AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: December 10, 2024 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
Rey Alfonso, City Engineer
SUBJECT: CONSIDERATION OF RELEASE OF BONDS FOR PARCEL MAP NO. 82347 LOCATED AT 658 DEL VALLE AVENUE – VW3 LLC
BACKGROUND
On April 2, 2019, the Planning Commission adopted Resolution No. 19-1529 approving Tentative Tract Map No. 82347 to subdivide a 0.43 acre lot for the development of three detached, single story, single family homes (“Project”) located at 658 Del Valle Avenue. The resolution established Conditions of Approval for the Project that required the developer to complete or bond for public improvements prior to recordation of the Final Parcel Map.
On October 25, 2022, the City Council approved Final Parcel Map No. 82347 for recordation, and also approved the execution of a Subdivision Improvement Agreement allowing the developer to bond for and complete the off-site public improvements after the recordation of the Final Parcel Map.
DISCUSSION
In accordance with the Conditions of Approval for Tentative Parcel Map No. 82347 approved by the City Council, the developer, VW3 LLC, was required to construct public improvements that included a new driveway approach, curb and gutter, sidewalk, and parkway drain, and installation of survey monuments.
The project site is located along the east side of Del Valle Avenue approximately 550 feet north of Temple Avenue. The Conditions of Approval required the developer to either complete or bond for the public improvements prior to recordation of the final parcel map. The cost of the public improvements was estimated at $26,317.50. In lieu of bonds, the developer opted to submit a cash deposit and execute a Subdivision Improvement Agreement; so that the public improvements can be constructed after the recordation of the final parcel map, and prior to selling any of the new homes.
In accordance with the Subdivision Improvement Agreement guaranteeing the installation of the public improvements, the developer provided a cash deposit totaling $59,214.38 to cover the cost of a Faithful Performance Bond in the amount of $26,317.50; Material and Labor Bond in the amount of $26,317.50; and Warranty Bond in the amount of $6,579.38.

Notice of Exemption (NOE)
15900 E. Main Street
The City of La Puente (“La Puente”), as the Lead Agency under the California Environmental Quality Act (“CEQA”), proposes to revitalize an existing open space area within the City Hall grounds, transforming it into a Veterans Memorial Park (“Project”).
Project Location
La Puente City Hall is located at 15900 E. Main Street, La Puente, CA 91744. The proposed area is located on the west side of the City Hall grounds, between Central Avenue and Main Street and encompasses approximately 19,763 square feet.
Description of Project
The Project aims to transform an existing open space area at City Hall into a Veterans Memorial Park, honoring veterans' service and sacrifice to the Country. The design will create a peaceful environment with key features such as a Wall of Honor, a statue, a Service Wall, a Memorial Timeline, a Great Lawn, entry sign, service flags, and pathways. The park will also include green spaces, seating, and landscaping to promote a special sense of place and respect. This Project will provide a functional and meaningful space for reflection, remembrance, and appreciation.
Reasons why Project is exempt
The proposed Project involves the renovation, reuse, and rehabilitation of an existing open space area at City Hall, enhancing it into a space to honor veterans.
The Project is categorically exempt from the California Environmental Quality Act under CEQA Guidelines Section 15301: Class 1 – Existing Facilities. This exemption applies because the Project involves repair, rehabilitation, and maintenance activities with no expansion of the current use or footprint. Class 1 exemptions specifically pertain to the operation, repair, maintenance, or minor alterations of existing public or private structures and facilities, where there is negligible or no expansion of the existing use or capacity.
The subject property, an existing open space area, is in need of rehabilitation and improvement and will be altered into a Veterans Memorial Park. While the function of the space will remain as open space for recreational purposes, the Project will enhance and restore the area to improve its accessibility, aesthetics, and historical significance. Importantly, the Project will not introduce any new uses or increase the intensity of activities, but rather aims to modernize and enhance the existing facilities to better serve the community.
Therefore, the proposed work primarily constitutes renovation and restoration of the existing City Hall grounds, aligning with the Class 1 exemption under CEQA for projects that involve minor alterations or improvements to existing facilities.
The Project is also categorically exempt under Section 15302: Class 2 – Replacement or Reconstruction. This exemption applies because the Project involves replacing and reconstructing the existing exterior facility without expanding the current use or capacity. 3 NOE Exhibit B
The subject property, currently an underutilized open space area, is in need of rehabilitation and will be improved as a Veterans Memorial Park. The Project aims to revitalize the area while preserving its core function as an open space for community recreation, gathering and reflection.
The transformation will include the replacement of outdated landscaping with more sustainable and aesthetically appealing plantings, the reconstruction of hardscape areas and walkways to enhance accessibility, and the incorporation of modern amenities to better accommodate visitors.
All improvements will be designed with a focus on ensuring universal access, safety, and functionality.
Importantly, the Project will not introduce new uses or increase the intensity of activities within the space. Instead, the focus will be on enhancing and modernizing the existing infrastructure to improve its quality and usability. The primary objective is to create a meaningful and respectful environment that both honors veterans and serves the broader community’s recreational and cultural needs. These improvements aim to foster an inviting, accessible setting that encourages community engagement while supporting the long-term preservation of the park’s historical significance.
Therefore, the proposed work aligns with the Class 2 exemption under CEQA for projects involving the replacement or reconstruction of existing facilities, which include minor alterations or improvements that do not expand the use or capacity of the site. The Project will primarily involve the replacement and reconstruction of the City Hall grounds, ensuring both improved functionality and preservation of the area’s cultural value.
The Project is also categorically exempt under Section 15304: Class 4 – Minor Alterations to Land.
This exemption applies because the Project involves minor public alterations to land and vegetation that do not require the removal of healthy, mature, or scenic trees.
The subject property, currently an underutilized public open space area, is in need of rehabilitation and will be modified into a Veterans Memorial Park. While the space will continue to serve as open space for recreational purposes, the Project will make minor alterations to the area’s landscaping. These alterations will include the introduction of water-efficient drought tolerant plants and other sustainable landscaping improvements to enhance the space’s aesthetic and environmental value.
Therefore, the proposed work aligns with the Class 4 exemption under CEQA, as it involves minor changes to the existing landscape that improves the site’s sustainability, without disturbing healthy, mature, or scenic trees. The Project will enhance the property while preserving its environmental and visual integrity.
The Project is also categorically exempt under the CEQA Guidelines Section 15311: Class 11 – Accessory Structures. This exemption applies because the Project involves the construction or replacement of minor structures accessory to existing public facilities. Specifically, Class 11 exemptions apply to on-premises signs, statues, monuments, service flags, and benches designed for public use.
The subject property, currently an existing open space area, requires rehabilitation and will be improved as a Veterans Memorial Park. While the space will continue to serve as open space for recreational purposes, the Project will enhance the area by upgrading the existing signage and installing new veteran memorial features, such as a Wall of Honor, a statue, a Service Wall, a Memorial Timeline, an entry sign, and service flags. These additions will not introduce new uses 4 NOE Exhibit B
or increase the intensity of activities, but instead focus on modernizing and enriching the existing facilities to better serve the community.
Therefore, the proposed work aligns with the Class 11 exemption under CEQA, as it involves the replacement of existing signage and the construction of new memorial features, all of which are accessory structures that complement the existing City Hall grounds.
The proposed Project will not result in significant environmental impacts and is exempt from further review under the conditions in Article 19. Therefore, the application of Class 1, Class 2, Class 4, and Class 11 categorical exemptions are appropriate for the proposed Project. The proposed Project does not have the potential to trigger any of the exceptions identified in CEQA Guidelines §15300.2. Consequently, as documented below, the proposed Project is exempt from further CEQA review.
(a) Location. The Project site has not been designated as a biologically sensitive site or a location and does not contain sensitive resources or habitat that will be impacted by the Project. The Project will occur on an existing public open space that is located within an urban setting, where the surrounding area is developed and does not include environmentally sensitive features.
(b) Cumulative Impact. The Project will be expected to result in significant cumulative environmental impacts. There are no known successive projects of the same type or scale planned for the site.
(c) Significant Effect. The proposed Project is located within a disturbed, urbanized area in La Puente. It will involve the removal of existing vegetation, which will be replaced with waterefficient plantings and other sustainable landscaping improvements, while preserving the existing mature trees. The Project will also enhance the site by upgrading existing signage and installing new veteran memorial features, such as a Wall of Honor, statue, Service Wall, Memorial Timeline, entry sign, and service flags. Given the nature of the Project and its location, there is no reasonable possibility that it would have a significant environmental impact due to unusual circumstances. Therefore, this exception does not apply to the Project. (d) Scenic Highways. The Project is located entirely within La Puente and will not impact any scenic highways. Therefore, there will be no effect on scenic highways, and this exception does not apply to the Project.
(e) Hazardous Waste Sites. The Project is located within an existing public open space, which is not on any list of hazardous waste sites. Therefore, this exception does not apply to the Project.
(f) Historical Resources. The Project site has not been identified as a historic resource by local or state agencies, nor has it been determined eligible for listing in the National Register of Historic Places, the California Register of Historical Resources, or any local register.
Additionally, the site was not identified as a potential historic resource based on the City’s HistoricPlacesLA database. The Project will retain the current use of the public open space, with the proposed work focusing on the renovation, reuse, and rehabilitation of the existing City Hall grounds, transforming it into a dedicated Veterans Memorial Park. Given these factors, the Project will not result in a substantial adverse change to the significance of any historic resource, and this exception does not apply.

AGENDA ITEM NO. D-5
To: Mayor and City Council For meeting of: December 10, 2024 From: Robert Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Alex Merkel Medina, Finance Manager
SUBJECT: CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT BETWEEN
THE CITY OF LA PUENTE AND GOODWILL SOUTHERN CALIFORNIA FOR
YOUTH WRAP AROUND SERVICES
BACKGROUND
In April 2024, the City was awarded the California Volunteers grant from the Governor’s Office of Planning and Research. This grant, in the amount of $2,000,000, is intended for youth workforce development. The goal of the program is to provide meaningful work experience to youth between the ages of 18 and 30 in the local community. For the second iteration of the program, the City is employing all sixty-five (65) participants directly within diverse assignment areas including maintenance/public works, recreation, foodservice, and office administration. A secondary requirement of the grant is that the grantee provide program participants with “wrap around” services.
These are supportive services that include case management, training and education, job placement, and connecting youth with resources in the areas of housing, public benefits, and other offerings. Staff determined that procuring a third-party provider would be the most efficient way to integrate this specialized service into the program.
DISCUSSION
Pursuant to section 2.20.090(f) of the La Puente Municipal Code, professional services are exempted from competitive bidding procedures. However, in order to obtain the most qualified service provider at the best value for the City, staff issued a Request for Proposals (“RFP”) on November 14, 2024.
Having received no responsive proposals by the RFP deadline, staff entered into direct negotiations with Goodwill Southern California (“Goodwill”), a local social services provider previously contracted by the City in 2022 during the first phase of its youth workforce development program. Goodwill submitted a proposal in an amount not-to-exceed $250,000 for a scope of services encompassing full wrap around services for sixty-five (65) youth. This amount falls within the wrap around services budget line item set forth in the standard agreement for the California Volunteers grant.
FISCAL IMPACT
The contract provides for payment in an amount not-to-exceed $250,000. This amount is entirely reimbursable through a state grant, and results in no budgetary impact on the General Fund.

(d) Consultant acknowledges that the funding source for all payments made under this Agreement is a State of California grant, and that any expenses disallowed or declared ineligible by the funding authority may be subject to repayment by Consultant.

Upon receipt of said notice, the Consultant shall immediately cease all work under this Agreement, unless the notice provides otherwise. Upon termination of the Agreement pursuant to this Section, the Consultant shall submit an invoice to the City pursuant to Section 4 of this Agreement.

(b) Upon completion of, or in the event of termination or suspension of this Agreement, all original documents, designs, drawings, maps, models, computer files, surveys, notes, and other documents prepared in the course of providing the services to be performed pursuant to this Agreement shall become the sole property of the City and may be used, reused, or otherwise disposed of by the City without the permission of the Consultant. With respect to computer files, Consultant shall make available to the City, at the Consultant’s office, and upon reasonable written request by the City, the necessary computer software and hardware for purposes of accessing, compiling, transferring, copying and/or printing computer files. Consultant hereby
grants to City all right, title, and interest, including any copyright, in and to the documents, designs, drawings, maps, models, computer files, surveys, notes, and other documents prepared by Consultant in the course of providing the services under this Agreement excluding Consultants standard details, standard specifications and calculations. All reports, documents, or other written material developed by Consultant in the performance of the Services pursuant to this Agreement, shall be and remain the property of the City.
7. INDEMNIFICATION
(a) Indemnity for professional liability
When the law establishes a professional standard of care for Consultant’s Services, to the fullest extent permitted by law, Consultant shall indemnify, protect, defend and hold harmless the City and any and all of its officials, employees and agents (“Indemnified Parties”) from and against any and all losses, liabilities, damages, costs and expenses, including legal counsel’s fees and costs caused in whole or in part by any negligent or wrongful act, error or omission of Consultant, its officers, agents, employees or Subconsultants (or any agency or individual that Consultant shall bear the legal liability thereof) in the performance of professional services under this Agreement.
(b) Indemnity for other than professional liability
Other than in the performance of professional services and to the full extent permitted by law, Consultant shall indemnify, defend and hold harmless City, and any and all of its employees, officials and agents from and against any liability (including liability for claims, suits, actions, arbitration proceedings, administrative proceedings, regulatory proceedings, losses, expenses or costs of any kind, whether actual, alleged or threatened, including legal counsel fees and costs, court costs, interest, defense costs, and expert witness fees), where the same arise out of, are a consequence of, or are in any way attributable to, in whole or in part, the performance of this Agreement by Consultant or by any individual or agency for which Consultant is legally liable, including but not limited to officers, agents, employees or subcontractors of Consultant.
(c) Duty to Defend
In the event the City, its officers, employees, agents and/or volunteers are made a party to any action, claim, lawsuit, or other adversarial proceeding arising from the performance of the services encompassed by this Agreement, and upon demand by City, Consultant shall reimburse the City for its costs of defense, including reasonable attorney’s fees and costs incurred in the defense of such matters in an amount that is proportionate to the finding of liability against Consultant.
Payment by City is not a condition precedent to enforcement of this indemnity.
8. INSURANCE
Consultant shall maintain prior to the beginning of and for the duration of this Agreement insurance coverage as specified in Exhibit C attached hereto and incorporated herein by reference.
9. INDEPENDENT CONSULTANT
(a) Consultant is and shall at all times remain as to the City a wholly independent consultant and/or independent contractor. The personnel performing the services under this Agreement on behalf of Consultant shall at all times be under Consultants exclusive direction and control. Neither City nor any of its officers, employees, or agents shall have control over the conduct of Consultant or any of Consultant’s officers, employees, or agents, except as set forth in this Agreement. Consultant shall not at any time or in any manner represent that it or any of its officers, employees, or agents are in any manner officers, employees, or agents of the City.
Consultant shall not incur or have the power to incur any debt, obligation, or liability whatever against the City, or bind the City in any manner.
(b) No employee benefits shall be available to Consultant in connection with the performance of this Agreement. Except for the fees paid to Consultant as provided in the Agreement, City shall not pay salaries, wages, or other compensation to Consultant for performing services hereunder for City. City shall not be liable for compensation or indemnification to Consultant for injury or sickness arising out of performing services hereunder.
10. LEGAL RESPONSIBILITIES
The Consultant shall keep itself informed of State and Federal laws and regulations which in any manner affect those employed by it or in any way affect the performance of its service pursuant to this Agreement. The Consultant shall at all times observe and comply with all such laws and regulations. The City, and its officers and employees, shall not be liable at law or in equity occasioned by failure of the Consultant to comply with this Section.
11. UNDUE INFLUENCE
Consultant declares and warrants that no undue influence or pressure was used against or in concert with any officer or employee of the City in connection with the award, terms or implementation of this Agreement, including any method of coercion, confidential financial arrangement, or financial inducement. No officer or employee of the City has or will receive compensation, directly or indirectly, from Consultant, or from any officer, employee or agent of Consultant, in connection with the award of this Agreement or any work to be conducted as a result of this Agreement. Violation of this Section shall be a material breach of this Agreement entitling the City to any and all remedies at law or in equity.

(b) Consultant shall promptly notify City should Consultant, its officers, employees, agents, or subconsultants be served with any summons, complaint, subpoena, notice of deposition, request for documents, interrogatories, request for admissions, or other discovery request (“Discovery”), court order, or subpoena from any person or party regarding this Agreement and the work performed there under or with respect to any project or property located within the City, unless Consultant is prohibited by law from informing the City of such Discovery, court order or subpoena. City retains the right, but has no obligation, to represent Consultant and/or be present at any deposition, hearing, or similar proceeding as allowed by law. Unless City is a party to the lawsuit, arbitration, or administrative proceeding and is adverse to Consultant in such proceeding, Consultant agrees to cooperate fully with the City and to provide the opportunity to review any response to discovery requests provided by Consultant. However, City's right to review any such response does not imply or mean the right by City to control, direct, or rewrite said response.

18. SEVERABILITY
If any term or provision of this Agreement or the application thereof to any person or circumstance shall, to any extent, be invalid or unenforceable, then such term or provision shall be amended to, and solely to, the extent necessary to cure such invalidity or unenforceability, and in its amended form shall be enforceable. In such event, the remainder of this Agreement, or the application of such term or provision to persons or circumstances other than those as to which it is held invalid or unenforceable, shall not be affected thereby, and each term and provision of this Agreement shall be valid and be enforced to the fullest extent permitted by law.
19. COUNTERPARTS

Each right, power and remedy provided for herein or now or hereafter existing at law, in equity, by statute, or otherwise shall be cumulative and shall be in addition to every other right, power, or remedy provided for herein or now or hereafter existing at law, in equity, by statute, or otherwise. The exercise, the commencement of the exercise, or the forbearance of the exercise by any party of any one or more of such rights, powers or remedies shall not preclude the simultaneous or later exercise by such party of any of all of such other rights, powers or remedies.

a) Introduction
To Whom it Concerns:
Since 1916, Goodwill Southern California has been at the forefront of creating employment opportunities for the most vulnerable job seekers. Founded by Katherine Higgins in Los Angeles, Goodwill Southern California has focused on inclusion and equity from its inception. In 1928, the organization’s service area expanded into Riverside and San Bernardino counties.
Goodwill Southern California provides career and support services to a racially diverse population (79% people of color) from a threecounty area of more than 30,000 square miles, which includes 8 employment centers and a large social enterprise network, including more than 80 retail stores. We are proud to be one of the world’s most recognized nonprofit brands, scoring the number one spot twice on the World Value Index, and one of the largest nonprofit organizations in Southern California, with over 3200 employees.
In the enclosed request for funding, we are proposing to partner with the City of La Puente to provide robust Case Management and Wraparound Services to 65 La Puente youth ages 18-30 in 2025-2026. This will be Goodwill Southern California’s second year serving the youth of the City of La Puente, after over a century of connecting individuals in the local area to stable, sustainable, longterm employment through our Wraparound Service and employer networks.
Our program address for the proposed program site is:
15010 Badillo St.
Baldwin Park, CA 91706
We are eager to continue and grow our productive partnership with the city of La Puente to ensure success for its promising youth workforce.

PROPOSAL
YOUTH WORKFORCE DEVELOPMENT PROGRAM
WRAP-AROUND SERVICES
1 From March 2023 through March 2024, Goodwill Southern California conducted a highly successful CaliforniansForAll Youth Workforce Development Program for 35 youth ages 18-26 in partnership with the city of La Puente. Thanks to the generous funding provided by the city, Goodwill staff were able to offer the participants 900 paid work experience hours and ample job shadowing opportunities, as well as wraparound services including transportation, housing support, educational support, groceries and more. To build upon these successes and focus on the importance of wraparound services to ensuring career success for at-risk youth, Goodwill Southern California gratefully requests $250,000 from the City of La Puente. This funding will allow us to provide case management and wraparound services (also known as “supportive services”) to 65 local individuals in 2025-2026.
Goodwill Southern California has a remarkable history of transforming lives through workforce development, making it one of the most impactful organizations of its kind not only in the region, but in the entire country. Last year, we provided 32,616 services to individuals and placed 7,835 into jobs.
With over a century of service to the region and our excellent track record in the CaliforniansForAll Youth Workforce Development Program, Goodwill Southern California is well-positioned to deliver comprehensive wrap-around services for the City of La Puente and build upon last year’s successes.
In fact, last year’s program was so high-achieving that over 75% of program participants found permanent, full-time positions in fulfilling careers well before their 900 hours of work experience had even run its course. Today, these program graduates continue to thrive and advance in their new careers, having found stable, well-paying jobs that feature clear pathways for advancement. Says program participant Matthew: “My experience with the Goodwill Youth Department was incredibly positive. During my time there, I gained valuable skills that supported my continued career search in the water utilities field. I'm truly grateful for the opportunities they provided to youth in my area. “ Goodwill, like its partner the City of La Puente, understands that placing people into jobs is not enough on its own. Wraparound services are crucial to ensuring that people placed in long-term career pathways have the additional resources and support to succeed in these careers. These services will also address barriers specific to youth who are justice-involved or transitioning from foster care.
Wraparound services that we have provided, and will continue to provide are:
- Groceries
- Transportation – not only public transit fare, but also car repair assistance, gas assistance. We even bought a participant a scooter!
- Computers
- Housing assistance
- Healthcare and dental - provided through Hacienda La Puente adult school, enabling them to focus on personal and professional growth.
PROPOSAL
YOUTH WORKFORCE DEVELOPMENT PROGRAM
WRAP-AROUND SERVICES
2 - Education and coursework through Rio Hondo College, Mount San Antonio College and Hacienda La Puente Adult School.
- Nutrition and health services – via referral to ENKI health services.
Additional wraparound services that we can provide with the full $250,000 grant award include:
- Life skills sessions: financial literacy, time management, and personal resilience. - Lyft Concierge and Uber Impact will increase our participants’ transportation options and mobility. Lyft Concierge and Uber Impact are features within both rideshare companies’ business platforms that allows Goodwill to book rides on behalf of others. This service is often used to arrange transportation for clients who may not have access to the Lyft app or need assistance with scheduling a ride. Uber Impact is a similar opportunity that we have added to our portfolio of services – Goodwill recently closed a deal with them last spring. - Coursework and Certificate Programs (e.g. Leadership, Accounting, Software Programming) from prestigious institutions across the nation provided by Verizon’s Ed X program. https://partnerships.edx.org/verizon?direct
- Substance abuse counseling – via referral to our partners at L.A. CADA - Hygiene kits
Goodwill maintains strong, long-standing relationships with local institutions including Rio Hondo College, Mount Saint Antonio College, La Puente Valley Community Mental Health Center, ENKI health services in La Puente, L.A. CADA, Hacienda La Puente Adult Education Campus, and many more. We are also proud to introduce innovative, cutting-edge partnerships to support our youth workforce development programs year after year -- such as a new multi-million dollar opportunity provided by Verizon’s EdX that will provide Goodwill’s workforce development participants with thousands of free classes and free tuition for degree certificate programs at hundreds of Universities nationwide.
Goodwill Southern California has 100 years of experience ensuring that at-risk individuals have the resources they need to excel in high-growth, in-demand industries. Therefore, we firmly believe that we have the track record, organizational capacity, fiscal responsibility, and heart required to dramatically increase the wraparound services offered to 65 individuals.
We at Goodwill Southern California firmly believe that our Partnership with the City of La Puente is a shining example of our mission and what we do best: “Transforming Lives Through the Power of Work.” With your support, we can build bridges for the Youth of La Puente that connect them to the jobs they need, and prepare them for the successful careers they deserve.
Thank you for your consideration.

Success Stories - 1
THREE SUCCESS STORIES
We at Goodwill Southern California are extremely proud of all of our participants who successfully completed our La Puente Youth Workforce Development Program in 2023-2024 and benefitted from Wrap-around services during that time. Here are just 3 out of our many success stories. We hope you are as moved as we are by these stories, and hope for many more to come.
Matthew Pooler was referred to Goodwill Southern California by the City of La Puente Valley County Water District. Initially, he was unfamiliar with the services we offer and expressed some confusion about the agency and its programs. His file was transferred to a Career Service Specialist for further assistance.
Matthew’s parents were initially skeptical about him participating in the program, as they too were unaware of America’s Job Centers. They preferred that Matthew pursue a college education, but he had other plans for his future. One of his goals was to open a personal bank account, which he accomplished when he received his first paycheck.
Matthew was given the opportunity to work with the City of La Puente Valley County Water District in a Field Operations role. He was granted 200 hours of Paid Work Experience and was thrilled to begin, as this was his first job. Over the course of three months, Matthew made remarkable strides in his independence, developing both his practical skills and social abilities. His rapid progress is a testament to his hard work and determination.
Thanks to his success in the program, Matthew has secured permanent employment with the City of La Puente Valley County Water District.
“My experience with the Goodwill Youth Department was incredibly positive. During my time there, I gained valuable skills that supported my continued career search in the water utilities field. I'm truly grateful for the opportunities they provided to youth in my area. I had the privilege of working closely with Norma Gonzalez, my Case Manager, who guided me throughout the process. I highly recommend this program to any young person in need of support, just as I did.’ – Matthew Pooler

Success Stories - 2
Jennifer Duarte participated in the California for All program, successfully completing 900 worktraining hours. Throughout her time in the program, she received wraparound services that supported her continued participation, helped her assist her family with bills and food, and enabled her to finish the program successfully.
In her role, Jennifer demonstrated exceptional attention to detail, ensuring accuracy and thoroughness in all aspects of her work. She also provided excellent service to both internal and external clients, contributing to a positive and efficient work environment.
As a result of her hard work, Jennifer was hired as an Intake Specialist and Clerical Support staff member, continuing to be an invaluable asset to our team. Her success is a testament to her growth within the Goodwill Southern California organization.
“I am incredibly grateful for this opportunity, which ultimately led me to employment as an Intake Specialist. I would like to give special thanks to my Case Managers, who supported me every step of the way on this journey.” - Jennifer Duarte ***
Anthony Castillo qualified for paid work experience through the Goodwill Southern California Youth Program, where he also received valuable assistance with supportive services. These services helped him gain experience in a new industry, expanding his skill set and providing an opportunity for personal growth.
Throughout the program, Anthony received support to help him pursue his education. He requested assistance with reimbursing class fees and purchasing textbooks to meet course requirements and complete his training. Additionally, he was provided with gas reimbursement, clothing, and groceries to ensure he could attend class without financial strain. These services were designed to make it easier for Anthony to focus on his education without facing unnecessary challenges.
Having completed all training modules, Anthony has signed up with the welder’s union for employment and is now eagerly awaiting the opportunity to begin his apprenticeship. “I was able to continue my education, which will allow me to provide for myself and my family.
Without this program, I’m not sure where I would be. I’m so thankful for this youth program.” – Anthony Castillo

Consultant hereby waives its own right of recovery against City, and shall require similar written express waivers and insurance clauses from each of its subconsultants.
Enforcement of contract provisions (non estoppel). Consultant acknowledges and agrees that any actual or alleged failure on the part of the City to inform Consultant of non-compliance with any requirement imposes no additional obligations on the Agency nor does it waive any rights hereunder.
Requirements not limiting. Requirements of specific coverage features or limits contained in this Section are not intended as a limitation on coverage, limits or other requirements, or a waiver of any coverage normally provided by any insurance. Specific reference to a given coverage feature is for purposes of clarification only as it pertains to a given issue and is not intended by any party or insured to be all inclusive, or to the exclusion of other coverage, or a waiver of any type. If the Consultant maintains higher limits than the minimums shown above, the City requires and shall be entitled to coverage for the higher limits maintained by the Consultant. Any available insurance proceeds in excess of the specified minimum limits of insurance and coverage shall be available to the City.
Notice of cancellation. Consultant agrees to oblige its insurance agent or broker and insurers to provide to City with a thirty (30) day notice of cancellation (except for nonpayment for which a ten (10) day notice is required) or nonrenewal of coverage for each required coverage.
Additional insured status. General liability policies shall provide or be endorsed to provide that City and its officers, officials, employees, and agents, and volunteers shall be additional insureds under such policies. This provision shall also apply to any excess liability policies.
Prohibition of undisclosed coverage limitations. None of the coverages required herein will be in compliance with these requirements if they include any limiting endorsement of any kind that has not been first submitted to City and approved of in writing.
Separation of Insureds. A severability of interests provision must apply for all additional insureds ensuring that Consultant’s insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the insurer’s limits of liability. The policy(ies) shall not contain any cross-liability exclusions.
Pass Through Clause. Consultant agrees to ensure that its subconsultants, subcontractors, and any other party involved with the project who is brought onto or involved in the project by Consultant, provide the same minimum insurance coverage and endorsements required of Consultant. Consultant agrees to monitor and review all such coverage and assumes all responsibility for ensuring that such coverage is provided in conformity with the requirements of this section. Consultant agrees that upon request, all agreements with consultants, subcontractors, and others engaged in the project will be submitted to City for review.
City’s right to revise specifications. The City reserves the right at any time during the term of the contract to change the amounts and types of insurance required by giving the Consultant ninety (90) days advance written notice of such change. If such change results in substantial additional cost to the Consultant, the City and Consultant may renegotiate Consultant’s compensation.
Self-insured retentions. Any self-insured retentions must be declared to and approved by the City. The City reserves the right to require that self-insured retentions be eliminated, lowered, or replaced by a deductible. Self-insurance will not be considered to comply with these specifications unless approved by the City.
Timely notice of claims. Consultant shall give the City prompt and timely notice of claims made or suits instituted that arise out of or result from Consultant’s performance under this Agreement, and that involve or may involve coverage under any of the required liability policies.
Additional insurance. Consultant shall also procure and maintain, at its own cost and expense, any additional kinds of insurance, which in its own judgment may be necessary for its proper protection and prosecution of the work.
