELEMENT 6TH CYCLE IMPLEMENTATION UPDATE
City Manager Jeff Boynton introduced the item.

Community Development Director Manuel Muñoz provided an update on the Housing Element 6th Cycle implementation. He said the Housing Element is pending final certification from the Housing and Community Development (HCD), which is contingent upon the completion of certain rezoning efforts within one year, rather than the typical three-year period.

He said the City has initiated the implementation of its Housing Element, which involves a series of actions spread across the sixth cycle timeframe.

He said many of these actions are singular, focusing on the adoption of policy documents to ensure compliance with state mandates and the goals outlined in the Housing Element. Additionally, other actions are ongoing, such as continuous community education and the administration of housing programs.

Community Development Director Muñoz also presented information on the zoning updates which include a Special Housing Overlay and Emergency Shelter Overlay. He said all rezonings must be finalized by January 2025 to secure full certification from HCD. Additionally, the update introduces the Objective Design Standards to ensure high-quality, cohesive development that aligns with the City's long-term vision. He said this approach ensures consistency, transparency, and predictability in the review process.
