SUBJECT: RESOLUTION NO. 26-26 APPROVING THE INSTALLATION OF

TRAFFIC SIGNALS AT THE INTERSECTION OF ROSECRANS

AVENUE AND STANTON AVENUE

BACKGROUND
At the Public Safety and Traffic Commission meeting on February 26, Pablo Mejia expressed concerns regarding traffic safety and vehicles exceeding the speed limit at Rosecrans Avenue and Stanton Avenue. On March 3, the City received a request via the My La Mirada app for the installation of traffic signals at Rosecrans Avenue and Stanton Avenue. This request was also discussed by several residents on social media. At the Public Safety and Traffic Commission meeting on April 23, the Commission approved a traffic study of the location to determine if the installation of traffic signals was warranted.

FINDINGS
The Traffic Engineer studied the intersection of Rosecrans Avenue and Stanton Avenue Below is an aerial map of the location.

AGENDA NO. 8.1
Resolution No. 26-26
City Council Meeting of September 22, 2026
Existing Conditions
Stanton Avenue is defined in the City's General Plan - Circulation Element as a local/residential road providing convenient access to bordering neighborhoods to the north and south of the intersection as well as Eastwood Elementary School and El Camino High School (Los Coyotes Athletic Fields). As a local road, Stanton Avenue has a posted speed limit of 25 MPH and is stop controlled in the northbound and southbound approaches at Rosecrans Avenue.

Rosecrans Avenue is defined in the City's General Plan - Circulation Element as a major arterial road serving two lanes of travel in both the east and west directions. Rosecrans Avenue has a posted speed limit of 45 MPH. Due to the intersection's proximity to two schools, the posted school speed limit is 25 MPH between Beach Boulevard and Santa Gertrudes Avenue when students are present. In addition to the modified speed limit, the intersection has painted yellow crosswalks on the north, west, and south legs along with appropriate usage of the "School Advance Crossing Assembly" ahead of the crossing and "School Crossing Assembly" at the painted crosswalks.

Speed Survey
Methodology:

Traffic speed data was collected on March 12, 2026 for vehicles traveling on Rosecrans Avenue and Stanton Avenue (Attachment "A"). A summary of the speeds is provided ir Table 1 - Traffic Data Summary below. The data is separated into 85th percentile speed mean speed (average speed), 10 MPH pace speed, number of vehicles in the pace speed, and percent of vehicles in the pace speed. Definitions of each term are as follows:
85th Percentile Speed:

The 85th percentile speed is the speed at or below which 85 percent of the motorists drive on a given road, unaffected by slower traffic or poor weather. This speed indicates the speed that most motorists on the road consider safe and reasonable under ideal conditions. It is considered reasonable guideline for setting the appropriate speed limit for that road.

Mean Speed (Average Speed):

The average, or arithmetic mean speed characterizes the speed observations in a single number and is calculated by dividing the summation of all observed speeds by the number of observations.
2 Resolution No. 26-26
City Council Meeting of September 22, 2026
10 Mile per Hour Pace Speed:

The 10-mile per hour pace speed is defined as the range in which the largest number of observations falls. Normally, 60% - 70% of vehicles drive within the 10 mile per hour pace speed.

Number/Percent of Vehicles in the Pace Speed:

Of the total number/percent of vehicles observed during the data collection, this is the number of vehicles that fell within the 10 MPH pace speed.

As shown in Table 1, the 85'h percentile speed of vehicles traveling on Rosecrans Avenue in combined observations is 49 MPH, meaning 85% of all vehicles recorded drive a speed of 49 MPH or lower. With a posted speed limit of 45 MPH along Rosecrans Avenue, an expected range of speeds would be 1-55 MPH. According to this expected range, the 85th percentile speed is within the expected range.

Table 2 summarizes the data into eastbound and westbound traffic speeds grouped by speed category and various peak periods along with totals for both directions along Rosecrans Avenue. There is a total of 19,011 vehicles recorded with 18,494 (97%) falling into the expected range of 1-55 MPH and 517(3%) falling outside of the expected range.

Traffic Signal Warrant
The CA MUTCD provides a set of studies and factors that help justify the installation of traffic signals at any given location. These eight studies and factors are referred to as warrants in the CA MUTCD. Satisfying one or more of the warrants does not solely justify the installation of a traffic signal nor does it override all other considerations. Agencies should verify that the installation of traffic signals is the best solution for improving overall safety and operation at the intersection. Table 3 below summarizes the results of the eight warrants.

Warrant 2 of the analysis is intended in applications where the major road traffic volume causes a delay or operation to the minor road. The CA MUTCD provides the following guidance and applicable curve regarding this warrant:

A satisfied warrant does not automatically indicate the requirement of the installation of a traffic signal. Other factors such as signal coordination and collision data can influence the necessity of signalization.

Conclusion
5 Resolution No. 26-26
City Council Meeting of September 22, 2026
Vehicle data along Rosecrans Avenue at Stanton Avenue was collected in March and April of 2026 to analyze the speed and volume of cars passing through the intersection.

Vehicles travelling through the intersection were found to be moving at an 85 percentile speed of 49 MPH, which while high, is within the expected range of 1-55. Additionally, using the recorded traffic volume data along with guidance from the CA MUTCD's Traffic Signal Warrant Analysis criteria, the intersection triggers the second warrant, "4-Hour Volume" and justifies the installation of traffic signals at the intersection.

At the Public Safety and Traffic Commission meeting on August 27, the Commission unanimously approved the installation of traffic signals at the location.

RECOMMENDED ACTION
It is recommended the City Council adopt Resolution No. 26-26 approving the installation of traffic signals at the intersection of Rosecrans Avenue and Stanton Avenue.
