adopt the County's Codes as City Codes. He said on December 9, 2025, the City Council adopted Urgency Ordinance No. 746-U to ensure timely implementation of the updated building codes. He said the urgency ordinance allowed the City to reference and enforce the 2026 Los Angeles County Building Codes on January 1, thereby ensuring continuity in code enforcement and alignment with County-administered building services.

9.2 SECOND READING AND ADOPTION OF ORDINANCE 747 APPROVING ZONING ORDINANCE NO. 58, INCLUDING A PROGRAMMATIC NEGATIVE
DECLARATION FOR THE COMMERCIAL AND INDUSTRIAL REZONE
City Manager Jeff Boynton said the Interstate 5 (I-5) Freeway expansion created several vacant remnant parcels located north of the freeway and east of Valley View Avenue. He said City staff has been evaluating long-term strategies to support the redevelopment of these parcels once they are relinquished from Caltrans' jurisdiction. He said the proposed General Plan Amendment and Zoning Ordinance Amendment would work in tandem to realign land use and zoning designations with existing development patterns, reflect long-established operations, and further the City's broader economic and land use objectives. He said the General Plan Amendment updates the Land Use Map to reflect the actual industrial and commercial activities that have characterized the project area for decades. He said this update does not introduce new land uses; rather, it corrects inconsistencies between current operations and the adopted General Plan by placing industrial and commercial designations where they are most appropriate along Coyote Creek, Knott Avenue, Firestone Boulevard, and Artesia Boulevard. He said this would ensure that long-term planning objectives, such as economic vitality, land use compatibility, and the efficient use of underutilized or remnant parcels created by infrastructure projects are fully supported. Additionally, a public notice was published in the La Mirada Lamplighter on January 16, 2026 in accordance with LMMC Chapter 21.86 - Notices and Hearings.
Councilmember Bean moved and Councilmember Lewis seconded to accept for second reading and adopt Ordinance No. 747 approving Zoning Ordinance Amendment No. 58, consistent with the General Plan Amendment No. GPA-2025- 4 Minutes Regular Meeting January 27, 2026
