A Regular Meeting of the City Council of the City of La Puente was held in the Council Chambers of City Hall, 15900 East Main Street, La Puente, California, on Tuesday, August 25, 2026, at 9:30 a.m.
CALL TO ORDER
Mayor Klinakis called the meeting to order at 9:32 a.m.
ROLL CALL
Members present: Klinakis, Munoz, Argudo (arrived at 9:35 a.m.), Mendoza, Quinones (arrived at 9:41 a.m.).
Members absent: None.

PRESENTATIONS
1. Presentation of Employee Service Award
Chief/Director of Public Safety Buckwell presented an Employee Service Award to Code Enforcement Officer Jonathan Castaneda for his five years of service with the City of La Puente. He further recognized Jonathan's valuable contributions and dedicated service over the past five years. Mayor Klinakis also expressed his appreciation to Jonathan for his continued hard work and commitment to serving the City and its residents.
2. Presentation of Certificates of Recognition to City of La Puente Education Scholarship Recipients

Community Services Supervisor Adriana Dominguez presented certificates of recognition to the recipients of the City of La Puente Education Scholarship.
Mayor Klinakis and Council Member Mendoza congratulated the scholarship recipients.
Global Urban Strategies Regarding Social Media and Grant Presentation was pulled from the agenda.

A motion was made by Council Member Argudo, seconded by Mayor Pro Tem Munoz, to waive the reading and approve the Minutes of the City Council and Successor Agency meeting of August 11, 2026, and Special Meeting of August 19, 2026. The motion carried by the following roll call vote:

D.1 CONSIDERATION OF A RESOLUTION APPROVING WARRANT RESOLUTION NO. 26-6016

D.4 CONSIDERATION OF A SECOND READING AND ADOPTION OF ORDINANCE NO. 26-998 OF THE CITY COUNCIL OF THE CITY OF LA PUENTE APPROVING MUNICIPAL CODE AMENDMENT NO. 26-03 (TITLE 10 ZONING CODE UPDATE) Action Taken: The City Council (1) waived full reading and adopted Ordinance No. 26- 998, an Ordinance of the City Council of the City of La Puente, approving Municipal Code Amendment No. 26-03, amending Title 10 (Zoning) of the La Puente Municipal Code to add Section 10.50.220 (Mixed-Use Overlay Zone), by title only; and (2) directed staff to file a Notice of Determination (NOD).
D.5 CONSIDERATION OF ACCEPTANCE OF NOTICE OF COMPLETION FOR STEEL
WORK INCLUDING FENCING AT THE LA PUENTE DOG PARK
Action Taken: The City Council: (1) accepted the project as complete; and (2) authorized the City Clerk to execute the Notice of Completion.

E.1 PRESENTATION OF JUNE 2026 MONTHLY BUDGET REPORT
Director of Administrative Services Grunklee provided a report regarding the June 2026 budget.
E.2 PRESENTATION OF JULY 2026 MONTHLY BUDGET REPORT
Director of Administrative Services Grunklee provided a report regarding the July 2026 budget.
Mayor Klinakis noted that the fiscal year begins July 1st. Director of Administrative Services Grunklee confirmed that the fiscal year begins July 1st and ends June 30th.

ORAL COMMENTS FROM COUNCIL
Mayor Klinakis expressed his appreciation for the cooling centers available to the public throughout the City. He also thanked the Sheriff's Special Assignment Officers team and recognized Planning Commissioner Martin Paz, who was in attendance at the Council Meeting.
Chief/Director of Public Safety Buckwell announced that Public Safety patrol vehicles carry food and water for individuals who may be in need.
ORAL COMMENTS FROM STAFF
Acting City Manager/Director of Community Services Bauman announced Stephanie Aldrete as the new Community Services Specialist for the City of La Puente Senior Center. He further announced that a no-cost senior travel trip to the Getty Museum is scheduled for October, with Los Angeles County Supervisor Hilda Solis sponsoring the bus transportation for the trip.
Mayor Klinakis stated the Senior Advisory Committee advocated for senior excursions and thanked Community Services Specialist Aldrete.
Chief/Director of Public Safety Buckwell cautioned residents to be prepared for potential earthquakes and stated that the City would share emergency preparedness information on the City's website.
