REGULAR MEETING OF THE
LA MIRADA CITY COUNCIL
AUGUST 25, 2026 - 6:30 P.M.
CALL TO ORDER
Mayor Otero called the meeting to order at 6:40 p.m. in the Council Chambers, La Mirada City Hall, 13700 La Mirada Boulevard, La Mirada, California.
INVOCATION
The invocation was given by Pastor Joe Barsha of La Mirada Christian Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by the Arts Colony of La Mirada.
4. ROLL CALL
City Council was present with Councilmember Bean, Councilmember Eng, Councilmember Lewis, Mayor Pro Tem De Ruse, and Mayor Otero responding to roll call
The following staff members were also present: City Manager Jeff Boynton, Assistant City Manager Anne Haraksin, City Clerk Leticia Revilla, and City Attorney James Markman.
5. APPEARANCES, PRESENTATIONS, AND PROCLAMATIONS
5.1 RECOGNITION OF THE 2026 LA MIRADA LITTLE LEAGUE ALL-STARS
JUNIOR LEAGUE BASEBALL WORLD SERIES CHAMPIONSHIP TEAM
The City Council recognized the athletes and coaches of the 2026 La Mirada Little League All-Stars Junior League Baseball World Series Championship Team and the Mayor, on behalf of the City Council, presented them with Certificates of Recognition.
Item No. 9 was presented out of order.
CITY COUNCIL REPORTS AND ANNOUNCEMENTS
Members of the City Council congratulated the 2026 La Mirada Little League All-Stars Junior League Baseball World Series Championship Team.
APPOINTMENTS
6.1 APPOINTMENT TO THE SENIOR COUNCIL
Councilmember Eng moved and Councilmember Lewis seconded to appoint Joseph Hong to the Senior Council for a term ending in May 2027.

7. PUBLIC COMMENT
Octavio Duran, with EDCO Disposal, congratulated the 2026 La Mirada Little League All-Stars Junior League Baseball World Series Championship Team and presented the team with a check in the amount of $1,000.
Raymond Fernandez provided information regarding an upcoming La Mirada Rotary Club event scheduled for September 3 from 5:30 to 8 p.m. at Gondola Pizza.
8. CONSENT CALENDAR
Mayor Pro Tem De Ruse moved and Councilmember Bean seconded to approve the following consent calendar items:
8.1 APPROVAL OF MEETING MINUTES
The City Council approved the minutes of the study session meeting of August 11, 2026 and the regular City Council meeting of August 11, 2026.
8.2 APPROVAL OF WARRANT REGISTER
The City Council approved the warrant register dated August 25, 2026 in the total amount of $3,252,633.59.
8.3 MONTHLY TREASURER REPORT FOR THE PERIOD ENDING JUNE 2026 The City Council received and filed the City of La Mirada Monthly Treasurer Report for the period ending June 2026.
INVESTMENT REPORT FOR THE CITY OF LA MIRADA FOR THE MONTH ENDING JULY 2026
The City Council received and filed the City's Investment Report for the month ending July 2026.
8.5 CITY COUNCIL REQUEST FOR CONFERENCE ATTENDANCE
The City Council approved Mayor's Otero request to attend the Gateway Cities Council of Governments' 2026 Conference and Retreat.
8.6 APPROVAL FOR USE OF SPLASH! FOR LOVE LA MIRADA'S DAY OF
SERVICE EVENT

La Mirada City Council
The City Council approved the request for use of Splash! La Mirada Regional Aquatics Center for the Love La Mirada Day of Service event and waive all rental fees with the associated use.
8.7 APPROVAL OF A CONTRACT AMENDMENT TO THE LANDSCAPE
MAINTENANCE AGREEMENT FOR STREETS AND RIGHT-OF-WAY WITH BRIGHTVIEW LANDSCAPE SERVICES, INC.
The City Council approved and authorized the City Manager to execute an amendment to the Landscape Maintenance Services Agreement for Streets and Right-of-Way with BrightView Landscape Services, Inc., in the amount of $148,408.84.
CAPITAL IMPROVEMENT PROJECT NO. 2023-04, BEHRINGER PARK TURF
RENOVATION - ACCEPTANCE OF WORK
The City Council accepted the improvements constructed by Marina Landscape, Inc., authorized the City Clerk to file a Notice of Completion with the County Recorder, and authorized the payment of retention monies pursuant to the agreement.
