ORDINANCES AND RESOLUTIONS City Council
August 11, 2026
TO: Mayor and City Council
FROM: Jeff Boynton, City Manager
ORIGINATED BY: Marlin A. Munoz, Public Works Director
Mark Rounds, Project Manager
SUBJECT: RESOLUTION NO. 26-24 APPOINTING A MEMBER AND
ALTERNATE TO THE LOS ANGELES GATEWAY REGION
INTEGRATED REGIONAL WATER MANAGEMENT JOINT
POWERS AUTHORITY GOVERNING BOARD
BACKGROUND
On February 12, 2012, the City of La Mirada joined the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) to be part of its planning efforts and governance for plan development and implementation related to water quality, water supply, and/or storm runoff issues. The GWMA provides a unique opportunity to jointly identify integrated and coordinated solutions for the region's water-related issues.
FINDINGS
Pursuant to the GWMA Joint Powers Agreement, each City is required to appoint a representative and alternate representative to the governing board for a two-year term.
Currently, former Public Works Director/City Engineer Mark Stowell is the primary board member and Project Manager Mark Rounds is the alternate board member. Both were appointed by the City Council in October 2023.
The GWMA Executive Board amended its Bylaws to automatically re-appoint all current board members and alternate board members for successive two-year terms to eliminate the need to renew appointments. City Council has the option to change appointees at its discretion or if a member leaves the City. Due to Mr. Stowell's retirement, it is recommended to change the appointment of the primary board member from former Public Works Director/City Engineer Mark Stowel to current Public Works Director Marlin Munoz. Additionally, Senior Administrative Analyst Priscilla Lee will now serve as the alternate.
In accordance with the GWMA bylaws adopted on October 12, 2015, all non-legislative body appointments to the GWMA Board must be made by resolution.
