CONSENT CALENDAR City Council
July 14, 2026
TO: Mayor and City Council
FROM: Jeff Boynton, City Manager
ORIGINATED BY: Manuel Muñoz, Community Development Director SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH DRAW TAP TO

PROVIDE GEOGRAPHIC INFORMATION SYSTEMS (GIS)

DEVELOPMENT AND MANAGEMENT SERVICES

BACKGROUND
The City Council adopted the Strategic Plan 2028 on September 23, 2025. The proposed Professional Services Agreement represents the first phase of implementing Priority 2 - Strategy 4: Enhance Operational Efficiencies Through Technology, specifically Goal 2, which calls for implementing a Geographic Information System (GIS) to provide online access to zoning and development standards and information, facilitating businesses' compliance with local regulations.

Implementation of Goal 2 also advances Strategy 4, Goal 3, which calls for the adoption of a land management software system to improve the efficiency of processing permits, applications, inspections, code enforcement cases, and records management.

Establishing a comprehensive GIS is a critical first step toward achieving that goal. The GIS database will serve as the City's authoritative spatial data platform, providing parcel- based mapping and property information necessary to support future land management software and other enterprise technology systems. By implementing the GIS program first, the City will establish the data framework required for successful integration with future software solutions while improving operational efficiencies across multiple departments.

Together, these Strategic Plan goals establish a comprehensive roadmap for modernizing Community Development Department operations through technology and improving service delivery to residents, businesses, developers, and other City departments. To ensure a coordinated and successful implementation, the City will undertake the following phased approach:

1. Stage 1: GIS Management Services - Develop the City's Geographic Information System (GIS) database and mapping resources.

2. Stage 2: GIS Management Services - Provide ongoing GIS maintenance, data management, and technical support.

3. Stage 3: GIS Software - Procure and implement enterprise GIS software and public-facing mapping applications.

4. Stage 4: Land Management Software - Procure and implement an integrated land management system for Planning, Building and Safety, Public Works, and Code Enforcement.

5. Stage 5: Records Digitization - Index and scan Community Development Department records to support digital workflows and integration with the City's land management system.

The proposed agreement encompasses Stages 1 and 2 of the implementation plan by providing professional GIS management services for the development of the City's GIS program and ongoing maintenance and support over the initial three-year contract term.

The selected consultant will assist the City in developing and maintaining the foundational GIS database, converting and managing spatial data, developing GIS mapping applications, establishing data standards, and providing technical expertise to support future implementation of enterprise GIS and land management software. The consultant will serve as an extension of City staff under the direction of the Community Development Department, in collaboration with the Public Works Department, with technical coordination and support provided by the Information Technology Division.

FINDINGS
To better define the scope of work and estimate the cost of implementing the City's GIS program, the Community Development Department initially conducted a Request for Proposals (RFP) process.

The RFP closed on May 21 and a total of 10 proposals were received from qualified firms with proposed costs ranging from $73,838 to $480,300. A selection committee comprised of staff evaluated each proposal using the criteria established in the RFP and shown below:

Evaluation Criteria Weight
Firm qualifications and municipal GIS experience 25%
Proposed project work plan and approach 25%
Technical capabilities 20%
Cost proposal 20%
Reference and past performance 10%
Following the initial evaluation, the five highest-ranked firms were invited to participate in interviews in June. Upon completion of the written proposal evaluations and interviews, the selection committee determined that Draw TAP provided the best overall value to the City based on its demonstrated technical expertise, municipal GIS experience, project understanding, implementation strategy, and ability to serve as an extension of City staff.

Draw TAP is a Southern California-based GIS consulting firm that specializes in municipal Geographic Information Systems. The firm provides GIS consulting and support services to several local agencies and understands the operational needs of municipal planning, engineering, public works, and community development departments. Draw TAP also previously served as a subconsultant to the City during preparation of the City's Sixth Cycle Housing Element, providing GIS mapping and technical support. This experience 2 Agreement with Draw TAP - GIS Management Services

gave the firm familiarity with the City's geographic data, land use information, and planning processes.

The proposed agreement includes both Stage 1 and Stage 2 of the City's GIS implementation plan.

Stage 1 consists of developing the City's foundational GIS program, including creation of the enterprise geodatabase, conversion and organization of GIS data, development of parcel and zoning layers, establishment of GIS standards, implementation of GIS applications, and creation of internal and external mapping resources. This phase establishes the GIS infrastructure necessary to support the future implementation of enterprise GIS software and land management system.

Upon completion of Stage 1, Stage 2 provides ongoing GIS management services throughout the initial three-year term. These services include routine parcel updates, maintenance of GIS databases and applications, creation of new GIS layers, map production, technical support, and specialized GIS services on an as-needed basis through individual task orders. Maintaining current GIS data is essential to ensure the City's future land management software, public mapping applications, and other enterprise systems continue to operate accurately and efficiently.

The total compensation under the proposed Professional Services Agreement is $135,000, consisting of $75,000 for Stage 1 implementation and $60,000 for Stage 2 ongoing GIS management services.

Funding for Stage 1 has been appropriated in the Community Development Department budget to support the City's technology improvements and the Equipment Replacement Fund. Funding for Stage 2 will be provided through the Community Development Department budget and is anticipated to be appropriated annually over the three-year term to support ongoing Gis maintenance, data updates, technical support, and specialized GIS services on an as-needed basis.

RECOMMENDED ACTION
It is recommended the City Council:

1. Approve a professional services agreement with Draw TAP for Geographic Information Systems Management Services, including development and online maintenance of the City's GIS platform, in an amount not to exceed $135,000;

2. Authorize the City Manager to approve additional work, if necessary, to address unforeseen project needs or additional GIS management services in an amount not to exceed ten percent of the authorized contract amount. 3
