In-Person Public Participation Information
To address the City Council on an Agenda item other than a Public Hearing or during Public Comments, please fill out a “Request to Address Council” card located in the back of the Council Chambers near the agendas and submit it to the City Clerk prior to the meeting or as soon as possible. There is a five minute maximum time limit when addressing the City Council. The amount of time for Public Comment may be reduced by the Mayor or by action of the City Council.

. The deadline to submit your Public Comment electronically is on the day of a regular City Council meeting before 3 p.m. For special meetings, comments must be received at least three hours prior to the meeting.
Members of the public may participate in the meeting via remote attendance and make a live Public Comment by using Zoom Webinar. Public Comment will begin with speakers attending in-person first followed by those attending via Zoom Webinar.

4. REVIEW AND DISCUSSION
4.1 LA MIRADA SYMPHONY FUNDING REQUEST FOR FISCAL YEAR 2026-2027 - It is recommended the City Council review and discuss La Mirada Symphony’s Fiscal Year 2026-27 funding request in the amount of $10,000 for direct funding and an in-kind contribution of $35,000 for a total of $45,000.

4.2 PHANTOM PROJECTS FUNDING REQUEST FOR FISCAL YEAR 2026-2027 – It is recommended the City Council review and discuss Phantom Projects’ Fiscal Year 2026-27 in-kind funding request in the amount of $202,720.

4.3 REVIEW OF DISCOUNT STORE ORDINANCE FRAMEWORK – It is recommended the City Council review and discuss the preliminary framework for the proposed Discount Store Ordinance and provide direction to staff regarding the development of permanent regulations applicable to discount stores.
