AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: September 10, 2024 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
Juan Galvan, MPA, Associate Planner
SUBJECT: SECOND READING OF ORDINANCE NO. 24-987 APPROVING MUNICIPAL CODE AMENDMENT NO. 24-01 TO CHANGE THE ZONE
CLASSIFICATION FOR TWO PARCELS OF VACANT LAND AT VALLEY
BOULEVARD AND OLD VALLEY BOULEVARD IDENTIFIED AS
ASSESSOR’S PARCEL NUMBERS 8247-032-900 AND 8247-032-024 FROM
COMMERCIAL-MANUFACTURING TO OPEN SPACE
BACKGROUND/DISCUSSION
At the City Council meeting of August 13, 2024, a Public Hearing was held, and Ordinance 24- 987 was introduced for its first reading. This ordinance proposes to change the zone classification for two vacant parcels of land at Valley Boulevard and Old Valley Boulevard (Assessor's Parcel Numbers 8247-032-900 and 8247-032-024) from Commercial-Manufacturing (CM) to Open Space (OS). Additionally, the City Council adopted Resolution No. 24-5890, approved General Plan Amendment No. 24-01 to change the land use designation for the same parcels of land from Business Employment to Open Space-Public.
The Property is situated at the southeast corner of Old Valley Boulevard and Valley Boulevard, with an irregular shape and spans approximately 54,676 square feet (1.25 acres) in lot area. The parcels are identified as APN 8247-032-900 which is currently owned by the City and APN 8247- 032-024 which consists of the previously vacated portion of Old Valley Boulevard. The Los Angeles County Assessor’s Office just recently created this parcel which there is no owner of record shown per the Los Angeles County Assessor’s Office. The City’s recent acquisition of the parcel has opened opportunities for creating additional open space opportunities in the City.
Planning Commission Consideration/Action
At the Planning Commission meeting on July 16, 2024, a public hearing was held to discuss the proposed Municipal Code and General Plan Amendments affecting the land use designation and zoning classification of the Subject Property. After the hearing, the Planning Commission adopted Resolution No. 24-1581, recommending that the City Council approve a change in land use designation from Business Employment to Open Space-Public and adopt an ordinance to reclassify the zoning from Commercial-Manufacturing to Open Space.

AGENDA REPORT
Agenda Report: Second Reading – Ordinance Regarding MCA 24-01 For Meeting of September 10, 2024
ENVIRONMENTAL COMPLIANCE
Staff has assessed the project for compliance with the California Environmental Quality Act (CEQA) and determined that it qualifies for an exemption under Section 15061(b)(3) of the CEQA Guidelines. This 'common sense' exemption applies to activities where it can be clearly demonstrated that there is no possibility of a significant effect on the environment. As stated in the guidelines, CEQA is intended to apply only to projects that could potentially cause significant environmental impacts. In this instance, the proposed project, which involves a General Plan Amendment and Municipal Code Amendment, will not lead to any changes in the existing physical environment. Consequently, no substantial modifications to the physical environment will result from its adoption. Therefore, the project meets the criteria for exemption under CEQA.
It is recommended that the City Council adopt the common sense exemption and direct staff to file the Notice of Exemption as required by law.
FISCAL IMPACT
None.

SUBJECT: CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR
THE PEDESTRIAN HYBRID SIGNAL (HAWK) INSTALLATION ON
HACIENDA BOULEVARD AT PRICHARD STREET
BACKGROUND
On July 25, 2023, the City Council awarded a construction contract to Elecnor Belco Electric, Inc. in the amount of $247,286 to complete the Pedestrian Hybrid Signal (HAWK) Installation on Hacienda Boulevard at Prichard Street Project (“Project”). The contract award also included a 10 percent contingency of $24,729 to cover any quantity adjustments and/or unforeseen construction items.
DISCUSSION
On May 8, 2024, Elecnor Belco commenced work on the Project and the Project was completed on July 18, 2024. The Project involved the removal of the rectangular rapid flashing beacons at the crosswalk on Hacienda Boulevard at Prichard Street and replacement with a new HAWK Signal to improve the visibility and safety of pedestrians crossing the street. The work included installation of a controller cabinet, pedestrian crossing signs and pavement markings, and electrical service connection.
The contractor’s bid price for this Project was $247,286. During construction, there were no change orders; so the total construction cost for this project was $247,286 which was the original contract amount.
FISCAL IMPACT
The Fiscal Year 2023-2024 Capital Improvement Project budget included $305,000 in Measure M funds for this Project.
The original bid schedule for construction of this Project totaled $247,286. The project contingency of $24,729 was not needed due to no change order work for this project. The associated project costs for construction management and inspection was $10,491 for a total project cost of $257,777. Hence, the project was completed within budget.

AGENDA ITEM NO. D-6
To: Mayor and City Council For meeting of: September 10, 2024 From: Bob Lindsey, City Manager
By: Martha Torres, MPA, City Clerk
SUBJECT: CONSIDERATION OF A RESOLUTION RESCINDING RESOLUTION NO. 22- 5755 AND ADOPTING AN AMENDED CONFLICT OF INTEREST CODE
CONTAINING REVISED DESIGNATED POSITIONS AND DISCLOSURE
CATEGORIES
BACKGROUND/DISCUSSION
Pursuant to the Political Reform Act (“the Act”), every government agency must adopt a Conflict of Interest Code (“COI Code”) which identifies those public officials, employees and consultants who are required to file Statements of Economic Interests (FPPC Form 700) and sets forth what financial interests they must disclose. The COI Code must list those positions in the City which are involved in the making, or participate in making, governmental decisions that may foreseeably have a material effect on the financial interest of the enumerated position.
The Act requires that local governments review their COI Code biennially (each even numbered year) and make amendments, if necessary, to reflect the creation of new positions, deletion of positions and changes in titles. Before October 1, 2024, the City Clerk will file with the City Council a biennial notice (Attachment “A”) indicating whether the COI Code requires amendments and the nature of the amendments. All revisions to the City’s Conflict of Interest Code must be approved by the City Council.
The following revisions are recommended to the COI Code to reflect new positions previously approved by the City Council and the deletion of positions which are no longer necessary:
1. Add “Chief/Director of Public Safety”
2. Add “Planning Manager”
3. Add “Community Outreach Program Supervisor”
4. Add “Concession and Event Supervisor”
FISCAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 24-5896 rescinding Resolution No. 22-5755 and approving the City’s amended Conflict of Interest Code.

AGENDA ITEM NO. D-7
To: Mayor and City Council For meeting of: September 10, 2024 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Steve Overstreet, Communication/Information Technology Analyst SUBJECT: CONSIDERATION OF APPROVAL OF A PURCHASE ORDER CONTRACT WITH
CDW-G FOR THE PURCHASE AND INSTALLATION OF AUDIO AND VIDEO
EQUIPMENT FOR THE COUNCIL CHAMBERS AND CONFERENCE ROOM AT THE LA PUENTE CITY HALL IN THE AMOUNT OF $252,247.00
BACKGROUND/DISCUSSION
Over the past five years, including during the pandemic, City staff have continually adapted and upgraded the technology supporting City Council meetings. We have updated the outdated 1980s sound system, improved network infrastructure, repaired and maintained the microphone system, and installed video conferencing capabilities in both the council chambers and conference room. While these improvements have met immediate needs, they have become increasingly difficult and time-consuming to manage. Upgrading the technology in the council chamber and conference room will streamline operations, reduce staff workload, and minimize errors, resulting in a more efficient and seamless meeting experience for both in-person and online participants, enhancing the experience for La Puente residents.
City Staff is recommending the purchase and installation of audio and video equipment to be installed in the City of La Puente City Hall council chambers and conference room. The improvements will include new large monitors, speakers, camera installations, new video & audio control systems, and an all-new unified control console so that the City Clerk has full control of all audio and visual systems from a single digital interface. This control interface will create an efficient and single point of operational control over the meetings conduct and flow.
The audio and video equipment and installation will be awarded through a competitively bid contract (Master Contract #121923-CDW) by Sourcewell (formerly the National Joint Powers Alliance).
Sourcewell is a public agency service cooperative that serves over 50,000 members. Through national solicitations, they provide the opportunity for members to purchase through nationally leveraged, competitively bid contracts. Sourcewell contracts offer a multitude of products, equipment, and services to government agencies and non-profit entities. The City of La Puente is a member of Sourcewell and has used Sourcewell contracts in the past. Section 2.20.090 (e) of the La Puente Municipal Code authorizes the City to participate in cooperative purchasing plans or programs such as Sourcewell.
Delivery of the audio and video equipment is expected to take six to eight weeks from the date the purchase order contract is signed. The subsequent installation will take approximately two to three weeks.
City of La Puente
AGENDA REPORT
Agenda Report: Approval of Purchase Order Contract for A/V Equipment for Council Chambers For meeting of: September 10, 2024
FISCAL IMPACT
The total purchase price for the audio and video equipment and installation, including tax, delivery, and license is $ 252,247.00 (Attachment A). Included in the 2024/2025 Capital Improvement Program was $300,000.00 that was set aside for the council chamber renovation from the General Fund.
RECOMMENDATION
It is recommended that the City Council: (1) approve the purchase order contract with CDWG for the purchase and installation of audio and video equipment for the council chambers at La Puente City Hall; (2) authorize the City Manager to execute, on behalf of the City, all documents necessary to effectuate this action.
