SUBJECT: APPROVAL OF A CONTRACT AMENDMENT TO THE
LANDSCAPE MAINTENANCE AGREEMENT FOR STREETS AND
RIGHT-OF-WAY WITH BRIGHTVIEW LANDSCAPE SERVICES,
INC.
BACKGROUND
The City of La Mirada is responsible for the maintenance of City-owned landscape areas. The City utilizes contract services to provide landscape maintenance services for streets and right-of-way areas. On February 9, 2021, the City Council awarded an agreement to BrightView Landscape Services, Inc. for landscape maintenance services.
On January 27, 2026, the City Council approved a one-year contract extension maintaining current pricing. The agreement is scheduled to end on February 22, 2027.
However, the City may extend the agreement for an additional year, subject to a Consumer Price Index (CPI) adjustment of three percent.
In 2020, the City replaced ornamental turf grass in the center medians along La Mirada Boulevard and Rosecrans Avenue with drought-tolerant trees, shrubs, and ground cover to comply with state water conservation mandates. Landscaping in the center medians along Imperial Highway, from La Mirada Boulevard to the City entryway monument sign located approximately 880 feet east of Santa Gertrudes Avenue, contain similar plant materials due to ongoing maintenance and replacement efforts performed by Public Works staff.
In recent years, Public Works staff have observed declining conditions within these medians, including soil degradation and grub infestations, which have contributed to the loss of ground cover. In addition, some of the plant material located throughout the medians, including those along Imperial Highway, has reached the end of its life and requires replacement in several areas. As a result, staff requested a quote from BrightView Landscape Services, Inc. to plant new ground cover, shrubs, and flowering plant materials in the bare and deteriorated areas.
FINDINGS
BrightView Landscape Services, Inc. has submitted proposals to replace ground cover and plant materials within the center medians along La Mirada Boulevard from Leffingwell Road to Alondra Boulevard, Rosecrans Avenue from Valley View Avenue to Landscape Maintenance Services
City Council Meeting of August 25, 2026
2 Beach Boulevard, and Imperial Highway from La Mirada Boulevard to the City entryway monument sign located approximately 880 feet east of Santa Gertrudes Avenue.
The total cost to replace new ground cover and plant material across all three arterial medians is $148,408.84. The proposed pricing is consistent with the rates established in the original Request for Proposal submittal and agreement. The proposed plant materials include, but are not limited to, Dwarf Bottlebrush, Society Garlic, Daylilies, Indian Hawthorn, and Carissa Macrocarpa ground cover. These species are more durable and drought tolerant, providing greater resilience while reducing long-term maintenance requirements.
The proposal exceeds the City Manager’s authority under the original contract award and requires City Council approval. Funding is available to complete this project.
RECOMMENDED ACTION
It is recommended the City Council approve and authorize the City Manager to execute an amendment to the Landscape Maintenance Services Agreement for Streets and Right-of-Way with BrightView Landscape Services, Inc., in the amount of $148,408.84.
