AGENDA ITEM NO. D-1
To: Mayor and City Council For meeting of: October 19, 2023 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services SUBJECT: CONSIDERATION OF A RESOLUTION DECLARING AS SURPLUS PROPERTY THREE VEHICLES IN THE CITY’S FLEET, AUTHORIZING THE SALE OF THE
SURPLUS VEHICLES BY ENTERPRISE FLEET MANAGEMENT
BACKGROUND
The City has adopted a system for disposing of surplus personal property that is for the common benefit of the City, and that ensures the City recoups the highest revenues for the property.
Pursuant to Section 2.20.120(a) of the City’s Municipal Code (“Code”), at such times as determined by the purchasing officer, reports shall be prepared showing all supplies and equipment which are no longer used or which have become obsolete or worn out. The purchasing officer shall have the authority to sell, trade or exchange all supplies and equipment. All surplus property valued at more than five hundred ($500.00) dollars requires a council resolution declaring it surplus. Additionally, Section 2.20.120(b)(3) of the Code states the purchasing officer is hereby authorized to dispose of surplus goods which are not used or needed or which have become unsuitable for city use. Such goods may be disposed of by any of the following procedures; sold at public auction conducted by a professional auctioneer.
DISCUSSION
The City fleet shows three (3) vehicles which will be replaced by newer vehicles that the City will now lease through Enterprise Fleet Management. That vehicle is:

Staff recommends that the City Council approve resolution No. 23-5830, declare the vehicle as surplus and authorize disposal of said item. The City’s purchasing officer has determined that the auction process will allow the City to recoup a greater amount of revenue from the sale than selling the vehicle through the informal bidding process, and will require the use of less valuable City resources, including staff time.

AGENDA REPORT
Agenda Report: Surplus Vehicle Disposal
For Meeting of: October 19, 2023
One of the many services that Enterprise Fleet Management provides is the ability to take surplus vehicles and sell them through the auction process. This is the same process that the City has used in the past with another vendor. Enterprise Fleet Management will charge a service fee of $300 for the vehicle that will be auctioned off. The service fee noted also includes picking the vehicles up from the City location and transporting to the facility for auction.
FISCAL IMPACT
The expected General Fund revenue from the sale of this vehicle is $5,000 - $6,000.
RECOMMENDATION
It is recommended that the City Council: (1) adopt Resolution No. 23-5830 and declare as surplus property, three vehicles in the City’s fleet, authorizing the sale of the surplus vehicles at auction; and (2) authorize the City Manager to execute the Agreements on behalf of the City.

ALARM SYSTEMS (SAS) FOR THE PURCHASE AND INSTALLATION OF
GENETEC VIDEO STORAGE FOR SECURITY CAMERA AND BODY CAMERAS
AT VARIOUS CITY LOCATIONS AND A RESOLUTION AMENDING THE FISCAL YEAR 2023/2024 OPERATING AND CAPITAL BUDGETS
BACKGROUND
At the City Council meeting of May 25, 2021, the City Council approved the use of funds from the American Rescue Plan Act of 2021. One of the items approved consists of the installation of security cameras and a speaker system at La Puente Park. This project will allow City staff to visually monitor activities at the Park from a central location and provide for the ability to verbally contact park patrons through the speaker system.
At the Council meeting of July 13, 2021, the City Council approved a professional services agreement with Superior Alarm Systems (“SAS”) for security cameras and speaker system at La Puente Park in the amount of $372,252.00.
At the City Council meeting of December 14, 2021, the City Council received notification that State Assemblymember Lisa Calderon was able to secure a Specified Grant from the California Department of Parks and Recreation for the security camera and speaker system at La Puente Park. Due to this grant, funding for this project was changed from American Rescue Plan to this Specified Grant.
At the City Council meeting of June 14, 2022, the City Council approved Amendment No. 1 to the Professional Services Agreement with Superior Alarm Systems to furnish and install six (6) new IP outdoor rated security cameras and associated cable and fiber runs at the La Puente Park, four (4) computers that will specifically used to monitor the park security cameras and speakers, and twenty-four (24) body worn cameras that will be worn by Community Service staff and Code Enforcement staff at La Puente Park.
At the City Council meeting of November 15, 2022, the City Council approved Amendment No. 2 to the Professional Services Agreement with Superior Alarm Systems to furnish and install eleven (11) new IP outdoor rated security cameras and associated cable and fiber runs at the La Puente Park.
At the City Council meeting of May 23, 2023, the City Council approved Amendment No. 3 to the Professional Services Agreement with Superior Alarm Systems to furnish and install twenty (20) new IP outdoor rated security cameras and associated cable and fiber runs at the La Puente Park.

AGENDA REPORT
Agenda Report: Purchase Order Contract – Video Storage Equipment For meeting of: October 19, 2023
DISCUSSION
With the expansion of the security systems and cameras throughout the park as well the addition of body worn cameras over the past two years, the City is required to retain a significant amount of data by law. City staff are recommending the purchase of a data storage expansion device, compatible with the City's Genetec system. The storage device empowers the City with the ability to both increase our necessary retention capabilities as well as to future proof the system by allowing for economical expansion. This single additional storage containment system will not only cover the current needs for the security systems' data storage but also expand the on-premise data storage, which will provide the City's internal data storage the necessary level of redundancy and security.
FISCAL IMPACT
Funding for these items will be available from the Equipment Replacement Fund with the approval of a resolution that will amend the fiscal year 2023/2024 capital and operating budgets.
RECOMMENDATION
It is recommended that the City Council: (1) award the purchase order contract to SAS in the amount of $119,227.28; (2) adopt Resolution No. 23-5832 amending the adopted operating and capital budgets for fiscal year 2023/2024; and (3) authorize the City Manager to execute the contract and approve change orders up to 10% of the original proposal amount.

AGENDA ITEM NO. E-1
To: Mayor and City Council For meeting of: October 19, 2023 From: Bob Lindsey, City Manager

SUBJECT: DISCUSSION AND DIRECTION REGARDING A CONCEPTUAL DESIGN FOR A VETERAN’S MEMORIAL PARK AT THE CITY HALL PLAZA
BACKGROUND/DISCUSSION
Following the recent improvements completed at La Puente Park and the Grace Napolitano Nature Education Center, the City is looking to create a Veteran’s Memorial Park (Veteran’s Park) to remember all the men and women who have served our great Country in the armed forces. Specifically, this initiative aims to honor the individuals who have valiantly served in the armed forces, originating from the City of La Puente.
The City has recently secured a grant from the Los Angeles County Regional Park and Open Space District (RPOSD) Technical Assistance Program (TAP) with the aim of establishing additional parks in municipalities that presently lack sufficient park spaces. The grant will be used by the City to establish a new Veteran’s Park as part of the City Hall grounds and include a Veteran’s Memorial.
Staff has identified a proposed location for the Veteran’s Memorial on the City Hall grounds.
The proposed area is approximately 19,763 square feet and is situated at the front entrance of City Hall between Central Avenue and Main Street. An initial conceptual design and location plan for the Memorial is shown in Attachment “A.” The conceptual design has been developed by Navy Cross recipient Sergeant Scott C. Montoya of La Puente.
The Memorial will be designed to recognize and remember those Americans who lost their lives serving our Nation and to express gratitude to these men and women who gave the ultimate sacrifice. The design of the Memorial will incorporate the following elements: Wall of Honor, Dedication Piece, Service Wall, Center Piece, and a Reflection area.
Staff is also seeking approval for the City Manager to select a Project Architect from the approved listing of qualified consultants through the County TAP program. The list of consultants is included as Attachment “B”. Once selected, Staff and Sergeant Montoya will work with the consultant to formalize the rough concept plan into a formal drawing to seek grant funding for the construction of the Memorial and related improvements to the park area around City Hall.
