BLOCK GRANT PROGRAM AND AUTHORIZING THE CITY
MANAGER TO SIGN A COOPERATION AGREEMENT WITH THE
COUNTY OF LOS ANGELES
BACKGROUND
The Participating City Cooperation Agreement between the City of La Mirada and the Los Angeles County Development Authority (LACDA) outlines legal provisions and requirements for the City to participate in the Urban County CDBG Program. It also provides for automatic renewal of participation in successive three-year periods, unless LACDA or the City provide written notice electing not to participate in a new qualification period.
FINDINGS
The City and LACDA agree to cooperate, to perform, or cause to be performed, those acts necessary or appropriate to implement the community development and housing assistance activities, specifically urban renewal, including, but not limited to, improvement or development of housing for persons of low-to moderate-income, and other community or urban renewal activities authorized under the federal CDBG program.
The City of La Mirada would like to continue to participate in the Los Angeles Urban CDBG Program. Current programs include the Home Improvement Program and Senior Services Programs. The term of this Agreement shall commence on July 1, 2027, the beginning date of the first year of the new Urban County Qualification Period, and conclude on June 30, 2030.
RECOMMENDED ACTION
It is recommended the City Council:
1. Adopt Resolution No. 26-21 approving the County of Los Angeles Participating City Cooperation Agreement between the City of La Mirada and the Los Angeles County Development Authority for the time period of July 1, 2027 through June 30, 2030; and

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA MIRADA
APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY

AUTHORIZING THE CITY MANAGER TO SIGN A COOPERATION
AGREEMENT WITH THE COUNTY OF LOS ANGELES
A. Recitals.
The City of La Mirada desires to participate in the Los Angeles Urban County Community Development Block Grant (CDBG) Program for the qualification period beginning July 1, 2027.
The City authorizes the execution of a Cooperation Agreement with the County of Los Angeles in order to receive said CDBG funds.
B. Resolution.
NOW, THEREFORE, the City Council of the City of La Mirada hereby finds and resolves as follows:
The City Council of the City of La Mirada approves the County of Los Angeles Participating City Cooperation Agreement between the City of La Mirada and the County of Los Angeles for the time period of July 1, 2027 through June 30, 2030.
The City Council authorizes the City Manager to execute in the name of the City of La Mirada all necessary documents for participation in the Los Angeles Urban County CDBG Program on behalf of the City of La Mirada.
