ORIGINATED BY: Marlin A. Munoz, Public Works Director

SUBJECT: RESOLUTION NO. 26-28 WAIVING THE FORMAL BID
PROCESS AND AUTHORIZING THE PURCHASE OF ONE 2027
FORD F-650 DIESEL TRUCK WITH A SERVICE BODY UPFIT

BACKGROUND
The City's Purchasing Policy was developed under the authority of the La Mirada Municipal Code. The purpose of the policy is to provide a means of assuring continuity and uniformity in purchasing operations and define the responsibilities for purchasing supplies, services, and equipment. . Section 7B of the Purchasing Policy authorizes the City to participate in purchases and contracts established by other political jurisdictions, provided the cooperative agreement is established following a competitive bid process.

City Council approval is required for the award of any cooperative purchase of $35,000.00 or more.

FINDINGS
On May 12, the City Council adopted Resolution No. 26-13 waiving the formal bid process and authorizing the purchase of one Chevrolet Silverado 6500HD truck with a service body upfit for the Public Works Department, in the amount of $110,553.94. On May 28, the vendor, National Auto Fleet Group, notified staff that Chevrolet had unexpectedly closed its order bank and discontinued the Silverado 6500HD model, preventing the vendor from placing the approved order. As a result, staff evaluated alternative vehicles capable of meeting the City's operational requirements.

After reviewing available alternatives, Public Works staff determined that the 2027 Ford F-650 diesel truck provides comparable performance and sufficient towing capacity. The vehicle would replace the aging 1995 Ford F700 dump truck which has surpassed its useful service life. The new vehicle will feature an upfit package that includes a four cubic yard dump body with a subframe hoist and trailer hitch to accommodate operational needs that include towing the Showmobile for various community events.

AGENDA NO. 8.3
Resolution No. 26-28
September 22, 2026
Resolution No. 26-28 would waive the formal bid process and allow the purchase of one 2027 Ford F-650 diesel truck with a service body upfit for the Public Works Department. It is recommended the vehicle be purchased from National Auto Fleet Group. The vehicle is available under the Cooperative Purchase Provision of the Sourcewell Contract 081325-NAF.

Sourcewell is a member-focused public cooperative of more than 50,000 member agencies throughout the United States. Sourcewell offers members cost savings on the purchase of equipment and technology. The Sourcewell contract meets all requirements set forth in the City's Purchasing Policy and by the State of California regarding regional cooperative purchasing agreements. Sourcewell established an approved vendor list following a nationwide competitive bid process.

The new vehicle would be purchased from National Auto Fleet Group using the City's Equipment Replacement Fund. The cost of the vehicle is $137,488.12. Funding for the vehicle purchase is included in the Equipment Replacement Fund of the Fiscal Year 2026-27 Budget.

It is recommended the City Council adopt Resolution No. 26-28 waiving the formal bid process and authorizing the purchase of one 2027 Ford F-650 diesel truck with a service body upfit in the amount of $137,488.12.
