4. REVIEW AND DISCUSSION

4.1 PROPOSED RESIDENTIAL AND COMMERCIAL REFUSE RATE

ADJUSTMENTS
City Manager Boynton introduced the item.

Public Works Manager Marlin Munoz reported that on March 16, EDCO submitted a letter requesting an adjustment of its residential and commercial rates. He said last year, the Los Angeles and Orange County regions experienced multiple landfill closures and significant reductions in permitted Municipal Solid Waste (MSW) disposal capacity. He said these extraordinary conditions resulted in substantial increases to disposal fees, prompting EDCO to adjust its residential and commercial rates to account for the rising disposal and importation costs. He said in an effort to reduce the impact on residential and commercial customers, EDCO deferred the annual CPI, fuel, and organics adjustments originally proposed I for July 2025 to July 2026. He said EDCO also refrained from applying transportation cost increases and reset the carry-over balance of the disposal component from prior years to zero, reducing impacts on future adjustments.

Public Works Manager Munoz said that EDCO is proposing an increase of $1.87 per month for a total of $37.69 for residential accounts. For senior accounts, the proposed adjustment would result in an increase of $1.12 per month for a total of $22.61. He said for commercial accounts, a typical Minutes of the Study Session Meeting

three-yard bin serviced once a week would increase $15.10 per month for a total of $281.41. He said that the new rates would become effective July 1. He said a properly noticed 45-day Public Hearing will be conducted at the regular City Council meeting on June 9.

Members of the City Council reviewed the item and asked questions about the proposed adjustments to residential and commercial refuse rates.

4.2 LAND MANAGEMENT SOFTWARE AND BUILDING & SAFETY DIVISION

SERVICES
City Manager Boynton introduced the item.

Community Development Director Manuel Muñoz said the Community Development Department has been issuing planning and building permits using a combination of legacy systems, manual processes, and the City's existing electronic records management platform. He said while these tools have supported operations, they limit efficiency, public access, and integration across the City's departments. Additionally, the State may require electronic permit submittals, digital plan review, and online access to permitting services further reinforcing the need for a modern integrated system.

Community Development Director Muñoz said Building & Safety services are currently provided through a contract with the County of Los Angeles Department of Public Works. He said the City has maintained this contractual relationship since its incorporation in 1960. He said the County has recently indicated that it would no longer renew services beyond June 30, 2027. He said as a result, the City must evaluate future service delivery options to ensure continuity, efficiency, and high-quality service. He said transitioning from Los Angeles County to a third-party vendor for Building & Safety services would require a comprehensive update to the City's systems, processes, and operational framework. He provided information on the key components for the transition.

Members of the City Council discussed the implementation of land management software and potential changes to the Building & Safety Division.

City Manager Boynton said that updates to the land management software and related items would be provided at future meetings.
