PUBLIC HEARING
RESOLUTIONS NOS. 26-06 AND 26-07 APPROVING THE EXCHANGE OF

PROPERTY TAX REVENUES RESULTING FROM THE ANNEXATION OF PM 73574 TO THE COUNTY OF LOS ANGELES LIGHTING MAINTENANCE DISTRICT 10045A
2 Minutes Regular Meeting March 10, 2026
La Mirada City Council
City Manager Boynton said the City was in receipt of correspondence from the County of Los Angeles Department of Public Works requesting approval of a joint resolution to exchange property tax revenue with the County in conjunction with the annexation of the territory known as PM 73574. He said the property is located between Imperial Highway, Telegraph Road, and Wicker Drive, and has been processed for annexation to County Lighting Maintenance District (CLMD) 10045A. He said the County Auditor-Controller and County Counsel created tax-sharing ratios for each agency involved in the exchange of property tax revenues. He said based on the City's tax share ratio, a $10,000 increment in assessed valuation of a parcel means that the parcel would pay an additional $100 in property taxes of which the City would receive $9.43 and CLMD 10045A would receive $0.09. He said the County's request for approving a joint resolution for sharing property tax is similar to requests the City has received and approved in the past.

Councilmember Lewis moved and Councilmember Bean seconded to adopt Resolution No. 26-06 on behalf of the City of La Mirada approving the exchange of property tax revenues resulting from annexation of PM 73574 to County Lighting Maintenance District 10045A and adopt Resolution No. 26-07 on behalf of the City of La Mirada as successor of the Southeast Recreation and Park District approving the exchange of property tax revenues resulting from annexation of PM 73574 to County Lighting Maintenance District 10045A.

9.2 RESOLUTION NO. 26-08 ADOPTING AN ENGINEERING AND TRAFFIC

SURVEY JUSTIFYING SPEED LIMITS ON CERTAIN CITY STREETS AND FIRST READING OF ORDINANCE NO. 749 AMENDING SECTION 10.12.020 OF CHAPTER 10.12 OF TITLE 10 OF THE LA MIRADA MUNICIPAL CODE

ESTABLISHING PRIMA FACIE SPEED LIMITS ON CERTAIN CITY STREETS Assistant City Manager Haraksin said pursuant to California Vehicle Code (CVC) Sections 22357 and 22358, the City Council establishes, by ordinance, speed limits on streets that are not state highways. Additionally, CVC Section 40802 requires that speed limits on streets where laser and radar equipment are being justified on the basis of an Engineering and Traffic Survey (E&TS) conducted within seven years. She said the last La Mirada Citywide E&TS was completed in 2019. She said pursuant to Section 21400 (b) of the CVC, a local authority is required to round speed limits to the nearest five miles per hour of the 85th percentile of the free-flowing traffic. Additionally, pursuant to Section 2B.13 of the CA MUTCD, the posted speed may be reduced by 5 mph from the Minutes Regular Meeting March 10, 2026
La Mirada City Council
nearest 5 mph increment of the 85th percentile speed, in compliance with CVC Sections 627 and 22358.5.

Assistant City Manager Haraksin said the proposed Resolution No. 26-08 would adopt the Traffic and Engineering Survey completed in February 2026 and justity speed limits on certain City streets. She said Ordinance No. 749 would codify the speed limits and establish the City's interest in ensuring speeds that are reasonable and safe for the streets while facilitating the orderly movement of traffic. She provided information on the proposed six new speed limits. She said the Public Safety Commission, at its meeting of February 26, 2026, after review of the Engineering and Traffic Survey, approved the survey and recommended City Council adoption.
