She stated additional research is necessary and would work with Staff to postpone the scheduled upcoming public hearing and reschedule the item for consideration.

AGENDA ITEM NO. D-2
To: Mayor and City Council For meeting of: October 28, 2025 Via: Bob Lindsey, City Manager
By: Troy O. Grunklee, CPA, Director of Administrative Services Candice Yu, Principal Accountant
SUBJECT: PRESENTATION OF SEPTEMBER REQUISITION SUMMARY REPORT

BACKGROUND
On April 24, 2018, the City Council adopted several ordinances and accompanying resolutions amending the City’s purchasing procedures to streamline and make the procurement process more efficient. One of the amendments to the purchasing procedures was a provision setting a $5,000 spending limit for Department Heads and a separate provision increasing the City Manager’s spending limit to $20,000 for professional services, supplies and equipment. In order to document purchases approved by the City Manager and/or Department Heads the City Council directed that a monthly report be prepared and filed with the City Council. This action is to receive and file the requisition summary report for September 2025.

DISCUSSION
City staff initiated seven (7) requisitions during the period totaling $114,653.23.

RECOMMENDATION
It is recommended that the City Council receive and file the requisition summary report for September 2025.

SUBJECT: PRESENTATION OF SEPTEMBER 2025 INVESTMENT REPORT __________________________________________________________________________________

BACKGROUND
This report presents the City’s investment portfolio for the periods of September 2025. The attachment provides details of the City’s portfolio. It has been prepared to comply with regulations contained in California Government Code Section 53600 and the Statement of Investment Policy approved by the City Council on June 10, 2025.

The investment objectives of the City of La Puente are first, to provide safety of principal to ensure the preservation of capital in the overall portfolio, second, to provide sufficient liquidity to meet all operating requirements, and third, to earn a commensurate rate of return consistent with the constraints imposed by the safety and liquidity objectives.

The City follows the practice of pooling cash and investments for all funds under its direct control.

Interest earned on pooled cash and investments is allocated to the various funds based on the respective fund’s average quarterly cash balance. It is common for governments to pool the cash and investments of various funds to improve investment performance. By pooling funds, cities are able to benefit from economies of scale, diversification, liquidity and ease of administration.

DISCUSSION
The Investment Report for September has been provided as an attachment for your review. Investment activity for the period is summarized as follows:

FISCAL IMPACT
Idle cash invested in certificates of deposit, government securities, and corporate bonds typically return higher yields than LAIF (Local Agency Investment Fund). This maximizes returns without assuming substantial additional risk.

SUMMARY
In summary, the City has conservatively placed its investment portfolio in LAIF, federal agency securities, corporate bonds, and certificates of deposit. The portfolio complies with the Statement of Investment Policy and the City has the ability to meet its expenditure requirements for the next six months.

RECOMMENDATION
It is recommended that the City Council receive and file this report.

CHILDREN’S ADAPTIVE LEARNING PLAY CENTER AND IT’S

INSTALLATION AT THE LA PUENTE COMMUNITY DOG PARK/KENNEL IN THE AMOUNT OF $206,020.49

BACKGROUND/DISCUSSION
Th construction and installation of the various components at the La Puente Community Dog Park/Kennel is currently underway with the kennel buildings and main office unit already in place. Two additional container office units are on order and scheduled for delivery and installation. Prior to any concrete work, the acquisition and installation scheduling of the playground feature is necessary for the next step of the City’s multi-prime project approach.

Based on a long-standing relationship and their flexible work ethic, staff consulted with Innovative Playgrounds Co. to identify the most inclusive and well-rounded “adaptive learning” play equipment with shade structure that would fit the physical limitations and small footprint of the designated area at the dog park. Together with Innovative Playgrounds, the City was able to identify a play feature that provides the best and most comfortable experience for visitors within budget.

The adaptive learning play equipment and installation will be awarded through a competitively bid contract (Burke Sourcewell Contract #010521-BUR) by Sourcewell (formerly the National Joint Powers Alliance). Sourcewell is a public agency service cooperative that serves over 50,000 members.

Through national solicitations, Sourcewell Contractors provide the opportunity for members to purchase through nationally leveraged, competitively bid contracts. These contracts offer a multitude of products, equipment, and services to government agencies and non-profit entities.

The City of La Puente is a member of Sourcewell and has used Sourcewell contracts in the past. Section 2.20.090 (e) of the La Puente Municipal Code authorizes the City to participate in cooperative purchasing plans or programs such as Sourcewell.

Staff is requesting authorization to purchase the complete adaptive learning play equipment and shade structure, which includes features for climbing and adaptive play on a low maintenance artificial turf with construction, installation and final setup.

AGENDA ITEM NO. E-1
To: Mayor and City Council For meeting of: October 28, 2025 From: Bob Lindsey, City Manager

SUBJECT: PRESENTATION OF SEPTEMBER 2025 BUDGET REPORT

BACKGROUND
The City Council adopted the Fiscal Year 2025-2026 Budget and Capital Improvement Program on May 27, 2025. The attached report examines fiscal activity taking place in the month of September and includes all funds within the operating budget. The report analyzes year-to-date transactions in comparison to budgeted amounts for the entire fiscal year, expressing each category using a percentage-of-completion methodology. It additionally provides comparisons in activity level to the same time period last fiscal year.

DISCUSSION
As of the end of September 2025, twenty-five (25%) percent of the fiscal year has elapsed.

REVENUES
General fund revenues in the first quarter total $1,341,098 or 6.1% of the annual budget.

During the September period, the City received its first allocation of Sales and Use Tax and Measure LP for the 25/26 fiscal year, $298,486 and $241,068, respectively. Receipts from other types of tax are negligible to date, consistent with expectations based on remittance timelines. Noteworthy is the 75.3% figure displayed in the intergovernmental category which reflects an accounting entry recognizing unearned revenue from a state grant received in the FY 24/25 period. In aggregate of all funds, total revenue posted through the September 2025 period is $2,820,792 or 7.1% of budget, a minimal decrease over 7.2% in FY 24/25.

EXPENDITURES
Year-to-date expenditures in the General Fund are 17.8% of budget, slightly higher in contrast with 16.1% at this time in FY 2024-2025. In aggregate of all funds, 18.8% of budget has been expended. Most General Fund departments are operating within the margin of expectations at the 25% mark within the fiscal period. Administrative Services shows 35.6% of the total budget expended thus far due to the upfront payment associated with the City’s annual Liability and Workers Compensation insurance premiums.

AGENDA ITEM NO. E-3
To: Mayor and City Council For meeting of: October 4, 2025 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services SUBJECT: CONSIDERATION OF AN AMENDMENT TO THE PROFESSIONAL SERVICES

AND LICENSE AGREEMENT WITH SEMPER ANTICUS FOR THE OPERATION

AND MANAGEMENT OF AN OPEN-AIR MARKET AND SWAP MEET

BACKGROUND
On November 15, 2022, the City of La Puente (“City”) approved a Professional Services and License Agreement with Semper Anticus for the operation and management of a weekly open-air market. The agreement is in effect for an initial three-year term and may be extended for two additional one-year terms by mutual written agreement of the parties and approval of the City Manager. It is important to note that the City and Semper Anticus have a long-standing relationship with each other dating back to the original Professional Services and License Agreement in March 2015 for the operation of a weekly open-air market.

The Professional Services and License Agreement with Semper Anticus also provides the City with five ($5.00) dollars per fully paid retail space paid on a quarterly basis to the City.

On April 25, 2023, the City approved Amendment No. 1 to the Professional Services and License Agreement with Semper Anticus. This amendment updated the SCOPE OF SERVICES to allow the open-air market to be held every Sunday, between 4:00 pm and 9:00pm.

On February 13, 2024, the City approved Amendment No. 2 to the Professional Services and License Agreement with Semper Anticus. This amendment updated the SCOPE OF SERVICES to include the operation and management of a swap meet to be held on Sunday, between 8:00 am and 3:00 pm in the La Puente Park parking lot on Glendora Avenue. This amendment also included a provision where Semper Anticus will provide the City with five ($5.00) dollars per fully paid retail vendor paid on a quarterly basis for the swap meet.

DISCUSSION
City staff are recommending the approval of an additional Amendment to the Professional Services and License agreement with Semper Anticus to update the term to three-year term from the effective date and it may be extended for two additional one-year terms by mutual written agreement of both parties. Additionally, this amendment will allow Semper Anticus the option of expanding the weekly open-air market from 2nd Street South to the driveway just before 127 South 2nd Street. Other changes City of La Puente

to the SCOPE OF SERVICES included extending the swap meet from 3:00 pm to 5:00 pm, not requiring the Contractor to get pre-approval of the entertainment, shifting the responsibility of providing the portable restroom to the City, and not requiring the Contractor to provide an estimate of attendance to the open-air market and swap meet. The extension of the open-air market on 2nd Street South will allow more spaces for the market and will lead to the inclusion of food trucks. The other changes to the SCOPE OF SERVICES reflect the evolution of the events and what the Contractor is providing and doing and what the City is providing and doing.

FISCAL IMPACT
There are no costs directly associated with the approval of this agreement as the Contractor has agreed to pay for the staffing, and the fee for each fully paid vendor space.

RECOMMENDATION
It is recommended that the City Council: (1) approve Amendment No. 3 to the Professional Services and License Agreement with Semper Anticus; and (2) authorize the City Manager to execute the Amendment on behalf of the City.
