AGENDA ITEM NO. C-1
To: Mayor and City Council For meeting of: October 11, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
Juan Galvan, MPA, Associate Planner
SUBJECT: DISCUSSION AND DIRECTION REGARDING THE REPAINTING OF THE
COURTYARD AT THE COMMUNITY CENTER AND REPLACEMENT OF SHADE
AWNINGS
BACKGROUND/DISCUSSION
At the City Council meeting of September 27, 2022, the City Council directed Staff to provide additional earth-tone color options for painting the Community Center Courtyard.
Staff will provide a presentation with additional color options for Council consideration in the form of a coordinated earth-tone palette. Attachment "A" are renderings of the options for City Council consideration for the courtyard.
In addition, the presentation will also include other color choices from which the Council may choose for the new shade awnings in the Courtyard. Provided as Attachment “B” is a rendering that illustrates the three triangular shade sails option previously selected by the City Council and the new color options for review and consideration. To complement the coordinated earth-stone color palette of the Courtyard, Staff suggests that the new shade awnings fabric color be of a beige or latte color.
FISCAL IMPACT
Funding for these two items is available from the Specified Grant through the California Department of Parks and Recreation.
RECOMMENDATION
It is recommended that the City Council discuss this item and provide direction to Staff.

To: Mayor and City Council For meeting of: October 11, 2022 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
SUBJECT: CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR
LA PUENTE PARK SOD INSTALLATION
BACKGROUND
On March 15, 2022, the City issued a notice inviting informal bids for natural grass sod installation at the eastern portion of La Puente Park as part of the improvements being completed at the Park.
At the meeting of April 12, 2022, the City Council awarded a contract to West Coast Turf in the amount of $132,300.00 for this project.
DISCUSSION
The project included supplying and installing 210,000 square feet of “Bandera Bermuda” sod at the eastern side of the Park. The sod was installed in and around the new synthetic turf soccer field, new playgrounds, fitness pad and circles area, and on the northern portion of the Park adjacent to St. Joseph Elementary School.
The work for this project was deemed complete as of May 31, 2022.
FISCAL IMPACT
Funding for this project was made available from the Grants Fund through the Rivers and Mountains Conservancy. The original contract amount was $132,300.00; however, based on the quantities of sod actually installed, the total construction cost for this project was $107,404.00, which is approximately 19% below the contract amount.
RECOMMENDATION

SUBJECT: CONSIDERATION OF AWARD OF CONSTRUCTION A PURCHASE ORDER CONTRACT TO SPOHN RANCH, INC. FOR THE RESURFACING OF THE DANIEL C. HOLLOWAY BASKETBALL COURTS IN THE AMOUNT OF
$25,270.50
BACKGROUND
At the City Council Meeting of January 28, 2020, the City Council awarded a construction contract to Spohn Ranch, Inc. to construct the Ian C. Calderon Skate Park and Basketball Courts at La Puente Park. At the meeting of September 22, 2020, the City Council took action to dedicate the basketball courts in honor of Council Member Daniel C. Holloway.
DISCUSSION
Following the opening of the basketball courts (and prior to the installation of the fencing to separate courts from the skate park) skateboarders would go onto the basketball courts to perform tricks and other maneuvers. This resulted in excessive wear and tear on painted surface of the basketball courts. The City has been working with Spohn Ranch to identify a vendor who can remove what is remaining of the painted coating, prepare the concrete surface for a new application, and recoat/paint the courts for the two basketball courts as well as adding four (4) pickleball courts. The depiction of the new layout of the courts is provided at Attachment “A”.
City Staff and Spohn Ranch have come to an agreement to split the cost equally of resurfacing the courts, with the City paying for the extra cost to add in the new pickle ball courts. Based on this understanding, the City’s portion of the cost to complete this project is $25,270.50 (See Attachment “B”). Work is anticipated to begin the second week of November and will take roughly two weeks to complete.
Pursuant to Section 2.21.020 (b) (1) of the La Puente Municipal Code, the City may contract for public works projects by negotiated contract or purchase order when the cost of the services is less than $60,000.

SUBJECT: CONSIDERATION OF A RESOLUTION RESCINDING RESOLUTION NO. 20- 5586 AND ADOPTING AN AMENDED CONFLICT OF INTEREST CODE
CONTAINING REVISED DESIGNATED POSITIONS AND DISCLOSURE
CATEGORIES
BACKGROUND/DISCUSSION
Pursuant to the Political Reform Act (“the Act”), every government agency must adopt a Conflict of Interest Code (“COI Code”) which identifies those public officials, employees and consultants who are required to file Statements of Economic Interests (FPPC Form 700) and sets forth what financial interests they must disclose. The COI Code must list those positions in the City which are involved in the making, or participate in making, governmental decisions that may foreseeably have a material effect on the financial interest of the enumerated position.
The Act requires that local governments review their COI Code during even numbered years and make amendments, if necessary, to reflect the creation of new positions, deletion of positions and changes in titles. The following revisions are recommended to the COI Code to reflect new positions previously approved by the City Council and the deletion of positions which are no longer necessary:
1. Add “Community Services Supervisor”
2. Add “Associate Planner”
3. Add “Maintenance Supervisor”
4. Add “Senior Code Enforcement Supervisor”
5. Add “Assistant City Engineer”
6. Remove “Code Enforcement Manager”
7. Remove “Assistant City Planner”
FISCAL IMPACT

SUBJECT: PRESENTATION OF MEASURE LP BUDGET REPORT FOR SEPTEMBER 2022
BACKGROUND
The City Council adopted the Fiscal Year 2022-2023 Budget and Capital Improvement Program on May 16, 2022. This report discusses the status of revenues and expenditures fiscal year-todate for Measure LP, the half cent transaction tax approved by voters in 2018.
DISCUSSION
As of the end of September 2022, twenty-five (25) percent of the fiscal year has elapsed.
REVENUES
In September, the City received its first allotment of Measure LP funds for fiscal year 2022/2023. This timeframe is typical and is based on remittance schedules from the California Department of Tax and Fee Administration. This initial collection totaled $307,430.48, equal to 8.57% of the annual budget.
EXPENDITURES
The City continues to expend revenues from the Measure LP transactions tax exclusively on public safety, street and sidewalk repairs, and community services, as was the intent of the enacting legislation. Fiscal year-to-date, the City has expended approximately $1,768,900 in Measure LP funds. The following chart provides a graphic depiction of how these funds have been utilized to provide critical resources throughout the community.

AGENDA ITEM NO. E-6
To: Mayor and City Council For meeting of: October 11, 2022 From: Bob Lindsey, City Manager
By: Brian Torres, Community Outreach Program Coordinator SUBJECT: CONSIDERATION OF A USE AND FOREBEARANCE AGREEMENT BETWEEN
THE EAST SAN GABRIEL VALLEY COALITION FOR THE HOMELESS
(ESGVCH) AND THE CITY
BACKGROUND
In August of 2022, the City discovered that the East San Gabriel Valley Coalition for the Homeless (ESGVCH), a non-profit organization, began operating in the City by renting space at the First United Methodist Church property located at 15701 Hill Street. After several discussions with the Coalition, in October of 2022, the City and the ESGVCH agreed to enter in an agreement authorizing the Coalition to continue operating at their current location.
This agreement would authorize the ESGVCH to continue operating within the City, by providing available resources and services to homeless individuals, homeless families, as well as those on the verge of becoming homeless. These services include assistance with DMV Vouchers, Emergency Food Boxes, Clothing and Shoes, Bus Passes, Motel Vouchers, Hygiene Items, The Bridge Program Assistance, and Referrals to services and additional resources available.
DISCUSSION
The attached Agreement (“Agreement”) has been prepared to allow the East San Gabriel Valley Coalition for the Homeless, authorization to operate at their current location. The Agreement would require that the Coalition provide the required types and amounts of insurance, indemnify the City, and abide by the provisions set forth in the agreement signed between both the City and the Coalition. Renewal of this agreement for additional one-year terms may be made with City Manager approval provided that no terms of this agreement are violated during any active term by the ESGVCH.
FISCAL IMPACT
No fiscal impact.
