STUDY SESSION City Council
August 11, 2026
TO: Mayor and City Council
FROM: Jeff Boynton, City Manager
ORIGINATED BY: Jorge Orozco, Senior Administrative Analyst SUBJECT: 2028 SUMMER OLYMPICS

BACKGROUND
The 2028 Summer Olympic Games will be hosted in Los Angeles, providing a unique opportunity for surrounding communities to participate in and celebrate this global event. The Los Angeles Organizing Committee for the Olympic Games (LA28), along with Los Angeles County and regional partners, are coordinating efforts to engage cities through various programs and initiatives.

FINDINGS
Los Angeles County continues to coordinate regional planning efforts through its 88 for 28 initiative, encouraging all 88 cities to participate in Olympic-related activities.

Quarterly meetings are being held to discuss community activations, coordinate transportation and public safety efforts, and prepare cities for the 2028 Games.

Staff has already submitted an interest form to host a segment of the LA28 Olympic Torch Relay. This opportunity would celebrate La Mirada’s strong community spirit and reconnect residents with the historic legacy of the 1984 Olympic Torch passing through the city. The final route for the Torch Relay is still being determined.

LA28 recently introduced Celebrate Two Eight, a nationwide community activation program that encourages municipalities and community organizations to host free public events during the Olympics Games. These events are intended to bring communities together through watch parties and other activities. Cities selected to participate will receive planning resources, brand guidelines, and other materials from LA28 to support their events.

A preliminary interest form for the Celebrate Two Eight program has not yet been submitted as, unlike the Torch Relay interest form, participation requires more detailed planning information, including the proposed location, accessibility, transportation, among other items. Staff believes Splash! La Mirada Regional Aquatics Center would be an ideal location should the City choose to participate. The facility provides a secure, enclosed venue with existing amenities that are well-suited for a large-scale event. 2028 Summer Olympics
Study Session Meeting of August 11, 2026
2 Olympic events could be shown on a large inflatable screen while visitors enjoy recreational swimming in the 25-yard pool, similar to Swim-in-Movies. This also provides visitors an opportunity to experience Splash! and enjoy the Olympic Games in a unique community setting. Specific details of the event can be determined at a later date as additional guidance is provided by LA28 and the City further evaluates operational needs, programming opportunities, and available resources.

Staff will continue participating in quarterly regional planning meetings and monitor evolving program requirements as additional guidance becomes available.

RECOMMENDED ACTION
It is recommended the City Council review and discuss the 2028 Olympics and provide direction on the City’s participation in Celebrate Two Eight.
