Subject: CONSIDERATION OF A RESOLUTION PROVIDING FOR APPOINTMENTS TO THE OFFICES THAT WERE TO BE ELECTED ON TUESDAY, NOVEMBER 3, 2026, AND CANCELLING THE CITY’S NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION

BACKGROUND/DISCUSSION
At its meeting on June 9, 2026, the City Council adopted resolutions pertaining to the November 3, 2026, General Municipal Election, including calling for the holding of a General Municipal Election and requesting that the County consolidate the election with the Statewide General Election.

The nomination period began on July 13, 2026, and ended on August 7, 2026, at 4:30 p.m. for the offices of two (2) members of the City Council for full terms of four (4) years. As of the close of the nomination period on August 7, 2026, there were not more candidates than offices to be elected. The persons so nominated for City Council are:

Charlie Klinakis
Valerie Muñoz
Pursuant to § 10229 of the California Elections Code, if in the case of any offices or offices to be elected at large, the number of persons who have been nominated for those offices does not exceed the number to be filled at that election, the City Elections Official shall submit a certificate of these facts to the governing body of the City and inform the governing body of the City that it may, at a regular or special meeting, may make appointments or direct an election to be held.

The required Certificate that there are not more candidates than offices to be elected was presented to the City Council at the August 11, 2026, City Council meeting, and the notice was published in the San Gabriel Valley Tribune on August 12, 2026. After the fifth day following the date of publication, the City Council may make the appointments or direct an election to be held.

The City Council may now adopt one of the following courses of action:
(1) Appoint to the offices the person(s) who have been nominated. (2) Hold the election.

The person(s) appointed, if any, shall qualify and take office and serve exactly as if elected at a municipal election for the office. Appointments must be made no later than the 75th day before the election, or August 20, 2026.

FISCAL IMPACT
The cost of the November 3, 2026, General Municipal Election is currently budgeted within the City’s adopted budget for Fiscal Year 2026-2027. Cancellation of the election would result in savings of approximately $68,000.
