Agenda Item No. D.1
To: Mayor and City Council For meeting of: July 8, 2026 From: Bob Lindsey, City Manager

SPECIFICATIONS AND SOLICIT BIDS FOR COMMUNITY CENTER RE-ROOF AT LA PUENTE PARK AT 501 GLENDORA AVENUE

BACKGROUND/DISCUSSION
The La Puente Community Center roof had its last major overhaul in fiscal year 2009-2010 when the Youth Learning Activity Center was constructed. The useful life of the roof was 10 years and there have been several minor repairs that have taken place to extend the life of the roof. However, during inclement weather the roof will leak in certain areas.

In order to address these issues, City staff have determined that a re-roof is necessary. The improvements will consist of a new single-play roof membrane, wood decking replacement as necessary, tile resets of the main building and two towers, and tile replacement as necessary.

Specifications and cost estimates for the project have been completed. The Community Center Re-Roof is ready to be advertised for formal bid. The City’s Estimate for its construction is $850,000 and the contract time is 50 calendar days.

The following is the proposed schedule for bidding and construction unless a cooperative purchasing option is a better alternative:

July 8, 2026 Authorization to Solicit Bids
July 10, 2026 Bid Posting/Publication
July 27, 2026 Bid Opening
August 11, 2026 Bid Award
August 26, 2026 Begin Construction (Projected)
October 15, 2026 Project Completion (Projected)
If the City elects to participate in cooperative purchasing, roof construction or repairs may begin sooner.

Pursuant to Section 2.21.090 of the La Puente Municipal Code, the City may participate in cooperative purchasing plans or programs. To weigh options, Staff is requesting authorization from the City Council either to enter into a cooperative purchasing contract for the re-roof not exceeding $850,000, or to approve the specifications and solicit bids for the project.

FISCAL IMPACT
Agenda Report – Authorization for Cooperative Purchasing Contract or to Solicit Bids for Community Center Re-Roof For City Council And Successor Agency Meeting of July 8, 2026

Page 2 of 2 ends

The cost for construction of this project is estimated at $850,000. There are no other associated project costs for construction management, inspection, and material testing.

The Fiscal Year 2026-27 Capital Improvement Program budget includes funding for this Project in Fund 280 (Miscellaneous Grants).

RECOMMENDATION
It is recommended that the City Council: (1) approve the specifications for the Community Center Re-roof; and (2) authorize Staff to solicit for bids or enter into a cooperative purchasing contract not to exceed $850,000.
