SUBJECT: CAPITAL IMPROVEMENT PROJECT NO. 2022-05, SPLASH! LA MIRADA POOL DECK RENOVATION, PHASE 1 - AWARD OF

CONTRACT

BACKGROUND
Construction of the Splash! La Mirada Regional Aquatics Center was completed in 2007.

Splash! features the pirate-themed Buccaneer Bay waterpark, a therapeutic spa, a 50-meter competition pool, and a 25-yard lesson pool.

Exposure to the elements and normal wear and tear have resulted in cracking and other damage to the concrete pool deck surrounding the 50-meter and 25-yard pools. The decorative features surrounding the 25-yard pool deck have begun to erode, creating an uneven surface that poses potential safety concerns. Additionally, the drainage system in several areas surrounding the pools has become increasingly challenging to maintain because of inoperable drain features.

Other areas of the facility in need of repair are the 50-meter pool diving platforms and the children's spray pad area in the waterpark. The concrete diving platforms are beginning to separate from their foundations. Further, the spray pad deck has sunk from its original grade, creating a potential trip hazard.

FINDINGS
The project was properly advertised, and sealed bids were opened on August 12. Two bids were received in the amount of $1,317,968 and $1,683,000. California Waters Development Inc. dba California Waters submitted the lowest bid. Saff reviewed the bid and found it responsive. California Waters has successfully completed similar projects in the past.

Sufficient funding for this project is available in the Fiscal Year 2026-27 Capital Improvement Program Budget. The engineer's estimate is $2,000,000. Because portions of the project were deferred to Phase l, the bids received were significantly lower than the original engineer's estimate.
