SUBJECT: PRESENTATION OF AUGUST REQUISITION SUMMARY REPORT

BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for August 2025.

DISCUSSION
City staff initiated eight (8) requisitions during the period totaling $191,841.26.

RECOMMENDATION
It is recommended that the City Council receive and file the requisition summary report for August 2025.

SUBJECT: PRESENTATION OF AUGUST 2025 INVESTMENT REPORTS __________________________________________________________________________________

BACKGROUND
This report presents the City’s investment portfolio for the periods of August 2025. The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by the City Council on June 10, 2025.

The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.

The City follows the practice of pooling cash and investments for all funds under its direct control.

Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.

DISCUSSION
The Investment Report for August has been provided as an attachment for your review. Investment activity for the period is summarized as follows:

FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.

SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.

BACKGROUND
On July 24, 2025, the City issued a notice inviting bids for the Sidewalk Improvements on Old Valley Boulevard.

The project involves the construction of 460 linear feet of new sidewalk on the south side of Old Valley Boulevard between Glendora Ave and First Street to close the gap in the existing sidewalk and improve pedestrian access on Old Valley Boulevard within the downtown district.

The work will include the removal of a row of shrubs and protection of the existing street signs and utilities.

DISCUSSION
The bid opening took place on August 14, 2025 with the City having received a total of eight (8) bids. The results of the bids are as follows:

S&H Civilworks $ 56,000.00
Martinez Concrete, Inc. $ 62,700.00
Gentry General Engineering, Inc. $ 67,250.00
Towo Enterprise, Inc. $ 77,400.00
FS Contractors, Inc. $ 81,300.00
All Cities Engineering, Inc. $ 85,200.00
Excel Paving $ 89,385.00
E&M Constructors, Inc. $ 94,760.00
After the process of verifying the contractor’s bid submittal, references were contacted for S&H Civilworks. References confirmed that the contractor’s prior work was completed satisfactorily, and S&H Civilworks has been determined to be the lowest responsible bidder for the project.

Based upon the scope of work for the project, 10 working days have been allocated for construction. It is anticipated that construction will begin in early November 2025.

AGENDA REPORT
Agenda Report – Authorization to Award Various Street Improvements FY 24-25 For Meeting of: Sept 23, 2025

Page 2 ends

In accordance with the City’s Pavement Management Program, the proposed roadway improvements will consist of the pavement resurfacing and slurry sealing of 16 street segments consisting of approximately 2.2 miles of City streets at various locations. The work will include cold-milling the existing pavement; repairing localized pavement failures; constructing a rubberized asphalt concrete overlay; repairing damaged sidewalk, curb and gutter; adjusting utility manholes to grade; constructing ADA curb ramps; installing thermoplastic traffic striping and pavement markings; and replacing traffic signs within the project limits.

The Project also included a separate bid item (“Additive Alternate 1”) for the construction of new sidewalk along the south side of Old Valley Boulevard between Glendora Ave and 1st Street. Additive Alternate 1 was included in the Project to compare bid pricing received for the stand-alone “Sidewalk Improvements on Old Valley Boulevard” project which was bid out concurrently.

The bid opening was conducted on September 2, 2025. The City received a total of eight (8) bids for the project. The results of the bids are as follows:

Towo Enterprise, Inc. $2,136,390.00 $69,000.00 $2,205,390.00 After the process of verifying the contractor’s bid submittal, references were contacted for Hardy & Harper, Inc. References confirmed that the contractor’s prior work was completed satisfactorily. Hardy & Harper’s submitted bid totaled $1,790,000. However, due a minor mathematical error discovered during the bid analysis, Hardy & Harper’s bid was corrected to $1,790,050. Since the error did not affect the overall bid results, the minor irregularity can be waived. Therefore, Hardy & Harper, Inc. has been determined to be the lowest responsible bidder for the project.

Based on the scope of work, the Project should take approximately eighty-five (85) working days to complete. It is anticipated that construction will begin in early November 2025.

FISCAL IMPACT
The current Fiscal Year 2025-26 Capital Improvement Program budget includes funding for this Project from the following funds: SB1 - $800,000; Proposition C - $2,000,000; and TDA - $175,000 for a total of $2,975,000.

Agenda Report – Authorization to Award Various Street Improvements FY 24-25 For Meeting of: Sept 23, 2025

Page 3 ends

Due to the favorable bids received for the Sidewalk Improvements on Old Valley Boulevard project and the separate award of contract in the amount of $56,000, the award of contract to Hardy & Harper should exclude Additive Alternate 1. Therefore, staff recommends the award of contract to Hardy & Harper in the amount $1,723,350.

The bid schedule for construction of this Project totals $1,723,350. With a ten percent (10%) project contingency of $172,340 the total construction project budget is $1,895,690. The associated cost for construction management, inspection, and material testing is estimated to be $220,000. This brings the total project cost to $2,115,690 There is no impact to the City’s General Fund associated with this project.

RECOMMENDATION
It is recommended that the City Council: (1) award the contract to Hardy & Harper, Inc. in the amount of $1,723,350; and (2) authorize the City Manager to execute the Agreement and approve change orders up to 10% of the original bid amount.

SUBJECT: PRESENTATION OF AUGUST 2025 BUDGET REPORT

BACKGROUND
The City Council adopted the Fiscal Year 2025-2026 Budget and Capital Improvement Program on May 27, 2025. The attached report examines fiscal activity taking place in the month of August and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.

DISCUSSION
As of the end of August 2025, sixteen (16%) percent of the fiscal year has elapsed.

REVENUES
As the new fiscal year commences, most of the receipts within the first sixty days pertain to the prior fiscal period, and as such, year-to-date revenue activity is minimal. This is typical each year and occurs due to longer remittance timeframes from state and county agencies. Sales and Use Tax and Measure LP collections for the current period will not be reflected until September’s results are posted. Property Tax has seen a minimal remittance of $44,896.

General Fund revenues to date have reached $455,047 which is 2.1% of budgeted revenues, comparable to 2.9% at this time last fiscal year. Licenses and Permits (11.7%) and Charges for Services (17.9%) have provided the basis for the largest share of revenue to date.

EXPENDITURES
Year-to-date expenditures in the General Fund are 12.6% of budget, slightly higher in contrast with 12% at this time in FY 2024-2025. In aggregate of all funds, 11.7% of budget has been expended. Administrative Services shows 32.6% of the total budget expended thus far due to the large upfront payment associated with the City’s annual Liability and Workers Compensation insurance premiums.
