EASEMENT AGREEMENT WITH D. THOMPSON PROPERTIES,
BACKGROUND
The City currently has easements on property owned by D. Thompson Properties, LLC, located at 14800 Firestone Boulevard near Interstate 5. The easements allow for certain City-related improvements and access rights on the property.
The City is considering the installation of an electronic message board sign at this location. In order to accommodate the project, additional easements are needed to expand the City's existing rights on the property and allow for the installation of the electronic message board sign and related utility infrastructure.
FINDINGS
The proposed Easement Agreement is between the City of La Mirada and D. Thompson Properties, LLC, the property owner. The agreement applies to Assessor's Parcel Number 7003-015-001 and includes easement areas for both utility-related improvements and the electronic message board sign area.
The agreement grants the City easement rights for underground electrical supply and communication systems, including wires, conduits, cables, vaults, manholes, handholes, above-ground enclosures, markers, concrete pads, and other related fixtures and equipment. These improvements would support the operation of the electronic message board sign and allow information to be transmitted to the sign.
The agreement also grants the City easement rights for the approximately 50-foot La Mirada Auto Center identification sign with an electronic message board sign, as well as any successor sign or related equipment located within the sign easement area. The easements would allow the City to access the property as needed for construction, maintenance, repair, replacement, inspection, and operation of the sign and related utility systems.
The agreement further provides that the easements are easements in gross in favor of the City and are binding on the successors and assigns of the property owner. The property owner agrees not to place or maintain structures within the easement areas, Easement Agreement with D. Thompson Properties
City Council Meeting of July 14, 2026
except for certain improvements such as landscaping, pavement, curbs, gutters, walls, and fences, provided they do not interfere with the City's use of the easements.
Approval of the Easement Agreement would provide the City with the property rights necessary to proceed with the electronic message board sign project at this location. The agreement will also ensure the City has appropriate access for ongoing operation and maintenance of the sign and related infrastructure.
RECOMMENDED ACTION
It is recommended that the City Council approve the Easement Agreement between the City of La Mirada and D. Thompson Properties, LLC, and authorize the City Manager to execute the agreement on behalf of the City.
