SUBJECT: CAPITAL IMPROVEMENT PROJECT 2025-04,
WINDERMERE AND GARDENHILL FLOORING REPLACEMENT
AND INTERIOR PAINTING - ACCEPTANCE OF WORK
BACKGROUND
On March 24, 2026, the City Council awarded Capital Improvement Project No. 2025-04, Windermere and Gardenhill Flooring Replacement and Interior Painting, to Lawrence W. Rosine Co. in the amount of $64,438, and authorized the City Manager to approve additional work up to 20 percent of the total project cost.
The project included removing existing carpet and flooring and installing commercial- grade vinyl flooring at Windermere Park, and removing existing flooring, installing commercial-grade vinyl flooring, and repainting the multi-purpose room at Gardenhill Park.
FINDINGS
The final cost of the project is $66,790. A net increase of $2,352 was the result of two Contract Change Orders approved by the City Manager under the authority granted by City Council at the time of contract award.
Lawrence W. Rosine Co. has completed all work in substantial conformance with the plans and specifications. The final inspection has been completed for all improvements and the project is complete.
RECOMMENDED ACTION
It is recommended the City Council:
1. Accept the improvements constructed by Lawrence W. Rosine Co.;
2. Authorize the City Clerk to file a Notice of Completion with the County Recorder; and
3. Authorize payment of retention monies pursuant to the contract.
