To: Mayor and City Council For meeting of: February 25, 2025 Via: Bob Lindsey, City Manager
By: Troy O. Grunklee, CPA, Director of Administrative Services SUBJECT: PRESENTATION OF JANUARY 2025 REQUISITION SUMMARY REPORT

BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for November and December 2024 periods.

DISCUSSION
City staff initiated eight (8) requisitions during the period totaling $67,039.00.

RECOMMENDATION
It is recommended that the City Council receive and file the requisition summary report for January 2025.

AGENDA REPORT
To: Mayor and City Council For meeting of: February 25, 2025 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services SUBJECT: PRESENTATION OF JANUARY 2025 INVESTMENT REPORTS __________________________________________________________________________________

BACKGROUND
This report presents the City’s investment portfolio for the periods of November and December 2024.

The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by the City Council on June 11, 2024.

The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.

The City follows the practice of pooling cash and investments for all funds under its direct control.

Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.

DISCUSSION
The Investment Report for January has been provided as an attachment for your review. Investment activity for the period is summarized as follows:

DATE TRANSACTION ASSET TYPE RATE AMOUNT
1/08/2025 Sale/Redemption US Government Obligation-Federal Home Loan Bank Bond (FHLB)

0.65% $375,000
AGENDA ITEM NO. D-3
January 2025 Investment Report
For Meeting of February 25, 2025

Page 2 ends

FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.

SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.

RECOMMENDATION
It is recommended that the City Council receive and file this report.

AGENDA ITEM NO. D-4
To: Mayor and City Council For meeting of: February 25, 2025 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Natalie Romo, Management Analyst
SUBJECT: CONSIDERATION OF A RESOLUTION RESCINDING RESOLUTION NO. 24-5882 AND AMENDING THE COMPREHENSIVE PERSONNEL SYSTEM FOR PARTTIME POSITIONS TO AUTHORIZING FUNDING FOR A PART-TIME

MAINTENANCE WORKER TURF SPECIALIST

BACKGROUND/DISCUSSION
The City of La Puente, on July 1st of each year, adopts salary resolutions for full-time and part-time employees to authorize positions and salary ranges to ensure adequate staffing for the fiscal year. On June 14, 2024, the City Council adopted Resolution No. 24-5882 establishing the number of authorized part-time positions and salary ranges for City employees.

At its May 10, 2022, City Council meeting, the City Council accepted the Notice of Completion (NOC) for the soccer field and skatepark boundary turf at La Puente Park. Since then, the soccer field has seen significant use by not only the residents of the community but also has allowed the City to have a soccer league for ages 10 and under.

Due to the heavy usage of the field, repairs are needed throughout the field especially near the goal areas. Additionally, the skatepark boundary turf is also in need of repairs due to skateboards as well as overall heavy traffic. City staff have determined the most cost-effective way to repair the field and the skatepark boundary turf is to hire part-time workers with turf maintenance experience and purchasing the supplies. Having employees on staff with this experience will allow the City to quickly address and repair areas of the soccer field and skatepark boundary turf.

FISCAL IMPACT
The cost for authorizing the Maintenance Worker P/T – Turf Specialist for the remainder of the fiscal year would be approximately $15,000 and would be funded used the Measure A Safe Parks funding (Fund 283). Since this project were funded utilizing Measure A funding, the City has a yearly allocation for Maintenance & Servicing (M&S).

AGENDA ITEM NO. E-1
To: Mayor and City Council For meeting of: February 25, 2025 From: Bob Lindsey, City Manager
By: Troy O. Grunklee, CPA, Director of Administrative Services SUBJECT: PRESENTATION OF JANUARY 2025 BUDGET SUMMARY REPORT

BACKGROUND
The City Council adopted the Fiscal Year 2024-2025 Budget and Capital Improvement Program on June 14, 2024. The attached report examines fiscal activity taking place in the month of October and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.

DISCUSSION
As of the end of January 2025, fifty-eight (58%) percent of the fiscal year has elapsed.

REVENUES
General Fund revenues to date have reached 44.9% of their annual budget, a very slight decrease over 45.8% at this point last fiscal year. Sales and Use Tax and Measure LP have picked up slightly from the previous month and only show a combined dollar value decrease of $48,000 from the previous year. Staff continue to be optimistic that with the opening of new businesses within the City that the second half of the fiscal year will finish stronger. Property Tax collections to date total $4,236,858, a 6% increase from the prior year. The Intergovernmental category skews high in FY 24/25 at 171.6% due to deferral of unearned grant revenue from the prior period as well as the City receiving a grant from Board of Supervisor Hilda Solis for City recreation programs. In aggregate of all funds, total revenue posted through the January 2025 period is $16,433,522 or 40.8% of budget.

EXPENDITURES
Operating expenditures have reached 52.6% to date in the General Fund, an increase over last fiscal year (44.5%). As mentioned in previous months, the General Government overage is driven by the “Legal Services-General” expense account, which has already expended 98% of its budget for the entire year. This is due to multiple cases at the beginning of the fiscal year that occurred as well as the use of outside counsel. The Administrative Services shows 83.2% of the total budget expended thus far due to one-time transfers to the debt services funds for bond principal and interest payments. With the exception of the above noted overages, all other City of La Puente
