SUBJECT: CAPITAL IMPROVEMENT PROJECT NO. 2023-05, LEFFINGWELL
ROAD LANDSCAPE AND MEDIAN IMPROVEMENTS FROM
TELEGRAPH ROAD TO STAMY ROAD - FINDING THAT
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT OF 1970, THE PROJECT IS CATEGORICALLY EXEMPT
UNDER SECTION 15301 CLASS 1 (C), APPROVAL OF PLANS
AND SPECIFICATIONS, AND APPROVAL OF COOPERATIVE
AGREEMENT WITH THE COUNTY OF LOS ANGELES
BACKGROUND
Leffingwell Road is a primary arterial with two lanes in each direction with a striped median west of La Mirada Boulevard, and a raised median with an asphalt surface east of La Mirada Boulevard. Leffingwell road is a shared jurisdiction with the north side of the roadway in the County of Los Angeles unincorporated area.
Construction will consist of removal of the roadway asphalt within the striped median area and construction of new curb, hardscape, irrigation and landscaping. The project also includes the removal of the asphalt surface within the existing raised median and construction of hardscape, irrigation, and landscaping. The location of the new median curbs was coordinated with the County of Los Angeles bicycle lane project, which is scheduled to begin this fiscal year. The proposed landscaping will be similar to the landscape medians on La Mirada Boulevard, Rosecrans Avenue, and Valley View Avenue. The City of La Mirada will be responsible for landscape maintenance.
FINDINGS
The plans and specifications have been prepared by Willdan Engineering, in accordance with City standards, and are available for review. The project is included ir the Fiscal Year 2026-27 Capital Improvement Program Budget. Grant funding in the amount of $2,500,000 for construction was secured from Congresswoman Sanchez through the United States Department of Housing and Urban Development. The engineer's estimate for the work is $2,708,780.

Because the project area is located within a shared jurisdictional boundary, a cooperative agreement between the County of Los Angeles and the City of La Mirada is required. Once approved by the City Council, the agreement will be submitted to the County's Board of Supervisors for approval.
RECOMMENDED ACTION
It is recommended the City Council:
1. Find that pursuant to the California Environmental Quality Act of 1970, the project is categorically exempt under Section 15301, Class 1 (c) and will have no significant adverse effect on the environment;
2. Approve the plans and specifications for Capital Improvement Project No. 2023-05, Leffingwell Road Landscape and Median Improvements from Telegraph Road to Stamy Road;
3. Approve the Cooperative Agreement with the County of Los Angeles;
4. Authorize the Mayor to execute the agreement on behalf of the City; and
5. Authorize the City Clerk to advertise for sealed bids. 2
