PUBLIC HEARING

8.1 RESOLUTION NO. 25-08 APPROVING A RATE ADJUSTMENT FOR REFUSE

SERVICE AND ESTABLISHING RESIDENTIAL AND COMMERCIAL REFUSE

RATES IN THE CITY OF LA MIRADA
Public Works Manager Marlin Munoz reported that on March 14, EDCO submitted a letter requesting an adjustment of its residential and commercial rates. He said the maximum annual increase allowed for residential and commercial services pursuant to the franchise agreement is capped at 3.5 percent for collection costs and 6 percent for disposal costs. He said the recent reduction of landfill options has resulted in an immediate negative impact on disposal rates. With multiple landfill closures and the reduction of disposal capacity, the County of Orange is making significant adjustments to its disposal fees. He said EDCO will also face increased transportation costs to use a more distant landfill. He said these circumstances satisfy the requirements of an extraordinary rate adjustment described in the franchise agreement.

Mr. Munoz said EDCO has proposed to defer this year's CPI, fuel, and organics adjustment to next year, not adjust the transportation cost to reflect disposal at the Prima Deschecha Landfill and reset the carry-over of the disposal component from previous years to zero, to reduce the impact of residential and commercial refuse rate adjustments. He said for residential accounts, the proposed adjustment results in an increase of $4.43 per month for a total of $35.82. For senior accounts, the proposed adjustment results in an increase of $2.61 per month for a total of $21.49. For commercial accounts, a typical three- yard bin serviced once a week would increase $33.93 per month for a total of $266.31.

Mayor Lewis opened the Public Hearing. No members of the public spoke on the item. Mayor Lewis closed the Public Hearing.

Mayor Pro Tem Eng moved and Councilmember Bean seconded to adopt Resolution No. 25-08 approving the proposed rate adjustment and establishing residential and commercial refuse rates in the City of La Mirada effective July 1, 2025.
