SEVERITY ZONES
Public Safety Supervisor Michael Alfonso reported that the Office of the State Fire Marshal (OSFM) released updated Fire Hazard Severity Zone (FHSZ) maps for Local Responsibility Areas in a phased approach across California. He said the maps identify the physical fire hazards in local areas based on factors such as topography, fuel load, prevailing winds, and historical fire behavior, and are categorized as Moderate, High, or Very High hazard zones. He said that pursuant to California Government Code Sections 51177 through 51179, cities receiving a recommended FHSZ map from the OSFM are required to adopt the map by local ordinance. He said adopting the FHSZ map ensures the City remains in compliance with state mandates and enables enforcement of wildfire safety standards, such as applying California Building Code Chapter 7A in Very High Fire Hazard Severity Zones, implementing local defensible space and vegetation clearance requirements, disclosing FHSZ designations during property transactions, and informing insurance provider assessments and policy issuance. He said the approval of the proposed Ordinance No. 743 would adopt the map and the FHSZ designations.

City Manager Boynton reported that the City has made efforts to reduce pension costs including reducing the amount the City pays of the Employer Paid Member Contribution (EPMC) for employees who are classic members of CaPERS. He said that effective July 1, 2024, the City's payment of the employees' seven percent CaPERS member contribution was reduced to one percent and the employees' payment was increased to six percent for full-time employees who are CaPERS classic members hired before July 1, 2017.
