AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: July 12, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
William C. Pagett, City Engineer
SUBJECT: CONSIDERATION OF AUTHORIZATION TO SOLICIT BIDS FOR UNRUH
AVENUE WALL IMPROVEMENTS FROM AMAR ROAD TO FLYNN STREET
BACKGROUND
In July 2021, the City completed enhancements to the public right-of-way along the south side of Amar Road from Unruh Avenue to Elliott Avenue that included a new seven (7) foot high split-face concrete block wall with decorative pilasters. To further enhance the area immediately adjacent to the Amar Road parkway improvements, the City Council approved the Unruh Avenue Wall Improvement project as part of the Fiscal Year 2021-2022 budget to extend the new split-face block wall south along Unruh Avenue from Amar Road to Flynn Street, replacing the existing block wall on Unruh Avenue.
Subdivision Map records show that the existing block wall along Unruh Avenue was constructed in the mid-1950s as part of the adjacent residential Tract No. 17798. Since then, the wall has fallen into disrepair as parts of the wall are leaning, cracked and discolored. In addition, some of the adjacent property owners have performed patchwork wall repairs, attached private fixtures, and constructed gated openings in the wall over the years which have contributed to an unsightly and inconsistent appearance.
DISCUSSION
Plans, specifications and a cost estimate for the Unruh Avenue Wall Improvements project has been completed and the project is ready to be advertised for formal bid. The Engineer’s estimate for construction is $435,000. The Engineer’s estimate for the project increased due to the recommendation to replace the sidewalk adjacent to the proposed new wall instead of saw cutting and removing only a portion of it.
The project will include removal of the existing block wall and construction of a new seven (7) foot decorative block wall and pilasters, approximately 600 feet long, that match the wall on Amar Road.
The work also includes the removal and replacement of the existing sidewalk along Unruh Avenue.

AGENDA ITEM NO. D-3
To: Mayor and City Council For meeting of: July 12, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Director of Development Services
SUBJECT: CONSIDERATION OF AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 21-1469 WITH RRM DESIGN GROUP FOR COMPLETION OF THE CITY’S 6TH CYCLE HOUSING ELEMENT UPDATE ALLOCATING AN ADDITIONAL $15,000.00
BACKGROUND
At the meeting of March 9, 2021, the City Council approved a Professional Services Agreement (“Agreement”) with RRM Design Group (“RRM”) for a total contract amount of $172,880 to complete the City’s 5th and 6th Cycle Housing Elements as required by State law. The proposed services included final completion and certification of the 5th Cycle Housing Element and a complete update of the 6th Cycle Housing Element, which included project management, community engagement, analysis, tribal consultation, environmental documents, draft reviews, and coordination with California Department of Housing and Community Development (“HCD”).
The 5th Cycle Housing Element was completed and certified by HCD on September 23, 2021. On November 24, 2021 a draft 6th Cycle Housing Element was submitted to HCD for review and on January 21, 2022, HCD issued a comments/corrections letter as a result of their review. Staff and the consultant team made the corrections and proceeded to taking the 6th Cycle Housing Element to City Council for adoption on February 22, 2022. On February 24, 2022, HCD received a revised and adopted 6th Cycle Housing Element and issued a second comments/corrections letter dated April 25, 2022.
DISCUSSION
Due to new State laws, the extent of work that was required for the preparation of the 6th Cycle Housing Element is unprecedented. As a result, an estimate on the total cost to prepare the document was difficult to gauge. In addition to the latter, HCD has also been reviewing this cycle of housing element documents from cities across California under a lens of heightened scrutiny. As a result of the additional time spent by RRM to make revisions to the uncertified Housing Element based on comments from HCD, it is necessary to amend the contract with RRM as it pertains to payment (budget). The additional funding covers the following tasks: revisions in response to HCD’s comments, coordination with City staff and HCD, and overall project management until certification is acheieved.

SUBJECT: CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR
SIDEWALK IMPROVEMENTS AT LA PUENTE PARK
BACKGROUND
At the meeting of April 12, 2022, the City Council awarded a construction contract to Kormex Construction, Inc. (“Kormex”) in the amount of $178,625 for sidewalk improvements in the eastern portion of La Puente Park (“Project”).
DISCUSSION
On April 18, 2022, Kormex commenced work on the Project and the Project was completed on May 20, 2022. The Project consisted of a meandering 12-foot-wide main concrete walkway connecting the parking lot at the Community Center to the concourse walkway in the Sports Complex side of the park. The project also included several 5-foot-wide sidewalks to serve the soccer field, the new playgrounds and the fitness areas.
During construction, there were two change orders requested by the City for the following items:
1) concrete curb and mow strip approximately 400 feet in length along the planted fruit trees on a portion of the south property line of the park in the amount of $14,520; and 2) a concrete header curb of approximately 292 linear feet for a new decomposed granite pathway that needed to be installed before the new grass sod was laid in the amount of $5,840.00. Change order #1 was approved under the City Manager’s authority of 10% of the bid amount, with change order #2 approved by the City Council at their meeting of May 16, 2022.
The total construction cost for this project was $198,985.00, which is 11% above the original contract amount due to the additional work requested by the City as part of the Project.
FISCAL IMPACT
The bid schedule for construction of this Project originally totaled $178,625. With a 10 percent (10%) project contingency of $17,862.50, the total construction budget was $196,487.50. The total final Project construction cost was $198,985.00, slightly above the budget amount.
