BACKGROUND
Preparations for the Fiscal Year 2022-2023 Budget and Capital Improvement Program commenced in February of 2022. All City programs were subject to extensive review, and revenue and expenditure assumptions were developed. Administrative Services staff conducted this process in conjunction with the City Manager’s Office and department-level directors. Community input was considered in the compilation of this budget.

An initial draft budget was distributed to the City Council on April 26, 2022. Subsequent conferences took place with individual Councilmembers.

DISCUSSION
The FY 2022-2023 recommended Budget and Capital Improvement Program represents a robust plan of action for the La Puente community, prioritizing areas such as public safety, park improvements, street construction, and recreational opportunities.

Revenues
• General Fund revenues are budgeted at $18,460,000 – an increase of 5% from the prior fiscal year budget.

• Property Tax is expected to experience 6% growth in FY 22/23 over the previous budget for a total of $7.278 million.
• Sales & Use Tax and Sales & Use Tax-Measure LP are expected to decline by a combined $137,000 from current year estimates due to the closure of a prominent automotive dealer within city limits; however, these revenue sources are forecasted to increase from prior year budgeted amounts by 6% and 19%, respectively.
• Intergovernmental revenue is set to experience a 45% reduction from FY 21/22 budget, due to the completion of the Youth Reinvestment Grant from the Board of State and Community Corrections in conjunction with the Boys & Girls Club.
• Recreation Programs and Senior Center Programs revenues are forecasted to attain moderate increases from current year estimated actuals, owing to the planned expansion of services and activities at City facilities within the next fiscal year.

Expenditures
Operating expenditures in the General Fund are set equal to revenues at $18,460,000, creating a balanced budget. The following represents a summary of noteworthy operating expenditures in the new fiscal year:
• Human Resources – contribution of $100,000 to the City’s Section 115 Trust is a long-term investment in the agency’s fiscal health.
• Transfers to Other Funds – increased budget is slated to fund debt service costs for the 2022A issuance financing the energy efficiency project. • Planning/Zoning - $150,000 is budgeted for expenses related to re-zoning for the state-mandated Housing Element.
• Community Promotions – special events ($66,800 increase) and social media technology ($47,800 increase). These categories will provide for the expansion of social media and communications activities, as well as help defray the cost of inflation in hosting events such as the Christmas Parade, Dia de los Muertos, and Easter Egg Hunt.
• Code Enforcement – increases are proposed for the purpose contracting with Willdan Engineering for consulting services, as well as increasing staffing levels for private security to include weekend hours.

Personnel
The proposed budget for FY 22/23 includes funding for (1) Associate Planner position. This replaces the Assistant Planner position within the Development Services Department and encompasses a wider range of professional duties. The job description is attached to this report for the approval of the City Council.
