Agenda Report
Agenda Item No. D.1
To: Mayor and City Council For meeting of: September 18, 2026 From: Bob Lindsey, City Manager
By: Troy Grunklee, CPA, Director of Administrative Services Subject: CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA

PUENTE, CALIFORNIA, AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO

SUBMIT AN APPLICATION TO THE FEDERAL TRANSIT ADMINISTRATION FOR FUNDING UNDER THE FY 2026 GRANTS FOR BUSES AND BUS FACILITIES

INFRASTRUCTURE PROGRAMS, AUTHORIZING THE COMMITMENT OF LOCAL

MATCHING FUNDS, APPROVAL OF A ZERO EMISSION TRANSITION PLAN

BACKGROUND/DISCUSSION
The Federal Transit Administration (“FTA”), an operating administration of the United States Department of Transportation, has made funding available through the FY 2026 Grants for Buses and Bus Facilities Infrastructure Programs, the Low or No Emission Grant Program. The City of La Puente (“City”) would like to submit an application to FTA for federal financial assistance under the grant for the purchase of three electric buses to replace the current propane fueled buses and construction of electric vehicle infrastructure for those buses.

The grant or cooperative agreement for federal financial assistance will impose certain obligations upon the City, and the FY 2026 Notice of Funding Opportunity requires the applicant to provide evidence of the amount, source, and availability of the required local share of the Project cost. The local share or 20% of the program costs would be funded using the City’s Prop A allocation.

Also, the grant application also requires the City to submit a zero emission transition plan. The plan, which has been attached as part of the staff report details how the City will transition our fleet to zero-emission vehicles, where applicable. Staff is recommending that, over the next 15 years, the City will transition the City fleet to zero-emission alternatives and reduce dependency on gasoline, diesel, and other fossil fuels.

FISCAL IMPACT
If awarded the grant, the City will be required to match 20% of the project costs, which is estimated to be $100,000 of the City's Prop A allocation based on a project cost of $500,000.

RECOMMENDATION
It is recommended that the City Council: (1) adopt Resolution No. 26-6020, authorizing the City Manager or Acting City Manager, to submit an application for federal assistance on behalf of the City of La Puente with the Federal Transit Administration for federal assistance; (2) approve the zero-emission transition plan; (3) authorize the City Manager or Acting City Manager, to execute all applications, certifications, assurances, Agenda Report – Consideration of an Application to the Federal Transit Administration for Funding Under the FY 2026 Grants for Buses and Bus Facilities Infrastructure Programs
