AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: July 22, 2025 Via: Bob Lindsey, City Manager
By: Troy O. Grunklee, CPA, Director of Administrative Services Candice Yu, Principal Accountant
SUBJECT: PRESENTATION OF JUNE 2025 REQUISITION SUMMARY REPORT
BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for April 2025.
DISCUSSION
City staff initiated nine (9) requisitions during the period totaling $46,695.98.
RECOMMENDATION
It is recommended that the City Council receive and file the requisition summary report for June 2025.

SUBJECT: PRESENTATION OF JUNE 2025 INVESTMENT REPORTS
__________________________________________________________________________________
BACKGROUND
This report presents the City’s investment portfolio for the periods of June 2025. The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by the City Council on June 10, 2025.
The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.
The City follows the practice of pooling cash and investments for all funds under its direct control.
Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.
DISCUSSION
The Investment Report for June has been provided as an attachment for your review. Investment activity for the period is summarized as follows:
City of La Puente
AGENDA REPORT
June 2025 Investment Report
For Meeting of July 22, 2025
FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.
SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

AGENDA ITEM NO. D-5
To: Mayor and City Council For meeting of: July 22, 2025 From: Bob Lindsey, City Manager
By: Abraham Tellez, Development Services Director
Rey Alfonso, City Engineer
SUBJECT: CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR
OLD VALLEY BOULEVARD SEWER EXTENSION
BACKGROUND
On March 11, 2025, the City Council awarded a construction contract to Excel Paving Company in the amount $413,360 to complete the Old Valley Boulevard Sewer Extension Project (“Project”). The award of contract included a ten percent (10%) contingency of $41,340 to cover the cost of any contract change order work approved by the City Manager.
DISCUSSION
On April 14, 2025, Excel Paving commenced work on the Project and the Project was completed on June 6, 2025. The Project involved the construction of 960 feet of 8-inch sewer mainline pipe in Old Valley Boulevard from 250 feet east of Hofgaarden Street to the kennel/dog park site. The project also included three new sewer manholes; cold milling of existing asphalt pavement; resurfacing with Asphalt Rubber Hot Mix (ARHM); and painting new “traffic calming” striping and installing signage to reduce vehicular speeds on eastbound Old Valley Boulevard approaching the new kennel/dog park.
The contractor’s bid price for this Project was $413,360. During construction, there was one minor bid item quantity adjustment that resulted in a net decrease of $2,858.80, due to an overall decrease in the quantity of asphalt cold milling completed on the project.
There were two change orders on the Project totaling $122,679. Change Order No. 1 ($46,579) was for the removal and disposal of excessively wet soil encountered during the sewer main excavation. The wet soil was tested and determined to be unsuitable for use as trench backfill material. To ensure the long-term integrity of the sewer trench, Excel was directed to backfill the trench with a sand slurry mixture. Change Order No. 2 ($76,100) involved the construction of the sewer lateral system to serve the future kennel/dog park facilities that will include two new kennel buildings, an administrative office, two restroom buildings, food truck parking area, and Animal Control washing and storage port area.
The total construction cost for this Project was $533,180.20 which was 29% above the original contract amount due to the approved change order work.

AGENDA REPORT
Acceptance of NOC for Old Valley Sewer Extension
For Meeting of: July 22, 2025
FISCAL IMPACT
At the time Excel Paving was awarded the construction contract, the Council adopted Resolution No. 25-5924 amending the Fiscal Year 24-25 Capital Improvement Program Budget to include $549,700 in Sewer Funds (Fund 500) to fund the contract amount, 10% contingency, and associated project costs for design engineering and project management, and construction management, inspection and material testing.
The cost of Change Order No. 1 was covered by the initial Project contingency; however, with the slight overage for Change Order No. 1 and the cost of Change Order No. 2 exceeding the contingency, Council approval was required. On May 13, 2025, the Council approved Change Order No. 2 and adopted Resolution No. 25-5933 which allocated an additional $90,200 in Sewer Funds to cover the cost of the change order work, and increased the total Project funding to $639,900.
With the final cost for construction of $533,180.20 and actual cost of $16,515.75 for design engineering and project management, and $63,562.00 for construction management, inspection and material testing, the total Project construction cost was $613,257.95. Therefore, the Project was successfully completed within the budget.
RECOMMENDATION
It is recommended that the City Council: (1) accept the Project as complete; and (2) authorize the City Clerk to execute the Notice of Completion.

AGENDA ITEM NO. D-7
To: Mayor and City Council For meeting of: July 22, 2025 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services SUBJECT: CONSIDERATION OF A RESOLUTION DECLARING AS SURPLUS PROPERTY A CHRISTIE D13HD-HS LASER PROJECTOR, A 26-FOOT RETRACTABLE MOVIE
SCREEN, AND SIXTEEN SOUND TOWN PA SPEAKERS AND AUTHORIZING
THE SALE OF SAID SURPLUS PROPERTY
BACKGROUND
The City has adopted a system for disposing of surplus City-owned property that is for the common benefit of the City, and that ensures the City recoups the highest possible value for the item(s).
Pursuant to Section 2.20.120(a) of the La Puente Municipal Code (“LPMC”), at such times as determined by the purchasing officer, reports shall be prepared showing all supplies and equipment which are no longer used or which have become obsolete or worn out; the purchasing officer shall have the authority to sell, trade or exchange all supplies and equipment. All surplus property valued at more than five hundred ($500.00) dollars requires a City Council resolution declaring it a surplus. In addition, Section 2.20.120(b)(4) of the LPMC provides for the sale of the item(s) utilizing a negotiation process when the purchasing officer deems that such process is in the best interests of the City. As defined pursuant to Section 2.20.020, the City Manager is the “purchasing officer” or his or her designee.
DISCUSSION
The City owns a Christie D13HD-HS laser projector, a 26-foot retractable movie screen, and sixteen Sound Town PA speakers that was originally purchased in fiscal year 2023/2024. Due to the limitations of the equipment purchased, the Movies in the Park events needed to be started later in the evening due to extended daylight hours causing community members to leave before the movies completion. Additionally, the city council recently approved a purchase of a LED video screen that will allow for earlier start times of the Movie in the Park event.
Staff recommends that the City Council declare the Christie D13HD-HS laser projector, the 26-foot retractable movie screen, and the sixteen Sound Town PA speakers as surplus property and authorize disposal of the items. The City’s purchasing officer has determined that the sale of the Christie D13HD-HS laser projector, a 26-foot retractable movie screen, and sixteen Sound Town PA speakers utilizing the negotiation process is in the best interests of the City.

SUBJECT: PRESENTATION OF JUNE 2025 MONTHLY BUDGET REPORT
BACKGROUND
The City Council adopted the Fiscal Year 2024-2025 Budget and Capital Improvement Program on June 14, 2024. The attached report examines fiscal activity taking place in the month of June and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.
DISCUSSION
As of the end of June 2025, one hundred (100%) percent of the fiscal year has elapsed.
REVENUES
General Fund revenues to date have reached $19,117,444. This equates to 90.9% of annual budget. It is important to note that although the fiscal year has ended from a calendar perspective, revenues pertaining to FY 24/25 will continue to be recognized for sixty days after June 30th. Sales and Use Tax and Measure LP, posting collections to date of $3,171,665 and $2,710,129 respectively, only reflect revenues through April at the present time. The City will receive two more months of tax revenue for the fiscal year. Property Tax, which reflects yearto-date revenues of $8,340,649 or 98.2% of budget, will also continue to accrue revenue to FY 24/25 over the coming months. The Intergovernmental category skews high in FY 24/25 at 178.7% due to deferral of unearned grant revenue from the prior period as well as the City receiving a grant from Board of Supervisor Hilda Solis for City recreation programs. In aggregate of all funds, total revenue posted through the June 2025 period is $19,117,444 or
90.9% of budget.
EXPENDITURES
Much like revenues, the expenditure accounts will continue to accrue expenses pertinent to the FY 24/25 period for the next several months. Operating expenditures have reached 94.2% to date in the General Fund. The Administrative Services shows 111.7% of the total budget City of La Puente
