ORDINANCES AND RESOLUTIONS City Council
September 22, 2026
TO: Mayor and City Council
FROM: Jeff Boynton, City Manager
ORIGINATED BY: Anne Haraksin, Assistant City Manager
SUBJECT: RESOLUTION NO. 26-27 APPROVING THE INSTALLATION OF

RED CURBS ON THE NORTH SIDE OF FOSTER ROAD EAST

AND WEST OF CLEARWOOD AVENUE

BACKGROUND
Sonia Hasso emailed the City to express her traffic safety concerns. She reported that vehicles park on the north side of Foster Road on both sides of the intersection of Clearwood Avenue and block visibility. She requested the installation of red curb or a three-way Stop sign at the location. At the Public Safety and Traffic Commission meeting on July 23, the Commission approved a traffic study of the location.

FINDINGS
The City's Traffic Engineer studied the location of Foster Road and Clearwood Avenue.

An aerial map of the location is provided below as Exhibit A:

AGENDA NO. 8.2
Resolution No. 26-27
City Council Meeting of September 22, 2026
Existing Conditions
Clearwood Avenue is defined in the City's General Plan - Circulation Element, as a local street with no posted speed limit in the north and south directions. It carries one lane of traffic in each direction and street parking is allowed on both sides of the road. Clearwood Avenue is intersected by Foster Road.

Foster Road is defined in the City's General Plan - Circulation Element, as a local street with a posted speed limit of 25 MPH in the east and west directions. It carries one lane of traffic in each direction and street parking is allowed on both sides of the road. Foster Road is intersected by Clearwood Avenue at a Stop sign intersection. Foster Road Elementary School and St. Paul of the Cross Catholic Church are located on the south side of Foster Road.

Methodology
Caltrans' Highway Design Manual (HDM) provides guidance for determining appropriate sight distances required by drivers to turn from a minor street onto a major street. Section 405.1 Sight Distance of the HDM states that the minimum corner sight distance (feet) is determined by the following equation:

Minimum Corner Sight Distance (feet) = 1.47VmTg
Where Vm is the design speed (mph) and Tg is the time gap (seconds) for the minor road vehicle to enter the major road. Tg is assumed to be 7.5 seconds for a passenger vehicle left-turning and 6.5 seconds for a passenger vehicle right-turning per Table 405.1A of the HDM and Vm is 25 per the posted speed limits of the roadway. Applying these numbers to the equation, the minimum corner sight distance for vehicles on Clearwood Avenue to turn left onto Foster Road is 276 feet and 239 feet to turn right. A visual representation of this clear sight distance triangle is provided below.

City Council Meeting of September 22, 2026
The HDM provides guidance that a clear sight triangle can be formed using the minimum corner sight distance with a setback minimum of 10 feet from the stop. At the northwest and northeast corners, there are physical walls which may obstruct vision and lay within the sight distance triangle pursuant to Exhibit B. Photographs 1 and 2 below show the locations of these walls.

Conclusion
Based upon the Sight Distance Triangle, there may be a possibility of sight obstruction because of the physical walls at the back of the sidewalk at the northeast and northwest corners. The California Vehicle Code allows vehicles to encroach forward after a complete stop when it is safe to do so for better sight distance.

The installation of a 20-foot red curb is recommended along westbound Foster Road approaching Clearwood Avenue to reinforce AB 413 (Daylighting) since it is near a school crosswalk. Additionally, since a yellow school crosswalk is located along the west side of Clearwood Avenue, a 10-foot red curb from the crosswalk along westbound Foster Road is recommended to provide better sight distance for vehicles traveling eastbound on Foster Road for pedestrians at the northwest corner.

The Public Safety and Traffic Commission unanimously approved the recommendations at its meeting on August 27.

RECOMMENDED ACTION
It is recommended the City Council adopt Resolution No. 26-27 approving the installation of a 20-foot red curb on westbound Foster Road approaching Clearwood Avenue and a 10-foot red curb on westbound Foster Road west of the yellow school crosswalk at Clearwood Avenue.
