E. NEW BUSINESS TO BE CONSIDERED BY THE CITY COUNCIL
E-1 DISCUSSION AND DIRECTION REGARDING ON-STREET PARKING OPTIONS
ADJACENT TO LA PUENTE PARK
Director of Developmental Services John Di Mario introduced Bob Burch from Willdan Engineering and presented on-street parking options on Hacienda Blvd., Temple Ave., and Glendora Ave., adjacent to La Puente Park.
Council Member Argudo requested the total number of the existing parking spaces and the percentage of increase in parking availability that would be produced. Director Di Mario responded that he would acquire that information and provide it at a later date.
CC/SA MINUTES PAGE 4 OF 6 AUGUST 9, 2022
Director Di Mario continued to present the on-street parking options adjacent to the park.
Mayor Klinakis expressed support for the parking option on Hacienda Blvd. and recommended implementing diagonal parking and a bike lane near the service road entrance on Glendora Ave. He further suggested organizing a site visit with Staff to help identify other parking options on Temple and Glendora Avenue.
Mayor Pro Tem Munoz inquired if implementing parallel parking on Hacienda Blvd. would close off the second traffic lane and if the parking spots would be striped. Director Di Mario confirmed that the parallel parking would close off the second traffic lane. Mr. Burch noted that parking tees and a 3-foot buffer would be implemented between the parking space and travel lanes. Mayor Pro Tem Munoz then expressed support for the parking option on Hacienda Blvd. Moreover, she recommended implementing parallel parking on Glendora Ave. and suggested opening parking on weekends or decreasing the speed limit there.
Lastly, she noted that Temple Ave. might be too narrow and crowded for the parking option presented.
Council Member Argudo supported Mayor Klinakis’ suggestion to do a site visit with Staff.
He further inquired regarding the necessity of the third merging lane on Hacienda Blvd. and suggested using the area to increase parking spots. Mr. Burch noted that a capacity reduction study would need to be conducted before eliminating the merging lane.
Moreover, regarding the parking option on Glendora Ave., Council Member Argudo suggested eliminating the restricted parking, exploring one-lane traffic, using angled parking, and implementing a bike lane on that street.
Discussion ensued regarding the Glendora Ave. parking option.
Council Member Mendoza expressed concern for the use of angled parking on Glendora Ave., noting that it would inhibit pedestrian visibility, cause potential loitering near the school campus, and impact access to the food pantry at St. Joseph’s church. She recommended further analyzing the area and the impact it would have.
The City Council reached a consensus to implement the parking option on Hacienda Blvd., conduct a site visit on Temple and Glendora Ave., and get an update on the percentage of increase in parking availability.
Director Di Mario noted that the reconfiguration of the parking lot at the Community Center would add a few parking spaces.
E-2 UPDATE, DISCUSSION AND DIRECTION REGARDING CURRENT AND
UPCOMING PROJECTS AT LA PUENTE PARK
City Manager Lindsey reported that the installation of the seating wall and planter near St.
Joseph’s school and the seating wall for the skate park is nearing completion. He noted that the foundation for the maintenance yard building would be poured in shortly. He further mentioned efforts from Director of Community Services Bauman to establish rules and fees for park areas and noted that a meeting with the ad hoc committee would take place.
CC/SA MINUTES PAGE 5 OF 6 AUGUST 9, 2022
He specified November 1, 2022, as that target date for the completion of major renovations at the park. He invited the City Council to attend a demonstration of the robotic field line painter. Lastly, he thanked Director Bauman and Staff at the community center for organizing the National Night Out event.
Mayor Klinakis spoke regarding a resident’s experience with the temporary lighting at the park and further thanked Staff for taking care of the lighting issues. City Manager Lindsey noted that they are awaiting the delivery of three 300-watt lighting poles to install at the park and other efforts to increase the lighting in the park’s dark areas.

AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: August 23, 2022 Via: Bob Lindsey, City Manager
By: Troy O. Grunklee, CPA, Director of Administrative Services Alex Merkel Medina, Finance Manager
SUBJECT: PRESENTATION OF JULY 2022 REQUISITION SUMMARY REPORT
BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for the month of July 2022.
DISCUSSION
City staff initiated fifteen (15) requisitions during the month totaling $82,511.71
RECOMMENDATION
It is recommended that the City Council receive and file this report.

SUBJECT: PRESENTATION OF JULY 2022 INVESTMENT REPORT
BACKGROUND
This report presents the City’s investment portfolio for the period of July 2022. The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by City Council on June 14, 2022.
The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.
The City follows the practice of pooling cash and investments for all funds under its direct control.
Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.

AGENDA REPORT
July 2022 Investment Report
For Meeting of August 23, 2022
FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.
SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

AGENDA ITEM NO. D-4
To: Mayor and City Council For meeting of: August 23, 2022 From: Bob Lindsey, City Manager
SUBJECT: CONSIDERATION AND APPROVAL OF A 30-DAY RESOLUTION REGARDING
THE CONDUCT OF TELECONFERENCED MEETINGS OF THE CITY COUNCIL
AND OTHER CITY BODIES UNDER THE MODIFIED RULES SET FORTH UNDER GOVERNMENT CODE SECTION 54953(E) AND OTHER APPLICABLE
PROVISIONS AS AMENDED BY AB 361
BACKGROUND
On March 4, 2020, Governor Gavin Newsom proclaimed a State of Emergency throughout the state of California, in response to the rapid spread and threat of the Novel Coronavirus (COVID-19). On the same day, the Los Angeles County Board of Supervisors and Los Angeles County Department of Public Health (“LACDPH”) declared a local emergency and local public health emergency throughout Los Angeles County. On March 13, 2020 in response to the conditions of extreme peril to the safety of persons within the City of La Puente, the Director of Emergency Services for the City of La Puente declared a local emergency. The declaration was ratified by the La Puente City Council (“City Council”) on March 17, 2020.
On September 16, 2021, Governor Newsom signed Assembly Bill (AB) 361 (Rivas, 2021), which authorizes local agencies to continue to hold public meetings remotely under modified teleconferencing requirements set forth in the Brown Act (Government Code section 54953(b)(3)) during a state-declared emergency, as that term is defined, and when either state or local health officials have imposed or recommended measures to promote social distancing, or in situations when the legislative body has determined that meeting in person would present imminent risks to the health or safety of attendees. AB 361 went into effect immediately and sunsets on January 1, 2024.
Modified Brown Act requirements under AB 361, include, among other provisions, that:
• Members of the public must be allowed to address the body and offer comments in real-time during the meeting.
• In the event of a technical disruption, the public agency cannot take any further action on the agenda until the issue is resolved.
• Public agencies may not require public comments be submitted in advance (this is still a permissible option but cannot be the only option).
• Members of the public must be given a reasonable time to register to provide public comment, if necessary, and agencies that provide a timed public comment period shall not close the remote public comment option until that timed period has expired.

AGENDA REPORT
Agenda Report: AB 361 Monthly Extension
For meeting of: August 23, 2022
DISCUSSION
Since the initial emergency declaration, the health crisis and public agency protocols have evolved for public agencies. In La Puente, the City Council, Planning Commission and other legislative bodies of the City have conducted in-person meetings, hybrid in-person/remote meetings and fully remote teleconferenced meetings.
Under AB 361, legislative bodies of the City can meet remotely during a declared State of Emergency by the Governor that includes the jurisdictional boundaries of the City, if the legislative body determines that one of the following is also true:
1. State or local officials have imposed or recommended social distancing; or

Pursuant to AB 361, the City Council must revisit the findings every 30 days. Therefore, staff is requesting that the City Council adopt the attached resolution authorizing remote teleconference meetings for the period from August 30, 2022 through September 28, 2022, pursuant to Brown Act provisions.

SUBJECT: CONSIDERATION OF AWARD OF CONSTRUCTION CONTRACT TO ALFARO COMMUNICATION CONSTRUCTION, INC. FOR THE BUS
SHELTER REPLACEMENT/INSTALLATION PROJECT AT VARIOUS
LOCATIONS IN THE CITY IN THE AMOUNT OF $373,806.00
BACKGROUND
On June 28, 2022, the City Council rejected all of the bids previously received on April 28, 2022 due to confusion in a vendor price quote mistakenly used by most of the bidders; and authorized staff to re-advertise the Bus Shelter Replacement/Installation Project for new bids.
The proposed project will consist of removing and installing new bus shelter structures at seven (7) locations (consisting of 10 bus shelters) in the City. The bus shelter color will be deep grey with a dark green undertone, and the shelters will display the La Puente color banner logo (now vandal proof) on each side of the shelter. In addition, the project will include the installation of 58 City logo signs on the (Phase 1) shelters previously installed in 2017 as well as the existing reconditioned shelters in the City that were previously powder coated.
DISCUSSION
On July 21, 2022, the City received a total of three (3) bids for the project and the results were as follows:
1. Alfaro Communication Construction
2. Calpromax Engineering
3. BWW & Company, Inc.
$373,806.00
$386,050.00
$498,594.00
After the process of verifying the contractor’s bid submittal, references were contacted for Alfaro Communication Construction Inc. References confirmed that the contractor’s prior work was completed satisfactorily. Alfaro Communication Construction has been determined to be the lowest responsible and responsive bidder for the project.

The Fiscal Year 2022-2023 Capital Improvement Project budget includes $345,000 from Prop A funds and $40,000 of the Foothill Transit grant funds, totaling $385,000 for this project in the current fiscal year.

By: Troy Grunklee, CPA, Director of Administrative Services Alex Merkel Medina, Finance Manager
SUBJECT: CONSIDERATION OF A LEASE AGREEMENT WITH TURF TANK, INC. FOR ONE (1) TURF TANK ROBOT PLUS IN THE AMOUNT OF $40,000.
BACKGROUND
The renovated football and baseball fields at La Puente Park require significant staff time in order to maintain their proper condition for the youth sports leagues that make use of them. One of the most labor-intensive processes is the painting and striping of the football, baseball, and softball fields, including boundaries, end zones, hashmarks, yard-lines, and the like. On average, this procedure is conducted once per week and requires a total of 28 labor-hours split amongst four (4) City employees.
DISCUSSION
In an effort to automate repetitive processes and allocate personnel resources more efficiently, staff recommends the procurement of a Turf Tank Robot Plus. This self-guided, fully independent robotic machine is able to re-paint all field lines and markings using GPS technology. It can also paint letters, logos, and other adornments directly onto the turf. It is able to complete a field the size of the La Puente Park football field in approximately three (3) hours. The only required manual interventions are initial setup of the GPS coordinates, electronic charging, re-filling paint, and periodic cleanout.
Employees previously engaged in painting the athletic fields will be re-assigned to conduct other pressing maintenance activities in the public right-of-way.
Staff has determined that a five (5) year lease agreement is the most favorable arrangement. This lease agreement includes software updates, a limited warranty, access to technical support, and courtesy field painting at no cost in the event of a machine malfunction. Furthermore, a purchase option is available for $100.00 upon termination of the lease.
The Turf Tank Robot Plus is a sole source purchase, considering it is a proprietary Danish technology, and few comparable alternatives are available for sale.
FISCAL IMPACT
The total price for the five (5) year lease agreement is $40,000 ($8,000 per year). Appropriations are available in the American Rescue Plan Act (ARPA) Fund.

1. Sub-Rental Agreement: ____________________ (name of Customer) (the “Customer” or “You”) agree to rent from us (the “Sub-lessor”) the equipment listed above and, on any schedule, attached to this Sub-Rental Agreement (the “Equipment”). Turf Tank ApS (the “Owner”) holds full and unconditional title to the Equipment (see Section 2 below). The Owner has prior to this Sub-Rental Agreement rented the Equipment to the Sub-lessor on a separate rental agreement under which the Sub-lessor is entitled to sublease the Equipment on the Terms and Conditions stipulated in this Sub-Rental Agreement. This Sub-Rental Agreement is effective on the date that it is accepted and signed by us, and the term of this Sub-Rental Agreement begins on that date or any later date that we designate (the “Commencement Date”) and continues thereafter for the number of months indicated above. This agreement shall automatically renew for a term of twelve (12) months (an “Extended Term”) unless either party notifies the other party that it wishes to terminate the agreement at least thirty (30) days prior to the expiration of the original term, and thirty (30) days prior to the expiration of any Extended Term. With each additional term, the existing warranty will remain in effect, and the parties agree that the payment hereunder shall be increased by three percent (3%) during each Extended Term. Payments are due upon receipt of invoices issued by Sub-lessor. If the Equipment is delivered prior to the Commencement Date, you agree to pay a prorated amount calculated as a per day rate utilizing the monthly amount hereunder divided by thirty (30). Any amendment or revision to this Agreement must be in writing and signed by both parties to be enforceable. In addition to rental payments, Customer agrees to pay when due, either directly or as reimbursement to us, all sales, use and personal property taxes and charges in connection with ownership and use of the Equipment, unless Customer is exempt from paying such taxes and charges by law. Any such applicable charges will be reflected on invoices issued by Sublessor.
2. Title: The Owner, Turf Tank ApS, a Danish private limited company validly incorporated under the laws of Denmark with company registration no. 36722436 and its registered address at Lansen 15 DK9230 Svenstrup J, has full and unconditional title to the Equipment. If this Sub-Rental Agreement is deemed to be a security agreement, you grant Sub-lessor – and ultimately the Owner – a security interest in the Equipment and any proceeds therefrom. By signing this Agreement, Customer authorizes Sub-lessor to sign and file Uniform Commercial Code (“UCC”) financing statements on the Equipment.
3. Equipment Use, Maintenance, Warranties and Data Access: Sub-lessor hereby transfers to you any manufacturer warranties provided to us and/or the Owner. Said warranty coverage is set forth on Appendix B to this Agreement. Aside from items covered by the warranty, Customer is required at Customer’s cost to keep the Equipment in good working condition and to pay for all supplies and repairs. If the Rental Payments include the cost of maintenance and/or service provided by a third party, Customer agrees that neither Sub-lessor nor the Owner are responsible to provide the maintenance or service and Customer will make all claims related to maintenance and service to the third party. You agree that any claims related to maintenance or service will not impact Customer’s obligation to pay all the Rental Payments when due. Customer hereby acknowledges and consents to the acquisition by Sub-Lessor of certain data utilized to operate the equipment. Customer agrees that Sub-Lessor may access such data and Sub-Lessor agrees that it will keep all such data strictly confidential and that it will only be used to maintain, repair, or service the Equipment.

AGENDA ITEM NO. D-7
To: Mayor and City Council For meeting of: August 23, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
William C. Pagett, City Engineer
SUBJECT: CONSIDERATION OF AUTHORIZATION TO SOLICIT BIDS FOR IMPROVEMENTS AT EIGHT CROSSWALK LOCATIONS, FEDERAL PROJECT NO.
HSIPL-5331(021)
BACKGROUND
In December 2016, the City was awarded $783,600 in federal grant funds through the 8th cycle of the federal Highway Safety Improvement Program (“HSIP”) to improve pedestrian safety at eight (8) highpedestrian crosswalk locations located near schools (“Project”). The City subsequently received final approval for expenditure of the grant funding. The plans, specifications and estimates (PS&E) have been completed and the project is ready for solicitation of bids to construct the improvements.
This item was previously agendized for the meeting of July 26, 2022, but was pulled from the agenda to provide Staff additional time to respond to questions from a Council Member regarding the Project.
Those questions have been responded to in written form and are included at Attachment “A” to this report.
DISCUSSION
The cost estimates and specifications for construction of this project have been completed and the project is ready to be advertised for formal bid. The plans and specifications are available for public review in the City Clerk’s office. The engineer’s estimate for the construction of the proposed improvements is $920,000. The cost for the design phase of this project was $101,868 which was completed in the prior fiscal year.
The eight crosswalk locations that will be improved through this grant include the following:
• Glendora Avenue at Sierra Vista Court
• Orange Avenue at Homeward Street
• Unruh Avenue at Giordano Street
• Central Avenue at Albert Street
• Del Valle Avenue at Loukelton Street
• Workman Street at 1st Street
City of La Puente
AGENDA REPORT
HSIP Crosswalks – Authorization to Solicit Bids
For Meeting of August 23, 2022
• Main Street at 5th Street
• Main Street at Bluebonnet Street
The Project consists of crosswalk improvements to include the installation of rectangular rapid flashing beacons, curb extensions, advanced pavement markings, warning signs, high-visibility crosswalks and ADA compliant access ramps. These improvements will help enhance pedestrian safety by improving the visibility of the pedestrian crossings and reducing the distance for pedestrians to cross the street.
The following is the proposed schedule for implementation of the Project:
August 23, 2022 Authorization to Solicit Bids
September 29, 2022 Bid Opening
October 11, 2022 Award of Contract
November 7, 2022 Begin Construction (Projected)
March 10, 2023 Project Completion (Projected)
FISCAL IMPACT
This project is included in the Fiscal Year 2022-23 Capital Improvement Budget in the amount of $903,000, with $786,000 appropriated from HSIP funds and $117,000 appropriated from Measure M funds. A budget amendment utilizing available Measure M funds may be necessary following the bid opening when the City Council considers awarding the contract for this project.
RECOMMENDATION
It is recommended that the City Council: (1) approve the plans and specifications for the construction of the Improvements at Eight Crosswalk Locations; and (2) authorize Staff to solicit for bids.

Pedestrian Crosswalk Improvements - HSIP Cycle 8 Project Glendora Avenue and Sierra Vista Court
Question: Can new "Iron-Clad" In-pavement Lights be installed here? Otherwise, add RRFB's since overhead existing beacon is too high.
Response: New warning lights such as “Iron-Clad” in-roadway lights can be added to this location to supplement the existing overhead flashing beacons or Rectangular Rapid Flashing Beacons (RRFB) can be installed to replace the existing flashing beacons. Willdan does not recommend the use of the in-roadway warning lights since they are difficult to maintain and require to be removed & re-installed anytime there is a pavement project. The installation of any new warning lights for this location would not be covered by the HSIP grant funding, so the City would need to find funding for it. The estimated construction cost for installing additional in-roadway lights would be $45,000, while the estimated cost to install RRFB’s would be $25,000. Due to Glendora Avenue being a multi-lane roadway that is 64 ft wide, the overhead flashing beacons provide greater warning to vehicles approaching the crosswalk versus flashing beacons installed along the side of the roadway. Since this location already has an existing flashing beacon system, there would be minimal gains in terms of safety by adding the RRFB’s. If the crosswalk had no existing warning lights, then there would be a greater safety improvement by installing RRFB's. It would be more beneficial to use the $25,000 to upgrade a different uncontrolled crosswalk location in the City that doesn’t have any warning lights.
Unruh Avenue and Giordano Street
Question: Seems like bulb out makes it more difficult to see someone in crosswalk on a right turn.
And why is crosswalk not at the true corner?
Response: Bulb-outs create safer conditions for pedestrians by shortening crossing distances, reducing the time that pedestrians are in the street, improving the ability of pedestrians and motorists to see each other, and encouraging drivers to slow down whether traveling straight or turning. The bulb-out actually makes it easier for right turning vehicles to see pedestrians waiting to cross at the adjacent crosswalk as the bulb-out area will be clear of any obstructions and the pedestrian will be within greater view of the driver’s field of vision. Also, Giordano Street is stop controlled at this intersection while the cross street of Unruh Avenue is not, so all motorists must come to a complete stop when approaching the intersection from Giordano Street to determine if it clear for them to proceed turning left or right.
2 Question: And why is crosswalk not at the true corner? Response: The crosswalk is not at the true corner because the bulb-out at this location will have two curb ramps that serve each crosswalk across Giordano Street and Unruh Avenue. The final design plans show the crosswalk across Unruh Avenue closer to its original location versus the conceptual exhibits from the grant application. Also, the west side of Unruh Avenue is within County of Los Angeles jurisdiction, so they provided input on the bulb-out design for their portion of the intersection.
Central Avenue and Albert Street
Question: Similar comments here as well. Why is crosswalk shifted from existing location? Response: The north end of the existing crosswalk terminated into an existing catch basin, so the crosswalk needed to be moved easterly in order to construct an ADA-compliant curb ramp and bulb-out to serve the crosswalk. Albert Street is also stop controlled while Central Avenue is not, so a motorist approaching from Albert Street must come to a complete stop and determine if it is clear for them to proceed. The bulb-out actually makes it easier for right turning vehicles to see pedestrians waiting to cross at the adjacent crosswalk as the bulb-out area will be clear of any obstructions and the pedestrian will be within greater view of the driver’s field of vision.
Loukelton Street and Del Valle Avenue
Question: Why no "proposed yield lines" like at other locations? Is it because of a stop sign? Response: Correct, yield lines are only used at crosswalk locations that are uncontrolled. Since this location features an all-way stop, yield lines are not appropriate for this situation.
Workman Street and North 1st Street
Question: Why was this location selected? No students walk this route. Workman & Stimson or Workman & 5th seems like better locations. Closer to the school.
Response: This location was selected as part of the safety evaluation processthat was conducted when developing the HSIP grant application to apply for federal funding in 2016. In order to obtain HSIP funding, there needs to be past crash history at the project location. Since there was a reported pedestrian or bicycle collision in the past at this crosswalk and the crosswalk was also in need of safety improvements, it was included as part of the HSIP funded safety project. The other two locations of Workman/Stimson and Workman/5th had no reported pedestrian or bicycle collisions at the time we were applying for HSIP funding, so they were not included in the project.
3 Question: Same yield line question as well.
Response: Since this location features an all-way stop, yield lines are not appropriate for this situation.
Main Street and Bluebonnet Street/5th Street
Question: What about future bike lanes, like in our current ATP Cycle 6 grant application. Do the bike lanes go thru the bulb out? Or are they forced into the traffic lane? Response: For this section of Main Street between 5th Street and Bamboo Street, a bike lane cannot be installed without eliminating the on-street parking due to the width of the roadway.
Since the City desires to maintain the on-street parking, a shared bike route with the traffic lane would be an alternative. Since the cyclist would be sharing the road with vehicles, the proposed bulb-outs would have no impact on cyclist since the bulb-out would be the same width of the parking lane. If the on-street parking were eliminated and a bike lane was installed, then yes, the cyclist would be forced to merge into the traffic lane to ride around the bulb-out. This project’s design was completed prior to the City submitting their ATP Cycle 6 grant application, so if the City receives the ATP Cycle 6 Grant, the proposed bicycle facilities will need to be evaluated during the design phase. For this section of Main St, the street is not wide enough to have a parking lane and bike lane regardless of bulb-outs. The street width of Main St between 5th and Bamboo is 42 ft wide. MUTCD requires 12 ft minimum width for a bike lane (5 ft) and parking lane (7 ft), that leaves us with only 9 ft for each travel lane. The proposed bulb-outs are the width of the parking lane.
Orange Avenue and Homeward Street
Question: Again, why is crosswalk "pushed to the side" and how is it safer with right turns? Response: The final design plans show the crosswalk across Orange Avenue much closer to its original location versus the conceptual exhibits from the grant application. Since the bulb-out has 2 curb ramps now, the crosswalk for Orange Avenue cannot be at the true center of the corner. Bulb-outs create safer conditions for pedestrians by shortening crossing distances, reducing the time that pedestrians are in the street, improving the ability of pedestrians and motorists to see each other, and encouraging drivers to slow down whether traveling straight or turning. The bulb-out actually makes it easier for right turning vehicles to see pedestrians waiting to cross at the adjacent crosswalk as the bulb-out area will be clear of any obstructions and the pedestrian will be within greater view of the driver’s field of vision. Also, this intersection is allway stop controlled, so all motorists must come to a complete stop when approaching the intersection and determine if it clear for them to proceed with their vehicle movement. The bulb- 4 outs make the pedestrian more visible to the driver, thereby making it easier for them to decide if it’s clear for them to proceed or not.
General Question
Question: An overall comment/question is regarding ADA truncated domes at the ramps. He said that there are new alternatives now that don’t actually stop or make it difficult for someone in a wheel chair (especially one that is not motorized) to actually cross over them without getting “stuck”. And, the current plastic domes get deteriorated over time and that there is a new better product that is out. Are you aware of this and new alternatives? Response: Based on our experience, wheelchairs will only get “stuck” in the truncated domes if the surface mounted version is used that are applied with adhesive pads and chalking. If not properly maintained, the surface mounted truncated domes may start to lift along the edges; thus, allowing wheelchairs to get "stuck." For La Puente projects where new ADA curb ramps are being constructed, we typically specify cast-in-place versions of the truncated domes, so they are installed flush with the surrounding concrete surface. All truncated domes must meet certain ADA specifications relating to the height and spacing of the domes, so the only alternatives out there are the materials in which the truncated domes are manufactured with. These alternatives include truncated domes made out of pavers (used in snow areas) and cast iron. The cast iron material will be more durable than the plastic version but cost about $500 more per curb ramp.
The Anaheim Regional Transportation Intermodal Center (ARTIC) has truncated dome pavers installed at their entrance area. Truncated dome pavers are available in red, yellow, charcoal, and earth tone colors. The Cast Iron truncated domes are available in red, yellow, grey, black, and natural colors.

SUBJECT: PRESENTATION OF JULY 2022 BUDGET REPORT
BACKGROUND
The City Council adopted the Fiscal Year 2022-2023 Budget and Capital Improvement Program on May 16, 2022. The attached report examines fiscal activity taking place during the month of July 2022 and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.
DISCUSSION
As of the end of July 2022, about eight (8) percent of the fiscal year has elapsed.
REVENUES
Tax revenues are historically minimal in the early months of the fiscal year, based on the cycle of remittances from state and county agencies. FY 2022-2023 is no exception to this phenomenon. Approximately 0.80% of General Fund revenues have been collected to date, primarily Charges for Services, Licenses and Permits, and Fines & Forfeitures. For reference,
1.10% of General Fund revenues had been received at this point last fiscal year.
The City received its second and final tranche of American Rescue Plan Act (ARPA) funding in July, in the amount of $4,738,255. This is the City’s largest revenue collection year-to-date.
City of La Puente
AGENDA REPORT
Monthly Budget Report – July 2022
For Meeting of August 23, 2022
EXPENDITURES
Total expenditures have reach 5.80% across all funds, as opposed to 4.60% seen at this point in FY 2021-2022. General Fund operating expenditures to date are $1,188,000 or 6.30% of budget. Departmental variances from this trend are noted as follows:
• Administrative Services (30.90% of budget expended year-to-date) – Liability and Workers Compensation Insurance annual premiums for Fiscal Year 2022-2023 are paid up front in July, historically leading this department to incur a larger portion of its budget early in the fiscal year.
• Community Services (13.10% of budget expended year-to-date) – July 3rd, one of the City’s largest special events, occurs early in the fiscal cycle.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

AGENDA ITEM NO. E-2
To: Mayor and City Council For meeting of: August 23, 2022 From: Bob Lindsey, City Manager
By: Jeffrey Buckwell, Senior Code Enforcement Supervisor SUBJECT: CONSIDERATION OF ADOPTION OF RESOLUTION TO RESCIND RESOLUTION NO. 22-5739 AND AMENDING THE COMPREHENSIVE
PERSONNEL SYSTEM AND ESTABLISHING AUTHORIZED FULL-TIME
POSITIONS AND RATES FOR CITY EMPLOYEES, AND APPROVAL OF A JOB
DESCRIPTION FOR THE FULL-TIME OFFICE SPECIALIST POSITION
BACKGROUND/DISCUSSION
The City of La Puente has been working diligently to restructure its Code Enforcement Division to provide increased transparency, equitably enforce regulations and work in partnership with residents to improve and maintain safe neighborhoods thereby providing a better quality of life for all. To that end, the City Council has recently approved the following changes:
• On April 26, 2022, approved an agreement with Willdan Engineering, Inc. for Code Enforcement consulting services to provide temporary supervision, training, oversight and development to the City’s code enforcement division.
• On June 28, 2022, approved the reclassification of the Code Enforcement Supervisor position to Senior Code Enforcement Supervisor to oversee the administrative functions of the Code Enforcement Division and provide a broad range of administrative responsibility, policymaking authority, and scope of supervision. • On July 12, 2022, approved the addition of two Code Enforcement Supervisor positions to oversee the operational functions of the code enforcement division, monitor the field staff on a daily basis, and provide guidance to officers.
At the August 23, 2022, City Council meeting Staff will provide a plan for improved service, better case management and competent supervision within the City’s Public Safety Services. As part of that plan, Staff is recommending the City Council approve the addition of two primary full-time Code Enforcement Officers who will work along with four support part-time Code Enforcement Officers.
Additionally, Staff is recommending one full-time Office Specialist, which will improve front desk service as well as provide data entry/file management. Approval of this change will provide an increase in the level of service to the community and a decrease in staffing costs.

AGENDA REPORT
Agenda Report: Public Safety Presentation
For meeting of: August 23, 2022
The transition from a large cadre of part-time Code Enforcement Officers to two full-time Code Enforcement Officers with four part-time “support” Code Enforcement Officers, combined with the transition from one part-time Office Specialist to one full-time Office Specialist, shall provide an overall increase in dedication, efficiency and consistency, as well as employee retention. Each aforementioned benefit translates into operational cost savings for the City and improved community service.
FISCAL IMPACT
The total expense associated with the addition of the two full-time Code Enforcement officers and one full-time Office Specialist positions is approximately $299,700 per fiscal year. With the transition away from the part-time Code Enforcement Officer model, the additional yearly cost is approximately $2,000 per year from the current budget and could be less depending on benefits that are chosen by the potential employees in those positions. The positions are allocated within the General Fund and the Community Development Block Grant (CDBG) fund.
RECOMMENDATION
It is recommended that the City Council: (1) adopt Resolution No. 22-5749 rescinding resolution No. 22-5739 amending the comprehensive personnel system and establishing authorized full-time positions and rates for City employees; (2) approve the job description for the full-time Office Specialist position; and (3) provide any necessary direction to Staff.

AGENDA ITEM NO. E-3
To: Mayor and City Council For meeting of: August 23, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Director of Development Services
Abraham Tellez, Senior Planner
SUBJECT: PRESENTATATION AND OVERVIEW OF THE LA PUENTE ACTIVE TRANSPORTATION PLAN (“ATP”) CYCLE 6 GRANT APPLICATION
BACKGROUND
On January 19, 2022, the Staff submitted a Letter of Interest to the Los Angeles County Metropolitan Transportation Authority (“LA Metro”) for assistance and support in submitting an ATP grant application to the State of California Department of Transportation (“Caltrans”). By March 22, 2022, the City was subsequently selected by LA Metro and was assigned a sponsored grant writer from Evan Brooks Associates to prepare the grant application. On June 13, 2022 the City submitted its ATP grant application to Caltrans requesting $4.65 million in funds to complete the project. The City’s application is one of 433 applications that were submitted from different agencies across California.
Caltrans’s recommendations for selected projects are expected to be announced by October 21, 2022 for adoption by the California Transportation Commission (“CTC”) by December 8, 2022.
OVERVIEW
The City’s overall ATP project proposal (“Project”) consists of four (4) components, which include the following:
1. Three (3) High-intensity Activated Crosswalk (HAWK) signaled crosswalks
2. 6,285 linear feet (1.2 miles) of new sidewalks and 52 ADA compliant curb ramps
3. 22,175 linear feet (4.2 miles) of bike lanes; and
4. A multi-use pedestrian street with elements of a plaza park and a separated bike/pedestrian path
Component #1 – Three (3) HAWK Signals:
The Project proposes to install HAWK signals at crossings near the intersections at Hacienda @ Prichard, Temple @ Duff, and Puente @ Sauder. The crossings at Hacienda @ Prichard and Puente @ Sauder are currently improved with a high-visibility crosswalk and flashing beacons that only warn drivers of a pedestrian intending to cross, while the crossing at Temple @ Duff is improved with only a high-visibility crosswalk. As opposed to flashing beacons, the HAWK signal will go through a crossing sequence that includes a flashing yellow, a solid yellow, a double solid red light, and a City of La Puente
AGENDA REPORT
Agenda Report – Active Transportation Grant Cycle 6 Project For Meeting of: August 23, 2022
flashing single red light. Unlike the flashing beacons currently located at only two of the three crossings, the HAWK signals will require motorists to come to a complete stop with solid red lights.
The following image provides additional information of the HAWK signal’s sequence:
Component #2 – Sidewalk and ADA Curb Ramps
The Project also includes 6,285 linear feet of new sidewalks and 52 ADA curb ramp improvements to improve walkability and accessibility. The sidewalk and curb ramp improvements are primarily focused in the residential neighborhood bounded by Amar Road to the north, Temple Avenue to the south, Hacienda Boulevard to the east, and Unruh Avenue to the west. As shown on the focused Project map and legend below, the blue lines identify the sidewalk improvements, and the teal dots identify the 52 ADA proposed curb ramps to be installed.
Agenda Report – Active Transportation Grant Cycle 6 Project For Meeting of: August 23, 2022
Component #3 – Bike Lane Improvements
The third Project component is the installation of bike lane improvements that connect several key destinations and future destinations. Depending on the existing roadways, the bike lanes combine a mixture of Class I, II, III, and IV bike lane types stretching through a central spine of the City. The bike lane improvements are proposed on the following street segments:
• Temple Avenue from California Avenue to Glendora Avenue • Glendora Avenue from Temple Avenue to Main Street
• Main Street from Glendora Avenue to Dalesford Drive (east of the downtown core).
The bike lane was originally contemplated as a first-and-last mile transit connection project allowing cyclists to ride to and from the City of Industry City Hall Park and Ride lot. The full length of the bike lane improvements total 22,175 linear feet (4.2 miles), which includes an approximately 450 linear foot segment of Class I, Shared-Use bike path within a proposed pedestrian street on Central Avenue, between Main Street and Stimson Avenue. Details of the pedestrian street with elements of a plaza park are described under “Component #4” below.
Although the proposed bike lanes do not stretch from one end of the City to the other, it is a starting point that connects the most critical parts of the City with the idea that it could be expanded in the future either to create a more city-concentrated network or to connect with improvements of surrounding jurisdictions. The proposed bike lines will be connecting residential neighborhoods along Main Street, Glendora Avenue, and Temple Avenue with the La Puente City Hall and Senior Center, the Industry City Hall Park and Ride, La Puente Park and Community Center, and the future Los Angeles County Aquatics Center (formerly Temple Academy school).
The following Project layout plan shows the entire scope of the City’s ATP proposal, including the HAWK signal improvements, sidewalk and ADA curb ramp improvements, the bike lane improvements, and the location of the pedestrian street/plaza.
Agenda Report – Active Transportation Grant Cycle 6 Project For Meeting of: August 23, 2022
Component #4 – Pedestrian Street and Plaza Park Elements (with Class I Bike Lane) The final component of the Project proposes a permanent street closure/vacation of Central Avenue from Main Street to Stimson Avenue. The closure would allow for the creation of a pedestrian street with elements of a plaza park. Since the deadline to submit the application was approaching quickly, a conceptual plan was not submitted to Caltrans as part of the grant application for this component.
However, by not submitting a concept plan, it allows the City more time and flexibility to engage the community for design input and feedback. Since this component was called out as a “pedestrian-only street” on the application, funding for the specific amenities, design features, and landscaping/hardscaping would have to be allocated funding from other sources.
To incorporate this component in the grant application, it needed to include features that prioritized active transportation and improved pedestrian safety. However, in addition to the ATP priorities, the City’s priority is that it be designed in a manner that is flexible for multiple uses, including the accommodation of public events, such as La Puente Live or other types of events. To prioritize active transportation and pedestrian safety, the grant application calls out the street closure to eliminate vehicle traffic and promote pedestrian activity. The application also calls out a dedicated Class I bike lane through the pedestrian street to connect to Main Street and conversion of the intersection at Main Street and Second Street to be a standard 4-corner intersection for more safety.
Agenda Report – Active Transportation Grant Cycle 6 Project For Meeting of: August 23, 2022
The elimination of the street to replace with a downtown plaza was originally envisioned as part of the City’s Downtown Business District – Specific Plan (“DBD-SP”), which was adopted in 1994 and is still in effect today. The images below have been extracted from the DBD-SP’s Land Use and Circulation Plans.
Agenda Report – Active Transportation Grant Cycle 6 Project For Meeting of: August 23, 2022
After the grant application was submitted, Staff coordinated with Willdan Engineering to prepare a conceptual plan for the pedestrian street with elements of a plaza park. The conceptual plan identifies in-ground removable bollards that would be required to secure each end of the pedestrian street segment. The improvements to the pedestrian street shall also include a Class I bike lane along the south side and may include elements of a plaza park such as crescent planters for drought adaptive landscaping, rows of shade trees on each side, decorative concrete pavers and walkways, benches and trash receptacles, trellis shade structures, and a focal point/art installation at the corner of the redesigned intersection (See Attachment “A” – Plaza Park Conceptual Landscape Plan).
FISCAL IMPACT
Funding in the amount of $4.65 million has been requested from Caltrans as part of the ATP Cycle 6 grant application for the project. Staff estimates that approximately $2 million of additional funds will have to be allocated from other sources for the pedestrian street and plaza park, depending on the design and its amenities.
RECOMMENDATION
It is recommended that the City Council receive and file this report of the City’s ATP Cycle 6 project proposal.
