A Regular Meeting of the City Council of the City of La Puente was held in the Council Chambers of City Hall, 15900 East Main Street, La Puente, California, on Tuesday, August 22, 2023, at 7:00 p.m.
CALL TO ORDER
Mayor Klinakis called the meeting to order at 7:04 p.m.
ROLL CALL
Members present: Klinakis, Argudo, Mendoza, Quinones.
Members absent: Munoz.
Staff members present: City Manager Bob Lindsey, City Attorney Jesse Jauregui, City Clerk Martha Torres, Director of Administrative Services Troy Grunklee, Director of Development Services John Di Mario, Director of Community Services Alexander Bauman, Finance Manager Alexander Merkel Medina, and Management Analyst Natalie Romo.
PLEDGE OF ALLEGIANCE
Council Member Mendoza led the Pledge of Allegiance.
PRESENTATIONS
Mayor Klinakis and Community Outreach Program Coordinator Brian Torres presented a Commendation to the East San Gabriel Valley Coalition for the Homeless. President Richard Hopkins of the East San Gabriel Valley Coalition for the Homeless spoke regarding the services provided by the Coalition and thanked the City Council.
Los Angeles County Sheriff's Department Sergeant Del Valle recognized Deputy Zuniga for a notable arrest.
ORAL COMMUNICATIONS
Diana Herrera submitted a written comment regarding the City's dog park, mural, summer night activities, and budget.

A motion was made by Council Member Argudo, seconded by Council Member Quinones, to waive the reading and approve the Minutes of the City Council and Successor Agency meeting August 8, 2023. The motion carried by the following roll call vote:

D-4 CONSIDERATION OF A RESOLUTION AMENDING THE FISCAL YEAR 2023-2024
BUDGET AND CAPITAL IMPROVEMENT PROGRAM
- Action Taken: The City Council adopted Resolution No. 23-5822 amending the adopted Fiscal Year 2023-2024 Budget and Capital Improvement Program.
CONSIDERATION OF A STREET USE AGREEMENT BETWEEN THE CITY OF LA PUENTE AND AS EVENTS/STUDENTS RUN LA FOR A 5K/10K STRENGTH
TRAINING RUN
Action Taken: The City Council: (1) approved the Street Use Agreement between the City of La Puente and A5 Events/Students Run LA for a 5K/10K Strength Training Run; anc 2) authorized the City Manager to execute the Agreement on behalf of the City.
E. NEW BUSINESS TO BE CONSIDERED BY THE CITY COUNCIL

Finance Manager Merkel Medina provided a report regarding the July 2023 budget.
Action Taken: The City Council received and filed this report.

Code Enforcement Committee: Nothing to report.

La Puente Park Fees, Ordinance and Program Oversight Committee: Nothing to report.
Project LEAD Committee: Council Member Quinones reported that the mural project is complete and stated that the ad hoc committee will set up a future meeting with the school principals. Council Member Mendoza spoke regarding the mural project and the back-to-school season.
LPQT Action Committee: Nothing to report.
Adaptive Sports League and Enrichment Programs Oversight Committee: Nothing to report.
Rowland, Bassett, and Hacienda La Puente Unified School Districts Liaison Committee: Nothing to report.

Council Member Mendoza spoke regarding the La Puente Park and the programming and services provided.

City Manager Lindsey spoke regarding the success of the La Puente Community Foundation's Golf Tournament and thanked the City Council, the Foundation Board, and all the donators and sponsors.
Council Member Argudo stated that the Golf Tournament was an enjoyable event and recognized Foundation Director John Solis for his involvement in the Golf Tournament.
ORAL COMMENTS FROM STAFF
City Manager Lindsey presented a video regarding the Guerreros Judo Club.
President Eric Sanchez. of the Guerreros Judo Club thanked the City for their ongoing support.
City Manager Lindsey and Director of Development Services Di Mario provided updates regarding the storm's effects in the City and at the La Puente Park.
Director of Community Services Bauman provided an update on the Concerts in the Park, Special Olympics bowling season, t-ball season, and the soccer league.
ADJOURNMENT
There being no further business before the City Council, Mayor Klinakis adjourned the meeting at 7:46 p.m.
