SUBJECT: PRESENTATION OF FEBRUARY 2025 REQUISITION SUMMARY REPORT
BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for February 2025.
DISCUSSION
City staff initiated four (4) requisitions during the period totaling $45,130.00.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

SUBJECT: PRESENTATION OF FEBURARY 2025 INVESTMENT REPORTS __________________________________________________________________________________
BACKGROUND
This report presents the City’s investment portfolio for the periods of February 2025. The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by the City Council on June 11, 2024.
The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.
The City follows the practice of pooling cash and investments for all funds under its direct control.
Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.
DISCUSSION
The Investment Report for February has been provided as an attachment for your review. Investment activity for the period is summarized as follows:

AGENDA REPORT
February 2025 Investment Report
For Meeting of March 25, 2025
FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.
SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

AGENDA ITEM NO. D-4
To: Mayor and City Council For meeting of: March 25, 2025 From: Bob Lindsey, City Manager
By: John Di Mario, Development Services Director
Abraham Tellez, Planning Manager
SUBJECT: CONSIDERATION OF A LETTER AGREEMENT BETWEEN THE CITY OF
LA PUENTE AND THE SAN GABRIEL VALLEY COUNCIL OF
GOVERNMENTS FOR THE AFFORDABLE HOUSING INCUBATOR
PROGRAM TO ADDRESS PROGRAM 3 OF THE LA PUENTE HOUSING
ELEMENT
BACKGROUND
In December 2024 the City of La Puente (“City”) expressed interest in obtaining technical assistance from the San Gabriel Valley Council of Governments (“SGVCOG”) through their Affordable Housing Incubator Program to perform required code and general plan amendments addressing Program 3 of the La Puente 2021-2029 Certified Housing Element. A draft scope of work was submitted to SGVCOG in January 2025 that was used to create a mini-Request for Proposals. On February 18, 2025, the City received confirmation from SGVCOG that the Southern California Association of Governments ("SCAG") approved the scope of work to continue with the project.
SCAG is a Joint Powers Agency and a federally designated Metropolitan Planning Organization ("MPO") for Southern California. As an MPO, SCAG is primarily responsible for the development of a Regional Transportation Plan/Sustainable Communities Strategy for the counties of Imperial, Los Angeles, Orange, San Bernardino, Riverside, and Ventura.
SCAG is a recipient of $246 million of the State’s $300 million in Regional Early Action Planning 2.0 (“REAP 2.0”) funds. SGVCOG’s Affordable Housing Incubator Program to provide technical assistance to cities is funded by SCAG’s REAP 2.0 funds. The City’s miniRFP is currently being reviewed by a consultant bench. Upon submitting a proposal, a consultant from the bench will be selected by the SGVCOG and the City requiring no local match of funds from the City.
DISCUSSION
Provided as Attachment A is a Letter Agreement ("Agreement") between SGVCOG and the City to implement the project. The City’s project involves General Plan and Zoning Code Amendments that will encourage affordable housing by incorporating the following Housing Element commitments:
City of La Puente
AGENDA REPORT
Agenda Report: SGVCOG Letter Agreement for Affordable Housing Incubator Program For Meeting of: March 25, 2025
1. Establishing a Religious Congregational Sites Overlay program to allow by-right development of affordable housing to be integrated on site with existing religious facilities.
2. Requiring a minimum density of 20 units per acre and 16 units per site pursuant to California Government Code Section 65583.2, and addressing the City’s RHNA shortfall requiring at least 50 percent of the identified RHNA shortfall is met on residential only zoned sites or up to 100 percent of the identified RHNA shortfall is met on mixed-use sites if the mixed-use sites allow 100 percent of a development to be residential and requires a minimum of 50 percent of the square footage in a mixed-use development to be residential.
3. Requiring the replacement of units affordable to the same or lower income level as a condition of any development on nonvacant sites, consistent with State Density Bonus Law.
4. Requiring by-right approval of a housing development that includes 20 percent of the units as housing affordable to lower income households, on sites being used to meet the 6th cycle RHNA that represent “reuse sites” identified in the previous Housing Element.
Downtown sites in the La Puente Downtown Business District Specific Plan (DBD-SP) would have to be made subject to this requirement.
The City’s project will address Program 3 of its 2021-2029 (6th Cycle) certified Housing Element Update (“HEU”), while also addressing the City’s Regional Housing Needs Allocation (“RHNA”) encouraging housing development affordable to lower incomes.
Pursuant to State Housing Element law, the City was required to complete any rezone requirements, such as Program 3, to accommodate adequate sites by February 12, 2025.
However, due to the State’s Budget Proposal issues that resulted in uncertainties and delays in funding, including REAP 2.0 funds. Hence, the City was unable to find and utilize grants or technical assistance funded through REAP 2.0 until the State’s Budget was adopted. The City will be working diligently with SGVCOG’s team and the selected consultant to develop amendments to the City’s Zoning Code and General Plan in a timely manner.
FISCAL IMPACT
The City will receive technical assistance from the SGVCOG. No City funding is needed for this project.
RECOMMENDATION
It is recommended that the City Council: (1) approve the Letter Agreement with the San Gabriel Valley Council of Governments; and (2) authorize the City Manager to execute the Letter Agreement on behalf of the City.

By: John Di Mario, Development Services Director
SUBJECT: CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR
CONCRETE SLABS AND FOUNDATIONS AT VALLEY BOULEVARD AND
OLD VALLEY BOULEVARD
BACKGROUND
On August 13, 2024, the City Council awarded a contract to Towo Enterprise, Inc. (“TOWO”) in the amount of $125,000 to complete the pouring of two (2) 60 feet x 25 feet 4-inch thick concrete slabs for the future placement of two modular animal kennel structures.
DISCUSSION
TOWO commenced work on the Project on December 9, 2024 and the Project was completed on February 12, 2025.
The contractor’s cost proposal for this Project was $125,000 and the work was completed with just one slight change order adjustment of $503.69 due to a discrepancy in the contract documents that affected the bond premium.
FISCAL IMPACT
Funding for this Project was available in the Fiscal Year 2024-24 Capital Improvement Program budget from the General Fund. The total project cost was $125,503.69.
RECOMMENDATION
It is recommended that the City Council: (1) accept the project as complete; and (2) authorize the City Clerk to execute the Notice of Completion.

SUBJECT: PRESENTATION OF FEBRUARY 2025 BUDGET REPORT
BACKGROUND
The City Council adopted the Fiscal Year 2024-2025 Budget and Capital Improvement Program on June 14, 2024. The attached report examines fiscal activity taking place in the month of February and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.
DISCUSSION
As of the end of February 2025, about sixty-six (66%) percent of the fiscal year has elapsed.
REVENUES
General Fund revenues to date have reached 51.4% of their annual budget, a very slight decrease over 52.7% at this point last fiscal year. Sales and Use Tax and Measure LP only show a nominal decrease of approximately $8,000 from the previous year. Property Tax collections to date total $4,328,355, a 6% increase from the prior year. The Intergovernmental category skews high in FY 24/25 at 171.6% due to deferral of unearned grant revenue from the prior period as well as the City receiving a grant from Board of Supervisor Hilda Solis for City recreation programs. In aggregate of all funds, total revenue posted through the February 2025 period is $18,323,707 or
45.5% of budget.
EXPENDITURES
Operating expenditures have reached 59.8% to date in the General Fund, an increase over last fiscal year (51.5%). As mentioned in previous months, the General Government overage is driven by the “Legal Services-General” expense account, this is due to multiple cases at the beginning of the fiscal year that occurred as well as the use of outside counsel. The Administrative Services shows 86.9% of the total budget expended thus far due to one-time transfers to the debt services funds for bond principal and interest payments. In aggregate of all funds, 55.9% of the agency budget for FY 24/25 has been expended, an increase in comparison to 48.9% of the prior fiscal year.

To: Mayor and City Council For meeting of: March 25, 2025 From: Bob Lindsey, City Manager
SUBJECT: CONSIDERATION OF A RESOLUTION AND SUPPORT LETTER SUPPORTING ASSEMBLY BILL 259 (RUBIO) RELATED TO THE RALPH M. BROWN ACT
BACKGROUND/DISCUSSION
The Ralph M. Brown Act (“Brown Act”) has strict requirements for legislative bodies of local agencies to meet by teleconference. Among other restrictions, all teleconference locations must be identified in the notice and agenda of the meeting and each teleconference location has to be accessible to the public.
Assembly Bill 2449 (“AB 2449”) was signed into law in 2022. AB 2449 amends the Ralph M. Brown Act to allow members of legislative bodies to participate remotely in public meetings under specific circumstances, such as “just cause” or “emergency circumstances,” without requiring public access to their remote locations. Effective January 1, 2023, the legislative body of a local agency can use teleconferencing without noticing each teleconference location or making it publicly accessible, provided at least a quorum of the body participates in person at a single physical location that is identified on the agenda, open to the public, and within the boundaries of the agency, and provided that other requirements regarding accessibility and public participation are met. AB 2449 further provides that a member cannot participate solely by teleconference for more than three (3) consecutive months or more than twenty percent of the agency’s regular meetings.
AB 2449 is scheduled to sunset on January 1, 2026. To preserve the flexibility provided by AB 2449, Assembly Bill 259 (“AB 259”) would eliminate the sunset date, thereby preserving indefinitely the remote meeting procedures added by the earlier legislative.
FISCAL IMPACT
None.

WHEREAS, as part of his response to the COVID-19 pandemic, Governor Newsom temporarily issued a series of Executive Orders to expand public access to meetings of local agencies by suspending some of the restrictions on teleconferencing; and WHEREAS, the effect was an expanded use of teleconferencing for meetings of the legislative body, resulting in enhanced public access and increased participation by the public; and
WHEREAS, AB 2449 became law in 2023, modernizing the previously existing concept of teleconference locations under the Brown Act by revising notice requirements and allowing for greater public participation in teleconference meetings for local agencies; and WHEREAS, AB 2449 has established a proven track record of utilization and support among public agencies, providing remote participation by members of an elected board arising in emergency circumstances or just cause incidents; and
WHEREAS, AB 2449 is scheduled to sunset on January 1, 2026.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA PUENTE HEREBY FINDS, DETERMINES AND RESOLVES AS FOLLOWS:

RE: Assembly Bill 259 (Rubio) – Support [As Introduced] Dear Assembly Member Rubio:
The City Council, on behalf of the City of La Puente, is pleased to support your Assembly Bill 259, related to the Ralph M. Brown Act.
Recognizing the evolving landscape of public meetings and the demonstrated value of remote participation options when members of governing bodies are unable to attend a physical gathering, your office introduced, and the Legislature passed, Assembly Bill 2449 in 2022, which amended the Ralph M. Brown Act. Beginning in 2023, special districts and other local agencies began using the procedures established by AB 2449, successfully facilitating remote participation for officials that would otherwise been encumbered by illness, official travel, or medical emergency. The provisions of that bill, having been negotiated by civil society groups and local government stakeholders, contained numerous safeguards and requirements, including the presence of an in-person quorum at the official meeting location.
While the provisions added by AB 2449 were modified slightly by technical amendments made by subsequent legislation, the January 1, 2026 sunset included in the original bill remains. To preserve the flexibility provided by your AB 2449, Assembly Bill 259 would eliminate this sunset date, thereby preserving indefinitely the remote meeting procedures added by the earlier legislation. AB 259 would not otherwise change any other elements of the remote meeting provisions.
For these reasons, the City of La Puente is pleased to support your Assembly Bill 259.
Please feel free to contact us if you have any questions.
Sincerely,

SUBJECT: CONSIDERATION OF AN INTERIM URGENCY ORDINANCE APPROVING A CITYWIDE 45-DAY MORATORIUM PROHIBITING THE ADVERTISING AND
OPERATION OF SHORT-TERM RENTALS WITHIN THE CITY
BACKGROUND
The La Puente Municipal Code (“Code”) includes the City’s zoning code, which is established to regulate the use of land within the City. The intent of the zoning code is to protect the public health, safety, comfort, welfare, and general prosperity by means of classifying, designating, regulating, and restricting uses. Specifically, Table 2-1 in Section 10.10.020 of the City’s code establishes uses that are either permitted, conditionally permitted, or expressly prohibited in the residential zones.
Although, Table 2-1 attempts to clearly identify those uses that are permitted or conditionally permitted, it is not efficient to specifically mention all uses that would be generally understood to be prohibited in residential zones. To address uses that are generally understood to be prohibited, Section
10.10.020 specifies that “Any use not listed in Table 2-1 is prohibited.” Since the City’s code does not specifically mention “short-term rentals” in either Table 2-1 or in the definitions Chapter 10.132, and since short-term rentals are NOT generally understood to be a prohibited use, the City is pressed to clarify its position and adopt new regulations that address short-term rentals.
At the City Council meeting of March 11, 2025, the City Council considered and discussed an interim urgency ordinance to establish a 45-day moratorium prohibiting short-term rentals within the City.
Following discussion, a motion and a second was made to approve the urgency ordinance; however the motion failed due to not having the required four-fifths vote.
Pursuant to California Government Code Sections 36934, 36937, and 65858, State Law does not impose a mandatory waiting period to reintroduce an urgency ordinance for consideration after is has previously failed to pass.
DISCUSSION
Over the last several years, inquiries related to the City’s regulations on short-term rentals have been relatively uncommon with the City’s response being that the City does not identify them as a byright “Permitted” use. However, over the last several months, the City has received complaints and calls about how short-term rentals are being operated and negatively impacting other properties in City of La Puente
AGENDA REPORT
Agenda Report: Interim Urgency Ordinance – Short-term Rentals For meeting of: March 25, 2025
the neighborhood. Without clear language related to short-term rentals in the Code, the City is unable to regulate or place conditions on the location and operation of short-term rentals throughout the City.
A 45-day moratorium would temporarily prohibit short-term rentals from being established in the City, while Staff considers and evaluates a new permanent ordinance to address them. If adopted, the urgency ordinance approving a citywide, 45-day moratorium would prohibit the advertising and operation of short-term rentals so that appropriate land use decisions can be made, and so that the City Council can provide Staff direction.
If adopted, the urgency ordinance would take effect immediately, and would expire 45 days from the date of adoption. It is important to note that the City Council, after a noticed public hearing, may choose to extend the ordinance for an additional 10 months and 15 days to further study and evaluate a permanent ordinance to define and regulate short-term rentals in the City.
FISCAL IMPACT
No fiscal impact associated with the urgency ordinance.
RECOMMENDATION
It is recommended that the City Council introduce, waive the reading of, and adopt Interim Urgency Ordinance No. 25-989 approving a citywide 45-day moratorium prohibiting the advertising and operation of short-term rentals within the City.

WHEREAS, the City of La Puente (“City”) is a municipal corporation duly organized under the constitution and laws of the State of California; and WHEREAS, the City desires to preserve the residential character of neighborhoods that enhance the quality of life for our residents and provide a peaceful retreat for our visitors; and WHEREAS, the protection of public health, safety and welfare is a primary objective of the City; and
WHEREAS, during the past several months there has been an increase in vacation rentals within the City and a number of complaints and inquiries received by City associated with the behavior of vacation rental operators and their guests; and WHEREAS, City is considering a local ordinance for short-term rentals to prevent or reduce anticipated complaints relating to noise, parties, over-occupancy, and parking issues at vacation rentals within the City; and
WHEREAS, the State Planning and Zoning Law (Gov. Code §§ 65000, et seq.) broadly empowers cities to plan and regulate the use of land in order to provide for orderly development, the public health, safety and welfare, and balancing property rights and the desires of the community and how its citizens envision their city; and WHEREAS, the State of California continues to experience a state-wide housing shortage and short-term vacation rentals reduce the number of available housing units that could be occupied by families on a long term basis; and
WHEREAS, on January 7, 2025, Governor Gavin Newsom issued Executive Order N-2- 25 proclaiming a State of Emergency to exist in Los Angeles and Ventura Counties due to the Palisades Fire and windstorm conditions; and
WHEREAS, as a result of the catastrophic Palisades Fire and Eaton Fire in Los Angeles County more than 10,000 structures have been destroyed leaving over 40,000 residents displaced further exacerbating the State’s housing shortage crisis, and WHEREAS, based on the foregoing, it is urgent that the City adopt regulations in order to minimize the adverse impacts vacation rentals may have on surrounding residential properties and the City’s limited law enforcement resources, and as a result, the City desires to establish, on an

urgency basis, an ordinance to enact a 45-day moratorium prohibiting the advertisement and operation of short-term rentals within the City; and
WHEREAS, this Interim Urgency Ordinance is enacted pursuant to the authority conferred upon the City and shall be in full force and effect immediately upon a four-fifths (4/5) vote of the City Council.
NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF LA PUENTE DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Recitals.
The City Council finds that the above recitals are true and correct and are incorporated herein by reference.
Section 2. Definitions.
The following definitions are applicable to this Interim Urgency Ordinance, unless the context clearly indicates otherwise:
(a) “Advertisement” means any announcement, whether in a magazine, newspaper, handbill, notice, display, billboard, poster, email, internet website, platform or application, any form of television or radio broadcast or any other form of communication, whose primary purpose is to propose a transaction for a short-term vacation rental. (b) “Rental,” “rent,” “rented,” or “renting” includes, but is not limited to, rental of the property for any form of monetary or non-monetary consideration, including but not limited to money, goods, or services, as well as in-kind exchanges of goods, services or premises. (c) “Short-term vacation rental” means a single-family dwelling, multi-family unit, bedroom of a primary residence, accessory dwelling unit (Gov. Code § 65852.2), or junior accessory dwelling unit (Gov. Code § 65852.22) within all zones within the City of La Puente that support or include residential uses, whether as a permitted use or conditionally permitted use, which is rented to one or more guests for compensation for the purpose of lodging or hosting events for a period of thirty (30) or fewer consecutive days. “Short-term vacation rental” encompasses such dwelling units regardless of whether the owner, permanent occupant or other Responsible Party is present during the rental period. For purposes of this definition, “for compensation” includes, but is not limited to, rental of the property for any form of monetary or non-monetary consideration, including but not limited to money, goods, or services, as well as in-kind exchanges of goods, services, or premises. “Short-term vacation rental” does not include any commercial use for which a business license or other permit has been issued pursuant to the La Puente Municipal Code prior to the effective date of this ordinance.
(d) “Responsible Party” means any person(s) or entity(ies) that hold(s) legal and/or equitable title to the short-term vacation rental, including any property owner, lessee or tenant, or any agent or representative thereof, who causes or permits any violation of this ordinance. To cause ORDINANCE NO. 25-989 PAGE 3 OF 5 MARCH 25, 2025
or permit includes failure to correct or cause correction after receiving notice from the City of the violation.
Section 3. City Council Findings.
(a) The City has adopted a General Plan, including strategies to invigorate the City’s prosperous community, as well as its well-planned and designed community. (b) Protection of public health, safety and welfare is fully articulated in the General Plan.
(c) State law requires the City’s zoning laws to conform with the General Plan’s goals and policies.
(d) The City’s Municipal Code does not currently regulate or provide an entitlement process specifically for short-term vacation rental uses. The use of short-term vacation rentals are in use and have intensified. In recent years, social media has increased exponentially the popularity and demand for short-term vacation rentals. Recently, short-term vacation rentals have become a substantial threat to the public health, safety and welfare of the City’s residents, and particularly residential neighborhoods. It is well documented in the media and various law enforcement complaints that events hosted at short-term vacation rentals have attracted massive crowds, loud parties, littering, over-parked street conditions, openly disorderly conduct and unsafe vehicle use that have led to multiple arrests and complaints to law enforcement. (e) As a result of the catastrophic Palisades Fire and Eaton Fire in Los Angeles County, displaced persons are seeking decent, safe, sanitary, and long-term housing within the City. (f) City staff and the City Attorney’s office require a period of study to determine the appropriate scope of regulations that may be developed for inclusion into the City’s Municipal Code, which is anticipated, among other measures, to provide for the public health, safety and welfare, relating to short-term vacation rentals.
(g) The City Council finds that allowing any proliferation of short-term vacation rental uses could lead to potentially nonconforming land uses that could defeat the purpose and intent of any later adopted short-term vacation rental ordinance and pose a further threat to the public health, safety and welfare.
(h) Based on the foregoing, it is urgent the City temporarily prohibit the advertising, use and operation of short-term vacation rentals while it undertakes a review of its current Municipal Code provisions to determine whether additional regulations are needed to ensure the public health, safety and welfare remain protected.
Section 4. Moratorium.
(a) Based on the foregoing, the City Council finds and declares there is a current and immediate threat to the public health, safety or welfare and upon that basis has determined an ORDINANCE NO. 25-989 PAGE 4 OF 5 MARCH 25, 2025
Interim Urgency Ordinance pursuant to Government Code section 65858 is warranted and shall take effect immediately upon adoption by a four-fifths (4/5) vote of the City Council. (b) For a period of 45 days after the date of March 25, 2025, short-term vacation rentals shall be prohibited in the City of La Puente. No responsible party shall advertise, rent, operate or allow the operation of a short-term vacation rental within the City. (c) For a period of 45 days after the date of March 25, 2025, any use or condition cause, or permitted or allowed to exist, that continues or remains in violation of any provision of this Interim Urgency Ordinance shall be, and is hereby declared to be, a public nuisance. Violations of this Interim Urgency Ordinance shall be punishable by a $1,000 civil penalty pursuant to Government Code section 36901. Violations of this Interim Urgency Ordinance may be abated on an emergency basis per La Puente Municipal Code section 3.20, et seq., pursuant to Code of Civil Procedure section 38773, or through any other remedy provided for by law. It shall be unlawful for any responsible party to violate any provision or to fail to comply with any of the requirements of this Interim Urgency Ordinance. In addition to any civil penalty, such violation may be prosecuted in the name of the People of the State, redressed by civil action, or resolved by administrative remedies, or in any combination thereof. Any responsible party who violates or fails to comply with any provision of this Interim Urgency Ordinance or any provision of the La Puente Municipal Code is guilty of a misdemeanor. In any proceeding to enforce any violation of this Interim Urgency Ordinance, the prevailing party shall be entitled to its reasonable attorney’s fees and costs. If the City is the prevailing party in any proceeding to enforce any violation of this Interim Urgency Ordinance, recovery of costs, fines, penalties, and/or attorney’s fees shall be in accordance with the La Puente Municipal Code or as otherwise provided by law, including, but not limited to Government Code sections 38773.1 and 38773.5. Upon the second or subsequent civil or criminal judgment issued within a two-year period finding that a property owner is responsible for a nuisance condition, said property owner may be liable to triple the costs of abatement per Government Code section 38773.7.
(d) City staff is directed to study appropriate modifications to the City’s Municipal Code regulations to reduce and mitigate negative secondary effects created by the number, frequency, location and other impacts short-term vacation rental may cause. (e) Pending the completion of such studies and the adoption of an ordinance to establish appropriate operational and zoning regulations, and for the immediate preservation of the public health, safety and welfare, it is necessary for this Interim Urgency Ordinance to take effect immediately, In the absence of immediate effectiveness, short-term vacation rental uses in the City may be in conflict with regulations or requirements established with respect thereto. (f) This Interim Urgency Ordinance does not create or grant any vested rights to any person for the continued operation of any short-term vacation rental during the time of this Interim Urgency Ordinance (or an extension thereof), or after the adoption of updated regulations.
