1. City Council Policy 3 - Citizen Committees
CITYOF LA PALMA
COUNCIL POLICY
NUMBER: 3
DATE (Adopted/Amended): Adopted March 20, 2018; Amended April 6, 2021; Amended May 3, 2022
SUBJECT: City Committees
POLICY:
The City Council appoints two citizen committees to advise them on various City policies and actions and to provide enhanced public engagement relative to the affairs of the City. As of the adoption of this Policy, these two committees are the Community Activities and Beautification Committee (CAB), and the Development and Circulation Committee (DCC) (also may be referenced as the Development Committee in the Municipal Code).
Mission and Expectations
Each Council appointed Committee has a purpose or mission as defined in the Municipal Code or other formative document which guides their scope of responsibilities as an advisory body. Due to the important public participation process function served by each of the committees, individual Committee members also have common expectations placed upon them including:
a. Attend all meetings and notify City staff in advance if they are unable to attend a meeting so that it can be determined whether a quorum for the meeting will exist; b. Adequately prepare for meetings;
c. Show respect for staff and the community; and,
d. Maintain residency within the City of La Palma.
Through the City Manager, staff shall notify the City Council when a Committee member is not meeting established expectations as defined above, where lack of attendance is having a negative impact on the Committee, or when a conflict of interest appears to exist. The City Council has the authority in such cases to remove and replace such Committee members.
Terms of Office
a. No person may serve on more than one of the two citizen committees concurrently. b. Committee members may resign or be removed by a majority vote of the Council at any time.
When a vacancy exists in an unexpired term, the Council may make an appointment to fill the unexpired term.
c. Each committee shall have seven members. The Community Activities and Beautification Committee may include up to two high school students who are residents of La Palma, to be appointed for a one-year term with full voting rights beginning each September to coincide with the school year.
City Council Policy No. 3
City Committees
Selection and Appointment Process
All vacancies for appointed positions on City Committees shall be advertised, including those associated with expiring terms of office. Vacancies may be advertised prior to the actual expiration of the Committee member’s term in an effort to fill vacancies as close as possible to the expiration date. All vacancies on any citizen committee will be filled using the process described below, except that if a vacancy occurs because of a resignation, the Council may either re-advertise using the process described below or appoint an applicant from an existing list to fill the unexpired term, as described above. a. City Clerk prepares a Citizen Committee Availability Notice. The Notice will detail the current or anticipated vacancy status and identify the committees affected. The Notice will describe the committee’s mission and meeting location/time information. The Notice will also specify a specific application deadline and have a minimum fining period of at least thirty (30) days. b. Notice will be advertised in the regular pages of a newspaper of general circulation in the City of La Palma, posted at the three designated official posting locations, publicized in various City publications (as timing permits), and highlighted on the City’s website. c. All interested applicants, including incumbents seeking reappointment, will be required to fill out an application. The application forms will be specific for each of the citizen committees and will be available from the City Clerk. Interested members of the community may apply for more than one committee vacancy. Applications for vacant and/or expiring committee positions may be filed with the City Clerk at any time and will be retained until a vacancy occurs. d. Applications received prior to the filing deadline will be reviewed by the City Clerk to ensure eligibility of the applicants.
e. All eligible applicants will be invited to an interview conducted by the Mayor and Mayor Pro Tem.
Where practicable, such interviews should be conducted within 45 days from receipt of an application or close of an application period. At the conclusion of interviews, deliberations will be conducted and appointments will be approved in a regular City Council meeting. Appointment requires a majority vote of the City Council.
f. To ensure a quorum when a conflict of interest arises, no more than two appointments will be made to the Development and Circulation Committee wherein the Committee Members live within 500 feet of another member (500 feet is the typical circumference where a Committee Member would have to recuse themselves from participating in a decision when the affected property is within 500feet of their property).
g. If after the appointment process, a vacancy still exists on a committee, staff will, at a minimum, continue to publicize the vacancy through the City website until the vacancy is filled.
Posting of Agendas and Packets
Regular Agendasfor members of City Committeesshall be available for distribution at least 72 hours prior to the meeting in accordance with the Ralph M. Brown Act. Distribution is via electronic packets. All agendas and packet materials for Regular Meetings, shall be posted to the City’s website at least 72 hours prior to the meeting.
City Council Policy No. 3
City Committees
Preparation of Committee Correspondence
Any correspondence deemed necessary by a City committee shall be prepared by the department assigned as staff to that committee and shall be reviewed by the City Manager or his/her designee prior to transmittal. Regular City letterhead shall be used for such correspondence.
Speaker cards
Members of the public speaking at a committee meeting are requested to complete a speaker card before addressing the committee. Completion of the speaker card is voluntary; but the Chair will encourage speakers to complete the card. Cards shall be available at the meeting. Cards are delivered to the Chair in chronological order and are kept as part of the official record of the meeting. Speakers will be asked to adhere to a five-minute time limit and are not permitted to transfer their time to another speaker. Large groups are encouraged to appoint a spokesperson to speak on their behalf.
BACKGROUND:
This policy consolidates and amends prior City Council policies on Posting and Distribution of Development & Circulation Committee and Community Activities and Beautification Committee Agendas and Packets, Preparation of Advisory Committee Correspondence, and City Council Appointed Citizen Committees. This policy seeks to clarify, simplify and consolidate all prior Council policies regarding City Committees into one City Council policy. These prior policies were originally adopted on November 3, 1987,August 16, 1971, andDecember 18, 1972 respectively. This policy was amended on February 7, 2017, to require interviewsto be conducted by the full City Council and to combine the Development and Traffic Safety Committees into one Development and Circulation Committee. This policy was amended on March 20, 2018, to remove term limits. This policy was amended on April 6, 2021, to have the Mayor and Mayor Pro Tem interview all prospective candidates in advance of City Council approval. This policy was amended on May 3, 2022, to appoint up to 2 youth members with full voting rights, serving one-year terms, to the Community Activities and Beautification Committee.
REVIEW:
This policy isto be reviewed as needed.

Before the specific event, written notifications, reminder notices, and information are sent to those residents and businesses that may be affected by the closures. The following items are the specific closures requested:
Festival of Nations Parade | Saturday, April 25, 2026, from 8 a.m. to 12 p.m.
Walker Street from Conifer Drive to La Palma Avenue will be closed. Other streets connected to the parade route will be closed except for emergency access and event traffic (see Attachment 1).
Memorial Day Ceremony | Monday, May 25, 2026, from 9 a.m. to 11:15 a.m.
Walker Street from Thelma Avenue to La Palma Avenue will be closed. Ceremony attendees will be allowed to park in the Civic Center and Central Park parking lots until 9 a.m. (see Attachment 1).

Various streets along the run route will be closed, and access to certain areas may be limited. Signage and Police Department personnel will be on site to direct traffic and ensure the safety of participants (see Attachment 1). The following major arterial streets will be closed:
• Walker Street from Crescent Avenue to Houston Avenue will be closed between 6 a.m. and 10 a.m.
• Houston Avenue will be closed from 7 a.m. to 9 a.m.
• Chartres Lane, Toulouse Drive, and Orleans Lane (off of Houston Avenue) will be closed between 7 a.m. and 9 a.m. Drivers will be directed to intersections where they may safely leave the area.

City of La Palma
Agenda Item No. 5
MEETING DATE: March 3, 2026
TO: City Council
FROM: City Manager
SUBMITTED BY: Jason Hong, Community Services Supervisor AGENDA TITLE: Amendment to the Agreement with Anaheim Family YMCA RECOMMENDED ACTION:
Approve and authorize the City Manager to execute an Amendment to the Agreement with the Anaheim Family YMCA to include the administration and management of swim class registrations.
BACKGROUND:
Since 2011, the City has contracted with the Anaheim Family YMCA to provide swim instructors and pool site management for La Palma youth at John F. Kennedy High School. The program emphasizes pool safety and various levels of swim lessons. Over the years, summer lessons have been enjoyed by over a hundred residents.
As part of the contract, City staff have also administered all registrations, class changes and payment transactions for each swim class participant. At the conclusion of the swim program, the City and the YMCA reconcile costs and revenue and split the net proceeds equally between agencies.
SUMMARY:
In January 2024, the YMCA proposed, at no additional cost, a more efficient process where the YMCA would administer all registrations, class modifications and payments for City-promoted swim lessons.
The proposed amendment provides a streamlined process, and a more customer-friendly experience, for residents to make any modification to their registration directly with YMCA pool staff using the YMCA app.
To assist with this transition, Community Services staff will continue to advertise all City-promoted swim lessons in the La Palma Mosaic and on the City's other media platforms and printed materials.
Additionally, the Community Center will have an iPad available for the public to access the YCMA website to register for swim lessons. La Palma residents will be provided with priority registration from April 1–15, 2026.
This Second Amendment to the Agreement contains a minor change in the collection of fees and extends the contract term through January 2029. (see attachments)
Agenda Item No. 5 March 3, 2026 | 2
FISCAL IMPACT:
The City will not incur any additional cost with the approval of this amendment. At the conclusion of the swim program, the YMCA will reconcile costs and revenue and split the net proceeds equally between the City and the YMCA.

AGENDA TITLE: 2025 Annual Housing Element Progress Report RECOMMENDED ACTION:
Receive and file the 2025 Annual Housing Element Progress Report.
BACKGROUND:
The State of California requires that every city and county submit an annual report on the jurisdiction’s progress in implementing their certified General Plan Housing Element. The Annual Housing Element Progress Report (APR) must be submitted by April 1 of every year to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research using the adopted form (Attachment 1).
On April 2, 2024, the City Council re-adopted the City's 2021-2029 6th Cycle Housing Element, which was found to be in substantial compliance with State housing laws and certified by HCD on May 20, 2024. The 2025 APR is the fifth report of the 6th Cycle 2021-2029 Housing Element.
DISCUSSION:
To address housing needs in California, State law requires that each jurisdiction adopt a Housing Element as a chapter of its General Plan. The Housing Element includes the City’s Housing Plan, which is our housing strategy to plan for existing and project housing demand, identify adequate sites to accommodate the City’s allocated share of regional housing needs, and analyze local policies, regulations, and requirements that have the potential to constrain development of housing for all income levels.
Regional Housing Needs Assessment (RHNA)
RHNA allocation is a “fair share” number of units in four income categories as determined by the Southern California Association of Governments (SCAG). The State assigned the total number of units needed for the region, and SCAG used future planned housing and jobs to determine the number
Agenda Item No. 6 March 3, 2026 | 2
for each city. La Palma’s RHNA allocations for the planning period of June 30, 2021 to October 15, 2029 are as follows:
Cycle 6 RHNA Allocation (2021-2029)
Income Category Number of Units
Very-Low Income Households (0-50% median) 112
Low Income Households (51-80% median) 140
Moderate Income Households (81-120% median) 137
Above Moderate Income Households (121%+ median)301
TOTAL 802
In 2025, the official area median income for Orange County is $135,350 (based on a 4-person household), as determined by the U.S. Department of Housing and Urban Development (HUD) and HCD.
In La Palma and other Orange County cities, the marketplace tends to naturally meet the demands for housing in the above moderate-income levels. Construction of any substantive number of housing in the very-low and low-income household categories would require innovative application and partnerships of City, County, State, and non-profit groups to meet these housing allocations.
Annual Progress Report
The APR provides an update on housing unit production and housing program implementation from January 1 through December 31, 2025.
Production: To date, a total of fourteen (14) accessory dwelling units have been issued permits during the 6th Cycle planning period, of which four (4) low-income, non-deed restricted accessory dwelling units were issued permits in 2025.
Program Implementation: The City’s Housing Element includes thirteen housing programs. Housing program implementation is based on the certified 6thCycle Housing Element, which began with the direction of the Economic Development/Land Use Ad-Hoc Committee in June 2024. In 2025 the City of La Palma achieved compliance with several housing programs and milestones including:
• Continued participation in County of Orange Housing Choice Voucher (Section 8) Program in La Palma with a total of 53 households assisted; 14 families; 3 disabled, and 36 elderly. (Program 1)
• Entered into a Joint Powers Authority with California Municipal Finance Authority to preserve existing 272 low-income units from conversion to market-rate housing on February 4, 2025. (Program 2)
• Awarded two residents “Home Spotlight Awards,” September and November. (Program 7) • Developed a State Density Bonus Law informational handout. (Program 9) NOTIFICATION AND FOLLOW-UP:
File the 2025 Housing Element Annual Progress Report by April 1, 2026, with the California Department of Housing and Community Development and the Governor’s Office of Land Use and Climate Innovations (previously the Office of Planning and Research).

AGENDA TITLE: Consideration of Conditional Use Permit (CUP) No. 398 amending CUP No. 35 to allow for the operation of a State-licensed Adult Day Health Care (ADHC) facility within the ground floor of the Wesley Center on the site of the United Methodist Church of La Palma, located at 8111 Walker Street
RECOMMENDED ACTION:
It is recommended that the City Council take the following actions:
1. Open the Public Hearing;
2. Receive Staff Report;
3. Council Comments and Questions;
4. Receive Public Input;
5. Close the Public Hearing;
6. Adopt a Resolution approving Conditional Use Permit No. 398 amending Conditional Use Permit No. 35.
CEQA: Exempt pursuant to Section 15301, Class 1, Existing Facilities SUMMARY:
The applicant requests approval of Conditional Use Permit (“CUP”) No. 398, constituting a second amendment to CUP No. 35, to allow operation of a State-licensed Adult Day Health Care facility within the ground floor of the existing Wesley Center at the United Methodist Church campus. The proposal would occupy approximately 5,763 square feet with a maximum licensed capacity of 120 participants and 20-25 employees, operating weekday daytime hours only. Compared to a prior proposal that was withdrawn, the current application reduces participant capacity, limits the use to the ground floor, and directs shuttle circulation toward Walker Street to minimize impacts to adjacent residential properties.
Based on the limited traffic generation, revised circulation design, and inclusion of staff’s recommended conditions of approval addressing traffic, parking, and noise, staff finds the project
Agenda Item No. 7 March 3, 2026 | 2
compatible with surrounding land uses and not detrimental to public health, safety, or welfare. Staff recommends that the City Council adopt a Resolution (Attachment 1) approving CUP No. 398 to amend CUP No. 35, subject to the attached conditions of approval.
BACKGROUND:
The United Methodist Church of La Palma is located generally southwest of the La Palma Avenue and Walker Street intersection, at 8111 Walker Street (APN 262-102-20) on a 2.53-acre parcel of land. The property is zoned Public/Institutional (PI) and is located adjacent to the following zones and land uses:
• North: NC (Neighborhood Commercial), Walmart Shopping Center • South: R-1 (Single Family Residential), Moody Creek / Single-Family Homes • East: PI (Public/Institutional), La Palma Christian Center / Walker Junior High School • West: R-1 (Single Family Residential), Single Family Homes The Church was originally entitled by City Council Resolution No. 69-52 on September 3, 1969, approving CUP No. 35 and Precise Plan No. 62 for construction of the main sanctuary building. In 2014, the Planning Commission approved amendments to CUP No. 35 and Precise Plan No. 62 (Resolution No. 2014-03) to allow construction of a new two-story fellowship and educational building, referred to as the “Wesley Center”, and an infant cry room addition. In 2015, a second amendment to Precise Plan No. 62 (Resolution No. 2015-06) was approved to enclose the second-floor balcony of the Wesley Center.
The church campus now consists of two primary buildings, as illustrated below: the original main sanctuary building and the two-story Wesley Center. According to the property owner, the campus is currently shared by two congregations. English-language services are held in the main sanctuary building, while Korean-language services are conducted in the Wesley Center.
Agenda Item No. 7 March 3, 2026 | 3
Although “adult day cares” are listed as a permitted land use within the PI Zone, the Church operates under CUP No. 35, which contains site-specific Conditions of Approval. Condition No. 2 states:
“No day care, private school and/or tutoring facilities are allowed at the UMC under this Conditional Use Permit. Minor Bible Study is allowed. Any future intensification of current land use or introduction of multiple land uses on one property will require an Amendment to this Conditional Use Permit.” Accordingly, the introduction of an Adult Day Health Care facility on the Church property requires approval of an amendment to CUP No. 35.
In 2019, an application was submitted for Amendment No. 2 to CUP No. 35 to allow operation of an adult day health care facility within the Wesley Center building. The request was considered by the City Council at a public hearing on July 16, 2019, and subsequently continued to additional hearing dates to allow for further review and public input. The application was ultimately withdrawn and no approval was granted. The current request represents a new application and is being evaluated independently based on the materials and operational plan submitted in 2025.
PROJECT DESCRIPTION:
The applicant requests approval of Conditional Use Permit No. 398, constituting a second amendment to CUP No. 35, to allow operation of a State-licensed Adult Day Health Care (ADHC) facility by an outside operator within the ground floor of the existing Wesley Center building. The application was submitted by SECONEA Architects as the authorized agent on behalf of LP Senior Daycare Center LLC, with authorization from the property owners, La Palma Korean United Methodist Church and La Palma United Methodist Church.
The proposed use would occupy approximately 5,763 square feet on the ground floor of the two-story Wesley Center building. The second floor will remain dedicated to church-related fellowship and educational activities. The Wesley Center is an existing fully sprinklered Type V-B building totaling approximately 12,994 square feet. No building expansion is proposed. Improvements are limited to minor interior non-bearing partition adjustments and installation of a reception area, as reflected in the submitted plans.
The Church does not conduct regular worship services or primary programming during weekday daytime hours. The proposed ADHC operations are intended to function during periods when the Wesley Center is otherwise underutilized. The proposed ADHC facility would operate Monday through Friday. Program activities for participants would generally occur between 8:30 a.m. and 1:30 p.m., with participants typically attending for approximately four to five hours per day. The facility would remain open until 5:00 p.m. to accommodate administrative functions. The applicant proposes a maximum licensed capacity of 120 participants and anticipates approximately 20 to 25 on-site employees.
Services would include nursing care, social services, therapeutic and recreational activities, meal service (via off-site catering), and transportation to and from the facility. While the ground floor is 5,763 square feet, the program activities would primarily be conducted within the 3,307 square foot multipurpose room. Transportation would be provided primarily by up to five (5) facility-operated passenger vans, each with a capacity of approximately 15 individuals. Vans would conduct morning drop-offs and early afternoon pick-ups and would be parked on-site when not in use. Most participants are not expected to drive themselves to the facility.
The applicant’s business operational plan is included as Attachment 2. Site photographs and project plans, including the proposed shuttle circulation layout and floor plan, are provided as Attachments 3 and 4, respectively.
Agenda Item No. 7 March 3, 2026 | 4
PROJECT ANALYSIS:
Comparison to the 2019 Application
In 2019, the City Council considered a proposal to allow operation of an ADHC facility within the Wesley Center. That application was continued multiple times and ultimately withdrawn without approval. The 2019 proposal requested a maximum licensed capacity of up to 180 participants and contemplated use of substantially more of the Wesley Center building, including areas on both floors.
Public concerns at that time focused primarily on traffic generation, shuttle circulation patterns, parking demand, and proximity to adjacent residential properties.
The current proposal differs from the 2019 application in several key ways. First, the 2025 application limits the ADHC use to the ground floor of the Wesley Center only (approximately 5,763 square feet).
The second floor will remain dedicated to church-related fellowship and educational activities. Second, the current applicant proposes a maximum licensed capacity of 120 participants, representing a reduction from the 2019 request. Third, the proposed circulation plan has been revised. The proposal from 2019 routed shuttle vehicles along the interior drive aisle closer to the western residential property line, with drop-off occurring along Moody Creek. The current plan reorients drop-off and pickup activity toward Walker Street at the front of the campus, thereby minimizing vehicle travel adjacent to residential properties.
The current application is therefore evaluated based on its updated operational plan, reduced building area, revised circulation design, and proposed operational limitations.
Traffic and Circulation Analysis
The proposed ADHC facility will generate vehicle trips associated primarily with participant transportation vans and employee vehicles. Based on information provided by the applicant, the facility would operate with up to five (5) passenger vans, each capable of transporting up to 15 participants. The maximum licensed capacity is 120 participants.
Participant Transportation: Participants are not expected to drive themselves to the facility.
Transportation will be provided primarily through facility-operated vans. The applicant anticipates that, at maximum capacity, the vans would complete one round of drop-offs in the morning, with some vans making two (2) trips depending on participant pick-up locations. Morning drop-offs are expected to occur between approximately 7:30 a.m. and 10:00 a.m.
Assuming a maximum of 120 participants, this equates to approximately eight (8) inbound van trips in the morning and approximately eight (8) outbound van trips in the early afternoon when participants return home. Once morning drop-offs are completed, vans will remain parked on-site until afternoon departures. Program activities generally conclude at approximately 1:30 p.m., and participant departures are anticipated to occur between approximately 1:00 p.m. and 2:00 p.m.
Employee Parking: The applicant anticipates approximately 20 to 25 employees on-site during operating hours. Employee arrival times are expected to occur prior to program start, with departures occurring after participant dismissal. Employee vehicles will be parked on-site.
Circulation Design: The revised site plan reorients the designated drop-off and pick-up area toward Walker Street at the front of the campus (i.e., facing the Walmart shopping center). Internal circulation routes vehicles toward the main driveway and away from the western residential property line. This design minimizes vehicle travel adjacent to residential properties and concentrates activity along Walker Street, which is classified as a primary roadway.
School Proximity: Walker Junior High School is located across Walker Street, generally south of the
Agenda Item No. 7 March 3, 2026 | 5
church campus. To reduce potential overlap with peak school drop-off traffic, staff recommends a condition of approval prohibiting participant drop-offs between 8:00 a.m. and 8:30 a.m. The applicant has indicated the operational plan can accommodate staggered arrival times outside of that 30-minute window.
Traffic Impact Conclusion: The projected vehicle activity consists primarily of approximately eight (8) inbound and eight (8) outbound van trips per day, in addition to employee arrivals and departures.
The trips are distributed over a multi-hour window in both the morning and early afternoon and do not occur during evening or weekend peak periods.
Given the limited number of trips, staggered timing, internal parking availability, and revised circulation plan, staff finds that the proposed ADHC use is not expected to create significant traffic congestion, unsafe conditions, or spillover impacts to adjacent residential streets.
As an additional safeguard, a condition of approval requires the operator to submit a Traffic and Parking Management Plan if future conditions demonstrate that parking demand, shuttle van circulation, queuing, or other vehicle-related impacts create conflicts or neighborhood concerns. This provision allows the City to require adjustments to routing, scheduling, or other operational measures if needed.
Land Use Compatibility and General Plan Consistency
The proposed ADHC use is consistent with the intent of the Public/Institutional (PI) designation, which allows for community-serving facilities such as religious institutions, congregate care facilities, and other public and quasi-public services. The project supports Policy LU-4.5, which promotes new land uses that contribute to economic development provided they do not impinge upon residential neighborhoods or quality of life.
The facility will operate entirely indoors during weekday daytime hours and will bring approximately 20–25 local jobs to an existing institutional building that is otherwise underutilized during the week.
The circulation plan directs drop-offs toward Walker Street and minimizes vehicle travel along the western edge of the site adjacent to single-family residences. Traffic is further limited through the use of passenger vans for participant transportation, and conditions of approval allow the City to address traffic or noise concerns should they arise in the future.
The project is also consistent with Policy LU-4.6, which promotes the continuation of businesses that serve the community well. The proposed ADHC facility provides structured health, therapeutic, and social services to older adults and individuals with disabilities within an existing institutional setting.
Accordingly, staff finds the proposed CUP amendment consistent with the General Plan and compatible with surrounding land uses.
Public Health, Safety, and Welfare
The ADHC facility will be licensed and regulated by the California Department of Public Health and certified, as applicable, through the California Department of Aging. State licensing requirements address staffing ratios, participant supervision, operational protocols, and life-safety standards. The Orange County Fire Authority (OCFA) has reviewed the proposal and identified no issues that would preclude approval, subject to compliance with applicable fire and life-safety requirements. With the recommended occupancy cap of 120 participants and operational conditions addressing traffic, parking, and noise, staff finds the proposed use will not be detrimental to the public health, safety, or general welfare of the community.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to
Agenda Item No. 7 March 3, 2026 | 6
State CEQA Guidelines Section 15301 (Class 1, Existing Facilities). Class 1 consists of the operation, permitting, leasing, or minor alteration of existing public or private structures involving negligible or no expansion of existing or former use.
The proposed ADHC facility will operate within the existing Wesley Center building with no expansion of the building footprint. Proposed improvements are limited to minor interior modifications. The project involves negligible or no expansion of use and qualifies for the Class 1 exemption. Staff further finds that none of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply.
PUBLIC NOTIFICATION:
In accordance with the La Palma Zoning Code and Government Code Section 65091, notice of the public hearing was mailed to all owners of property within 300 feet of the proposed project site at least 10 days prior to the hearing. Additionally, as required per Zoning Code Section 44-518, public hearing notices were posted at three (3) public locations: La Palma City Hall, the La Palma Community Center, the OC Public Library - La Palma Branch.
FISCAL IMPACT:
None. The cost of processing the requested applications is borne by the applicant. Approval of the project may result in one-time revenues associated with the tenant improvement permit and related fees. The facility will be subject to the City’s business license requirements and is expected to support more local jobs. No significant ongoing fiscal impacts to the City are anticipated.

FINDINGS FOR APPROVAL
Conditional Use Permit No. 398
(Second Amendment to Conditional Use Permit No. 35)
As required by Chapter 44 – Zoning, Article V – Division 3, Section 44-851 (Findings) of the La Palma Municipal Code, approval of Conditional Use Permit No. 398, amending the previouslyapproved Conditional Use Permit (“CUP”) No. 35, is based on the following findings:
1. Finding: The proposed use is conditionally allowed within the subject zoning district, would not impair the integrity and character of the district, and complies with all applicable provisions of the Development Code.
Facts in Support of Finding: The subject property is zoned Public/Institutional (PI). The existing church campus operates under CUP No. 35, which requires approval of a CUP amendment for the introduction of any type of daycare use. Accordingly, the proposed Adult Day Health Care (ADHC) facility requires this amendment. The use will operate within the existing Wesley Center building with no expansion or exterior modifications. With recommended conditions addressing traffic, parking, noise, and operational limitations, the project complies with applicable provisions of the Zoning Code and will not impair the integrity or character of the PI zoning district.
2. Finding: The proposed use is consistent with the goals, policies, general land uses, and programs of the General Plan, and any applicable specific plan, and is in compliance with all City, State, and Federal laws and regulations.
Facts in Support of Finding: The proposed ADHC facility is consistent with the PI land use designation and supports General Plan Policy LU-4.5, which promotes new land uses that contribute to economic development without adversely affecting residential neighborhoods.
The facility operates indoors during weekday daytime hours, directs circulation toward Walker Street, and is subject to conditions addressing traffic, parking, and noise to ensure compatibility with surrounding uses. The project is also consistent with Policy LU-4.6, which promotes businesses that serve the community well. The ADHC facility provides licensed health and social services within an existing institutional building and complies with applicable City development standards and State licensing and safety requirements.
Accordingly, the project is consistent with the General Plan and applicable laws and regulations.
3. Finding: The approval of the conditional use permit, or amendment, for the proposed use is in compliance with the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code §21000 et seq.).
Facts in Support of Finding: The project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301 (Class 1, Existing Facilities), which applies to the operation, permitting, leasing, or minor alteration of existing public or private structures involving negligible or no expansion of use. The proposed ADHC facility will operate within the existing Wesley Center building with no expansion of the building footprint and only minor interior

modifications. Staff further finds that none of the exceptions to categorical exemptions set forth in CEQA Guidelines Section 15300.2 apply. Accordingly, approval of the CUP amendment complies with CEQA requirements.
4. Finding: The site is suitable for the type and intensity of use or development that is proposed.
Facts in Support of Finding: The subject site is an existing church campus with two buildings and associated on-site parking and circulation improvements. The proposed ADHC facility will operate within approximately 5,763 square feet of the ground floor with no expansion of the building footprint or site improvements. The site contains adequate on-site parking and internal circulation to accommodate participant transportation vans and employee vehicles. The use operates during weekday daytime hours when the church buildings are otherwise underutilized and does not overlap with primary church services. With the occupancy cap of 120 participants and recommended operational conditions, the site is suitable for the proposed type and intensity of use.
5. Finding: The proposed project will have no adverse effect on abutting or adjacent properties and is compatible with those properties.
Facts in Support of Finding: The proposed ADHC facility will operate entirely within the enclosed ground floor of the existing Wesley Center with no expansion of the building or exterior modifications. Activities are limited to weekday daytime hours and do not coincide with church services. Shuttle circulation is directed toward Walker Street and away from the western residential property line. Participant transportation is provided by facility-operated vans, thereby minimizing vehicle trips to/from the site. Conditions of approval address traffic management, drop-off restrictions, and operational safeguards to mitigate potential impacts.
Based on the limited operating hours, restricted vehicular trips, and recommended conditions, the project will not have an adverse effect on abutting or adjacent properties and is compatible with surrounding land uses.
6. Finding: The proposed use will not be adverse to the public health, safety, or general welfare.
Facts in Support of Finding: The ADHC facility will be licensed and regulated by the California Department of Public Health and certified, as applicable, through the California Department of Aging. State licensing requirements address staffing ratios, participant supervision, operational protocols, and life-safety standards. The Orange County Fire Authority has reviewed the proposal and identified no issues that would preclude approval, subject to approval of building and fire permits. The use will operate within an existing fully sprinklered building and is subject to conditions addressing traffic, parking, and operational impacts. Accordingly, the proposed ADHC use will not be adverse to the public health, safety, or general welfare.

Business Operational Plan: Adult Day Health Care
1. About the Business:
Adult Day Health Care Adult Day Health Care (ADHC) center is a facility licensed through the Department of Public Health. The Department of Aging's website describes ADHC as follows:
"The Adult Day Health Care (ADHC) Program is a licensed community-based day health program that provides services to older persons and adults with chronic medical, cognitive, or mental health conditions and/or disabilities that are at risk of needing institutional care."
2. Services provided on-site:
We would be providing Adult Day Health Care (ADHC) services also known as synonymously as Community-Based Adult Services (CBAS) program. ADHC/CBAS services, licensed by the California Department of Public Health (CDPH) and certified by the California Department of Aging (CDA), provides services for adults who are living at home but need daytime assistance for their health and safety. The services include: - Nursing and Personal Care (provided by registered nurses) - Social services (case management and care coordination by social workers; caregiver support) - Transportation to and from the home (with vans owned by the center) - Meals (which will be provided and delivered daily by a separate outside catering company) - Therapeutic activities (including recreational activities, physical therapy and occupational therapy with exercise).
3. Operational Plan
◊ Operating Name: LP Senior Daycare Center
◊Business Hours: Business hours are from 8:30 am to 5:00pm, Monday - Friday. The program is not all day. The program lasts around 4-5 hours, and the program hours are 8:30am to 1:30pm, Monday to Friday.
◊Maximum Number of Participants / Licensed Capacity: 120 ◊Daily Services Provided: As required by regulations, a participant must be on site for service provision for at least 4 contiguous hours. A typical day will include pick up from home, drop off at the Center and then at the end of the day, transportation back home. Transportation will be provided by the Center transportation (typically 10-15 passenger vans). Breakfast and lunch will be provided, with meals that are vended by an outside provider. Although our Center will have access to a kitchen/pantry, we will be using the facilities mostly for food storage/ refrigeration and basic food preparation of the vended meals transported by the contracted provider to the Center. A participant will engage with nurses, social workers, program aides and some will also interact with occupational/physical therapists. The participant will be able to participate in various recreational, social, and therapeutic activities planned by an Activity Coordinator. ◊Transportation and Employees: The site has sufficient parking for all employees and
Hjpconsulting.07.2025/LP Senior DayCare Center, LLC
participants who are a part of our Center. It is important to note that nearly 100% of the participants will not drive to the facility. Therefore, most parking needs will be for employees and the Center’s vans. We predict, at maximum capacity operations, at most 20-25 employees.
4. Perceived Community Impact:
Other than employees who will arrive to the Center for work, the only other traffic impact/flow will be our Center Vans. At maximum capacity, we expect to have no more than 5 vans that will complete 1-3 trips per van, twice a day (in the morning when the participants arrive at the Center and in the afternoon when participants are taken home). Our plan of operations will have our vehicles drop off / load participants on the northern side of our building (directly adjacent to our parking lot and Walmart).
Services will be provided inside of the Center. Therefore, we do not expect to have noise impact in the community. Although, it is important to note that on 3 of the 4 sides of the premises, there is a street, a storm channel and a Walmart.

Agenda Item No. 8
MEETING DATE: March 3, 2026
TO: City Council
FROM: City Manager
SUBMITTED BY: Peter L. Kim, City Manager
AGENDA TITLE: Adoption of the 2026 City Council Goals and Objectives RECOMMENDED ACTION:
Approve and adopt the 2026 City Council Goals and Objectives.
BACKGROUND:
The City Council traditionally meets early in the year to set annual goals and objectives that provide strategic direction and a path forward for the City. On January 16, 2026, the City Council held a Special Meeting to allow the public to provide input and to discuss and develop specific priorities for the 2026 calendar year. The Special Meeting also provided an opportunity to review the 2025 City Council Goals and Objectives, and staff presented a summary of 2025 accomplishments.
Unlike in previous years, an external consultant was not used, and the City Manager served as the facilitator. The City Manager met with each Council Member in the weeks leading up to the Special Meeting to receive ideas and priorities. The City Manager also held several meetings with the Executive Management Team to receive suggestions. The City Manager then compiled and presented a set of draft goals and objectives for the City Council to discuss at the Special Meeting. At the conclusion of the Special Meeting, the City Council requested that the goals and objectives for 2026 be presented at the March 3, 2026 Council Meeting for formal adoption (Attachment 1).
SUMMARY:
At the January 16, 2026 Special Meeting, the following goals and objectives were discussed.
GOAL #1: MODEL RESPONSIBLE FISCAL STEWARDSHIP
• Objective #1: Adopt a balanced budget for Fiscal Year 2026-27 • Objective #2: Improve financial procedures through technology upgrades and refined budget scheduling
• Objective #3: Search for greater efficiencies and cost effectiveness • Objective #4: Explore grant opportunities and secure new revenue sources

City of La Palma
Agenda Item No. 9
MEETING DATE: March 3, 2026
TO: City Council
FROM: City Manager
SUBMITTED BY: Peter L. Kim, City Manager
AGENDA TITLE: Interim Police Chief Employment Agreement RECOMMENDED ACTION:
Adopt a Resolution to approve and authorize the City Manager to sign an Employment Agreement with Todd W. Mattern for Interim Police Chief services.
SUMMARY:
The La Palma Police Department has undergone frequent personnel changes in the past few years.
Then-Police Chief Ron Wilkerson retired after serving in that role for one year on September 7, 2024.
Thereafter, then-Police Chief Joe Guerrero also retired after one year of service as Chief on October 25, 2025. To ensure leadership continuity, then-Interim City Manager Michael J. Egan designated Captain Jesse Amend to serve as Interim Police Chief on October 21, 2025. Additionally, a significant number of Department staff, ranging from dispatchers and officers to sergeants and a captain, have not been in their current roles for more than three years.
Prior to the appointment of a permanent police chief, the City Manager has determined that retaining the services of a seasoned, experienced former police chief would benefit the Department in two main ways. First, the incoming Interim Police Chief is expected to assess the Department’s current state and evaluate the day-to-day operations. It has been nearly a decade since the Department underwent a formal third-party evaluation. A written report with recommendations to the City Manager is expected to be provided before a permanent police chief is appointed. The report will also help identify what skills and experience the next police chief should possess. Second, the incoming Interim Police Chief will assist in further developing the Department’s workforce by providing additional mentorship and guidance to cultivate and prepare the next generation of law enforcement professionals and leaders.
Mr. Todd W. Mattern has had a long career in law enforcement, concluding as Chief of Police in the City of Los Alamitos. His law enforcement career began in 1984 and spanned more than 30 years.
He served as Chief of Police for over eight years and was president of the Police Chiefs’ Association of Orange County. Equally important is his firsthand, extensive experience in a comparably sized city and department in North Orange County, with a community and culture similar to the City of La Palma.
Mr. Mattern is the ideal candidate, with the necessary skills, expertise, and background to be a strong fit for the Department.
Mr. Mattern is a retiree under the California Public Employees’ Retirement System (CalPERS) and is
Agenda Item No. 9 March 3, 2026 | 2
subject to the provisions of Government Code sections 7522.56 and 21221(h). State law requires that an individual receiving a pension benefit from a public retirement system may only be employed by a public agency in the same retirement system for certain specified reasons, including to fill a vacant position during recruitment for a permanent appointment and deemed by the Council to require specialized skills or during an emergency to prevent stoppage of public business. Also, there is a limit of 960 hours worked in a fiscal year, and their hourly rate must be no more than the employer’s maximum annual salary for comparable employees, divided by 12 months, and then by 173.333. As outlined in the attached Interim Police Chief Employment Agreement, Mr. Mattern will begin on or around March 16, 2026, working 32-38 hours a week at an hourly rate of $105.5163 (Step G). Finally, the City’s governing body, the City Council, must approve the appointment as an action item at a public meeting, and attached is a Resolution for the City Council's consideration.
FISCAL IMPACT:
The position of Police Chief is currently vacant and budgeted in the Fiscal Year 2025-26 Budget. It is anticipated that there will be some cost savings, as Mr. Mattern will not be eligible for any additional benefits, incentives, or other forms of compensation normally afforded to full-time employees.

Agenda Item No. 10
MEETING DATE: March 3, 2026
TO: City Council
FROM: City Manager
SUBMITTED BY: Joseph Cisneros, Deputy City Manager
Mike Matsumoto, Financial Consultant
AGENDA TITLE: Mid-Year Budget Update and Adjustments and Resolution amending the Fiscal Year 2025-26 Budget
RECOMMENDED ACTION:
Receive and file the Mid-Year Budget report and adopt a Resolution amending the Fiscal Year 2025- 26 Budget.
BACKGROUND:
At the June 3, 2025, City Council meeting, the City Council approved the Fiscal Year 2025-26 budget.
During the year, staff has monitored the economy, and certain budget adjustments are suggested.
DISCUSSION:
The Economy and La Palma’s Economic Outlook
The City maintains a prudent philosophy with regard to its spending. Lessons from prior years indicate that the economy can fluctuate from growth to recession and back again. The City has very healthy reserves. As of June 30, 2025, the current spendable reserves were $24,658,000 in the following funds:
General Fund $ 3,177,000
Emergency Reserve $10,068,000
General Fund Budget Reserve $ 4,761,000
Capital Outlay Reserve $ 4,101,000
Civic Center Replacement $ 2,551,000
TOTAL $24,658,000
With a revised General Fund budget of $15,411,950 the fungible reserves represent 160% of the amended General Fund budget (assuming the budget adjustments are approved). Fiscal year 2024- 25 had a surplus of $2.1M, and staff will come back to the City Council in May with a recommendation about how to allocate that surplus.
Agenda Item No. 10 March 3, 2026 | 2
Budget Updates
Throughout the year, the City Council has approved contracts and other items that require budget adjustments to be done at mid-year. The following agenda items are included in the proposed budget adjustments:
General Fund Updated Revenue Estimates
• Property Taxes: both secured property taxes and motor vehicle in lieu payments are projected to come in over budget. The revised revenue estimates increase total revenues by $37,000. • A $41,700 grant reimbursement from the State for the Police reader boards was not included in the adopted budget. The expenditures were incurred in prior years, but the State delayed payment beyond the City’s accrual period, so the revenues are recorded in fiscal year 2025-
26. • Business Licenses are tracking higher than the budget. The revised estimate increases estimated revenues by $50,000.
• Estimated revenues for the new cell site rental and new annual display signs should be removed because no revenue is anticipated during this fiscal year. These combine to reduce revenues by $146,000.
• The total proposed changes net to a reduction of estimated revenues in the amount of $17,300.
General Fund Proposed Appropriation Revisions
• A $20,000 increase for the City Manager recruitment contract rollover from FY 2024–25 to FY 2025–26.
• There are several salary reductions totaling $85,000 proposed due to the current staffing at the City.
• A $30,000 decrease to City Manager Professional Services because the goal setting was done below the budgeted amount.
• A $50,000 increase in the Legal Services budget to cover higher costs related to personnel and other legal matters.
• A $13,000 increase to reflect the actual costs for the Records Management Consultant contract.
• A $13,000 increase in the Human Resources budget to reinstate hiring bonuses for Police Dispatchers and Police Officers.
• An $8,000 increase in the Police Department budget to cover essential communication upgrades and server replacements.
• A $25,000 increase in the Community Development budget to address staffing transitions within the department.
• A $54,050 increase to the Community Services Special Events budget to cover the rescheduled Festival of Nations, originally canceled due to rain in April 2025 and held in September 2025.
• The total proposed changes net to an increase in General Fund appropriations in the amount of $53,050.
Other Fund Proposed Appropriation Revisions:
• There are some salary reductions totaling $28,400 proposed for other funds (other than the General Fund) due to the current staffing at the City.
• A $15,000 increase to professional services for a Community Development Contractor.
Agenda Item No. 10 March 3, 2026 | 3
• A $106,200 increase to the COR budget for street median project closeout costs. • A $10,200 increase in Water Fund expenditures for pump replacement. • A $3,200 increase in Water Fund Communications to cover increases to cellular devices used for the Water utility.
• The net proposed change to appropriations in other funds is $106,200.
FISCAL IMPACT:
The proposed budget amendments will reduce the General Fund projected surplus to $13,086 for FY 2025–26. In other funds, the amendments are largely offset by salary savings from departmental staffing transitions, except for $106,200 in median project closeout costs.
