SUBJECT: RESOLUTION NO. 26-23 APPROVING THE INSTALLATION OF "NO STOPPING 7 A.M. TO 9 A.M. AND 12:30 P.M. TO 3:30 P.M.
SCHOOL DAYS ONLY" SIGNAGE ON THE EAST SIDE OF
ESTERO ROAD FROM BORA DRIVE NORTH TO 60 FEET SOUTH
OF THE HUTCHINSON MIDDLE SCHOOL PARKING LOT

BACKGROUND
Last year, the Public Safety and Traffic Commission requested traffic studies be completed for schools in La Mirada. Based on the site analysis at Hutchinson Middle School and the Traffic Engineer's recommendation, the Commission approved a recommendation for the City to encourage the Norwalk-La Mirada Unified School District to install a "Right Turn Only 7:30 a.m. to 9:30 a.m. and 1:30 p.m. to 3:30 p.m." sign at the exit of the front parking lot on School District property. In addition to the new sign, it was also recommended that a six-month review be conducted at the school site to determine whether additional modifications should be made to enhance traffic flow on Estero Road from Bora Drive north to the entrance of the Hutchinson Middle School front parking lot.
FINDINGS
The six-month review of the traffic circulation at Hutchinson Middle School has been completed. In May, City staff made three follow-up visits to the school. One visit occurred in the morning during school drop-off time, while two visits occurred during school dismissal time. . During the site visits, it was confirmed that the School District installed the recommended Right Turn Only sign at the parking lot exit on Estero Road.
Existing Conditions
Access to Hutchinson Middle School is provided by Estero Road, Alicante Road, and Bora Drive. All three streets are classified as local streets according to the City of La Mirada's General Plan Circulation Element. Hutchinson Middle School faces west and fronts Estero Road. The parking lot loop is located on Estero Road with one entrance on the south side of the parking lot and one exit on the north side of the parking lot. There is 60' of red curbing just south of the parking lot entrance. The following photographs show an aerial view of the school and the location of the parking lot entrance on Estero Road.

Vehicles were observed traveling on Estero Road and turning into the front parking lot entrance to drop off students. Initially, no queueing was observed on Estero Road and traffic was light. • Parents also parked near the entrance of the school either on Estero Road or across the street on Ramo Drive. Approximately two to three vehicles were parked along the red curb on Estero Road for student drop-off. The students who were dropped off on Ramo Drive used the crosswalk on Estero Road and were guided by a crossing guard.
The peak traffic time occurred between 8:15 a.m. to 8:25 a.m., when up to seven vehicles queued on northbound Estero Road to enter the parking lot. Some vehicles exiting the 2 Resolution No. 26-23

parking lot made left turns instead of right turns even though the Right Turn Only sign was installed
Pick-Up Observations on Estero Road
Leading up to 3 p.m., parents arrived and parked along Estero Road including along the red curb. When school was dismissed, there was traffic congestion on Estero Road. The line of vehicles traveling northbound on Estero Road waiting to enter the parking lot extended south past Bora Drive. Traffic flowed at a slower pace than usual but cleared up by 3:10 p.m. as students continued to get picked up and leave the school.
Analysis
Overall, traffic impacts were experienced on Estero Road especially during school dismissal time. Parents parked northbound along Estero Road from Bora Drive to the parking lot entrance resulting in a double-parking condition for vehicles queuing to enter the parking lot. Additionally, vehicles were parked across the street southbound on Estero Road. When this occurred, it created congestion for other vehicles traveling northbound and southbound along Estero Road as shown in the photographs included in Attachment "A".
Recommendations
To allow vehicles to travel safely in both directions on Estero Road and allow for vehicles to queue northbound along Estero Road to enter the parking lot, it is recommended 130 feet of "No Stopping 7 A.M. to 9 A.M. and 12:30 P.M. to 3:30 P.M. School Days Only" signage be installed on the east side of Estero Road from Bora Drive north to 60 feet south of parking lot entrance. The existing 60 feet of red curbing would remain. No Stopping signs during the designated times are being recommended rather than the installation of additional red curbing along Estero Road because the peak period lasts for approximately ten minutes and traffic flows normally during other times of the day.

Recommendation: Installation of 130 Feet of No Stopping Signs During Designated School Hours Resolution No. 26-23
City Council Meeting of August 11, 2026
To further assist with enhancing the traffic flow, the City will encourage school administrators to enforce the School District's Right Turn Only sign at the exit of the parking lot. The Public Safety Team will also conduct additional enforcement at the school site to deter parents from parking in the No Stopping area, along the red curbing, and in school crosswalks.
City Staff has communicated with the Principal at Hutchinson Middle School, and she expressed support for the recommendation to install the No Stopping signs. At the Public Safety and Traffic Commission meeting on June 25, the Commission approved the recommendation to install the "No Stopping 7 A.M. to 9 A.M. and 12:30 P.M. to 3:30 P.M.
School Days Only" signage on the east side of Estero Road from Bora Drive north to 60 feet south of the Hutchinson Middle School parking lot entrance.
RECOMMENDED ACTION
It is recommended the City Council adopt Resolution No. 26-23 approving the installation of "No Stopping 7 A.M. to 9 A.M. and 12:30 P.M. to 3:30 P.M. School Days Only" signage on the east side of Estero Road from Bora Drive north to 60 feet south of the Hutchinson Middle School parking lot entrance.
